The cost, protecting all Vulnerable Properties may be cost prohibitive and the city may be forced to consider a strategy of managed retreat, meaning in the simplest possible terms the ocean wins and people will have to move. Maybe we cant protect all of them, but we can protect some of them. If we lose ground, i mean yeah, well have to plan for maybe one lane of west cliff. Reporter its the just west cliff drive. This map shows neighborhoods east of the boardwalk at risk as well including sea bright and twin lakes. Its unlikely, however, homeowners give up without a fight. I think people who live here, who realize the beauty of this place are really going to do everything they can to rebuild, if possible. Reporter how much time does any of the threatened properties have . Impossible to say. The science is increasingly clear. There is a storm gathering in strength growing. Sea level rise and coastal erosion affects communities throughout the bay area including, of course, San Francisco. We flew sky drone 5 along the embarcadero and bay bridge today where city leaders are partnering with environmentalists to use Virtual Reality to demonstrate the potential impacts of rising sea levels on the citys waterfront. The look ahead app gives people an immersive view of potential impacts to three low lying areas, the embarcadero, Missions Creek and herons hen. The goal is to encourage conservation and encourage people to take whatever steps they can to reduces their impact on the environment. Were already seeing rising sea level now and flooding with a high king tide storm event and the future, yes, its expected it could flood regularly here. The look ahead app is available now on android and iphones and coastal communities are facing some very difficult choices in the next 25 years. The app really brings it to reality. Absolutely. Places people go to all the time now that may be under water in a few decades. Devin, thank you. Just a few minutes ago the city of oakland said its preparing for workers to strike again tomorrow. Kpix5s maria medina is live in oakland right now where the mayor is firing back tonight. Maria . Enough to survive in the bay he use of parttime Staff Reporter just a short while ago she read an open letter to the residents of oakland saying before she was mayor she was laid off as a city worker and that is what she is trying to avoid right now, layoffs and cuts. Meanwhile current city workers are gathered right outside the mayors reelection fundraiser which started at 5 30. Youre saying im good enough to be part time. Im not good enough to be permanent. Reporter 3,000 oakland city workers say they not only want to be paid enough to survive in the bay area, they also call the use of parttime staff an unfair labor practice. Whats the reasoning behind not giving you a fulltime job . The city says that they cant afford it, that they need temporary parttime employees. Reporter michael pandelfo said hes worked for the city 18 years waiting to be full time. We cannot spend money we dont have. Reporter today mayor libby schaaf said they offered what they could, up to 6 in raises for the next two years, 10 for some including 911 dispatchers. It wasnt enough to come to an agreement. City employees say they tried to bring in former San Francisco mayor willie brown to help mediate, but the city refused. So city workers including Parking Enforcement officers, librarians to building inspectors decided to walk the picket line to get their message across. Well be out here indefinitely. Reporter youre prepared to do that . Correct. Ive been in the neighborhood 15 years living in the community. I support you guys. Reporter the strike caused nearly every city service to come to a standstill including Senior Services and after school programs. Some who live here say they support the workers message. I just want you to know i came down to tell you that. Thank you. I appreciate that very much. Prepare as you know, here in the middle of the Holiday Season and these works are say they are not getting paid while they walk the picket line. Also important to note that police and firefighters are not on strike. Live in oakland, maria medina, kpix5. To Southern California now where three wind fueled wildfires are raging out of control in los angeles and ventura counties tonight. So far theyve burned more than 90 square miles. Most of the destruction so far has been in Ventura County where the 50,000acre thomas fire a has burned more than 100 homes. Cbs reporter chris marters in joins us now martinez joins us now live from ventura where the firefighters are fighting the flames. Reporter thats right. The winds are not dying down that much since earlier today, maybe a little bit from last night but still very problematic for firefighters here, 50,000 acres and growing at this hour. This fire is leaving behind a trail of destruction, many houses burned to the ground and tonight thousands more still at risk. Ta clarita aerials and winds are whipping this fastgrowing blaze in Santa Clarita. Forcing a major freeway closure. Chris fire Officials Say. Hundreds lost. What punishing wind gusts are fueling flames devouring homes in Ventura County, california. Once the fires breach the inside of the house all we can do is go defensive and prevent the fire from spreading to other homes. Reporter more than 1,000 firefighters are battling the massive fire thats destroyed at least 150 structures so far. And the winds are changing. Sometimes they blow up. Sometimes they blow down a little bit. Reporter Todd Matthews is among tens of thousands of residents evacuated from their homes. Some houses that have burned and you can see that here, but as for our house, we really have no idea. Good friends up the street lost their homes. Its awful. Reporter several School Districts are closed and at one point the santa ana winds reached Hurricane Force gusts of 78 Miles Per Hour making the fight nearly impossible. You get these embers that work their way into the smallest little places through attic vents and a lot of times thats where the fires start. Reporter about 50 miles east in sylmar another wildfire has burned down at least a dozen homes and winds are whipping this fast growing blaze in Santa Clarita forcing a major freeway closure. The firefighters here on the front lines right now are from all across california and they are getting more reinforcement tonight and they are going to need that because these winds, these santa ana winds, they are forecast to remain here in our area through at least thursday. Back to you. Chris, we are hearing that fire Officials Say hundreds more homes have likely been lost at this point. What are you seeing out there . Reporter right. Initially they were saying about 150 for this area. That was their best guess, but there are a lot of areas, neighborhoods, streets they have not actually been able to get to yet to assess the damage. So from the start they thought that number was going to go up. It likely well over the next day or two as they start to really get in there and take an up close look at the damage. We have gone to many of these neighborhoods and in several neighborhoods we have seen dozens of homes per neighborhood. So i expect that number to be high, especially homes, not as many businesses, but you will likely see that number rise as we finally get into these areas to see the extent of the damage. Our thoughts are definitely with those folks tonight. Chris martinez live in Ventura County for us, thank you. If anyone knows what those Southern California firefighters are going through right now, it is these guys. A crew from santa rosa rolled out this afternoon to join the fate. Theyre among at least a dozen bay area fight. Theyre among at least a dozen bay area departments that have teams on the way now. At least 1 million acres have burned across Southern California in 2017, an area larger than the state of rhode island. The state in Southern California is eerily similar to what we saw in wine country as strong offshore winds push the flames along at frightening speeds. We call them diablo winds in northern can. Its a Pressure Gradient directing wind flow from the Sierra Nevada through california off the coast. Same thing in Southern California, santa ana, offshore wind event, similar dynamics, similar type of wind structures and speeds. Making matters worse, Southern California hasnt gotten any rain lately and some of the areas on fire now havent burned in decades. Coming up not in the clear just yet, new federal charges just filed against the man acquitted in the kate steinle shooting. Plus load up on quarters. Its hard enough to find a parking spot in San Francisco, but now its going to cost you more. One of the bay areas most beautiful vistas now a much easier hike, the improvements just unveiled on the trails of hawk hill. Its going to be a beautiful week and weekend for hiking if you want to get outside. Ill tell you how long this glorious weather will last coming up. In the shooting death of kate steinle. Is facing new charges. Elizabeth cook is in the newsroom and tells us just within the past half hour weve learned the Mexican National acquitted of shooting kate steinle is facing new charges. Elizabeth cook is in the newsroom and tells us it is now a federal case. We just got the indictment from the department of justice. There are two new counts, felon in possession of a firearm and felon in possession of ammunition. This news comes the same day San FranciscoDistrict AttorneyGeorge Gascon defended his departments handling of the case, specifically whether his office overcharged by asking jurors to consider both first and Second Degree murder verdicts as well as involuntary manslaughter. Zarates lawyers argued steinles death was an accident based on evidence the bullet ricocheted off the ground. Gascon said today any failure in the case should rest with him adding hes angry that some have chosen to exploit the verdict for political gain. One count of being a felon in the steinle family themselves have gone over and over the difficulty of watching their daughters death be thrown around to advance political agendas and careers. In the end garciazarate was convicted of one count of being a felon in possession of a firearm which carries a sentence up to three years in prison. The Public Defenders Office plans to appeal. Going new at 6 00 it is one of the hardest things to do in San Francisco. Thats to find a parking space, right . Now it looks like it is also going to cost us all more. Kpix5s Susie Steimle with a key vote that came down less than an hour ago and nobody is going to like this, susie. Reporter thats right, ken. You could soon be paying 8 an hour to park your car in San Francisco. To be fair, you could also be paying as little as 50 cents an hour in some meter spaces that are not as popular. Its a new demandbased model. It just passed and it will take effect midjanuary. Ask anyone about parking in San Francisco today and theyll tell you its miserable. It is difficult to find parking, yes, because the city has systemically premoved much parking. Reporter muni parking policy experts believe they have a solution to the problem. Its called demand responsive pricing. Muni launched a Pilot Program to test this out in busy areas in 2011. Heres how it works. Prices for city meter and garage spaces are adjusted based on demand. Right now muni can only change the pricing by 25 cents at a time every three months. So busy blocks can expect prices to go up, but muni officials are careful not to call this surge pricing. Surge pricing only goes up. Demand responsive crisis is just as likely to go down as up. Reporter hank wilson says the pilot study showed more often prices actually dropped. Average rates went down on street by 11 cents an hour. They went down in our garages by 42 cents an hour. So what that showed is that this isnt about just raising rates. Its actually about finding the right price. Reporter people in the castro where the program is yet to be implemented are split on whether it will hurt or help. I think for our customers its going to be very frustrating. Reporter you think this might make a difference . I think so, yeah. Reporter they agree on one thing. I think most people will have to realize the car days are almost over. Well have to start using the muni. Reporter the new pricing structure will also take into account time of day. So, for example, you could be paying 2 an hour at one meter in the morning and when it gets a bit busier in the afternoon, that same meter could cost you 4 an hour. Muni says it will put up all of the pricing changes on its website to avoid any sticker shock. Live in San Francisco, Susie Steimle, kpix5. New at 6 00 weve heard a lot of stories this year about immigration crackdowns. New numbers out of washington show i. C. E. Arrests have surged by 40 nationwide since President Trump took office. Kpix5s len ramirez reports here in the bay area the numbers tell a slightly different story. Len . Reporter thats right. There may be fewer people trying to cross the u. S. mexico border and thats why some i. C. E. Arrests are down, but here thne activity is on the increase. Sts were down 9 . And removals or deportations were down 7 compared to 2016. But hidden n percent incr although i. C. E. Activity has dropped in the bay area, fear in immigrant communities is on the increase because contrary to the message that first came out of the white house, agents are not just focusing on arresting and removing violent criminals. I. C. E. Claims this is a Public Safety threat, but its clearly about more than that because theres more people being detained that dont have criminal records. Reporter overall i. C. E. Made fewer arrests and deportations of undocumented immigrants in the San Francisco region which includes most of Northern California and reno, nevada, in 2017. New statistics show arrests were down 9 and removals or deportations were down 7 compared to 2016. But hidden in the numbers is a 10 increase in the arrests of people who have otherwise clean criminal records and whose only offense is crossing the border illegally. Some of the people are the targets of operations. Others are what we consider collateral arrests, people who just happened to be essentially at the wrong place at the wrong time where i. C. E. Is and i. C. E. Is able to prove that theyre undocumented. So they get detained. Reporter San Jose Community groups have formed Rapid Response teams with a special hotline to help families of those being arrested. Often the only thing that can be done is to request a Detention Center closer to home. People are in shock and need guidance. They dont know where to find their family member. Thats the hardest thing that they face actually is how to even contact them. Reporter now sometimes the people who are arrested by i. C. E. Are sent back to their countries of origin almost immediately the next day in some cases, but others who choose to contest their cases are held in detention for six months up to a year or more while they wait for their cases to be heard.
