He says one option is to move away from our state income tax system and instead use a payroll tax system. So a persons income would be reduced by the state tax amount on the front end by an employer instead of paying taxes and deducting it later. He says in any event, we could expect a ballot measure. Chances are we may be looking to take this to the voters because i think its important for the voters to kind of opine on this particular issue. Experts have criticized californias tax system for years, so we asked as long as youre at it, why not propose a full state tax overhaul . Weve had efforts in the last 10, 15 years to look at wholesale tax reform. Its been really hard to just get off the ground. I think what were really looking at is a direct response to this tax scam and seeing if we, can you know, take some of the money that the middle class gave to corporations and bring it back to the middle class. Next now this proposed gop tax law would take effect on january 1st, 2018. Now there are plans to put billions of dollars in bonds on the ballot next year in 2018, but all that may need to be postponed if the backers of those bonds find that californians are suddenly in no mood to take on new debt and taxes. A procession carried the mayors casket through the streets of San Francisco early this morning. He arrived at city hall one final time after 40 years of Public Service and seven as mayor. His casket was draped in a u. S. Flag. Give you a live look inside the rotunda at city hall where the mayor is lying instate. The public can visit about another hour until 7 00 tonight. Kpix5 Susie Steimle is outside city hall for us tonight. Susie . Reporter allen, if you want to know anything about the impact that mayor ed lee had on the city of San Francisco, just look at this line. It has been like this since sunrise this morning. People have been lined up around the block waiting for a chance to come into city hall to pay their respects. The people up front just told me they waited about 30 minutes to get here. Next to them its a growing tribute of flowers, candles and pictures of the mayor, everyone coming to say goodbye and they tell me it has not been easy. Whether you knew the mayor well he worked so hard all the time and he sacrificed so much. Reporter or just admired him from afar mayor ed lee was more than a politician. Reporter san franciscans from all walks of life were overwhelmed as they bid farewell to mayor ed lee today. Its important for us to remember what a blessing he was to our city, how grateful we are to mayor lee and to his family for sharing him with us. Reporter mayor lee returned to city hall for the final time this morning carried in by an honor guard made up of men who were on his security detail. His body lay instate all day friday in city halls rotunda. Seeing all these people who leave the city overcome lead the city overcome with emotion is really intense because i look to them as my leaders and mentors and its really humbling and shows the humanity in all of us. Ill just think people should remember that and i just think people should remember that and carry on his legacy. Reporter its a somber scene watching city leaders say goodbye to one of their own. Those close to him say you may have disagreed with his politics but that his humanity went unquestioned. He was very down to earth and always made jokes and i know they were his own because of how much he waited for your laughter after. He was a very decent man. He really wanted to help the city. I think hell be remembered as a good man with a good heart. Reporter earlier today i heard a staffer who worked very closely with mayor ed lee hug a Police Officer and they said to each other, we lost our friend. Thats been the sentiment throughout the day here. Many people, of course, are talking about mayor lees legacy, his work on Affordable Housing and the homeless crisis in San Francisco, but mostly people are talking about how they felt personally connected to this mayor and thats why so many people have showed up to show how much they will miss him. We just talked to staffers. They say more than 10,000 people came through city hall today. Live in San Francisco, Susie Steimle, kpix5. Again city hall is open another 50 minutes, but there will be a public celebration of life sunday at 3 p. M. At city hall. You can watch it live on www. Cbssf. Com as well as our kpix5 facebook page. Ay area. Another bad air day, today is the eighth spare the air day in a row. Our tower cam shows hazy skies around the bay area. Winds are expected to pick up in the next few hours. Thats going to help clear the air, but increase the fire danger. Kpix5s emily turner is live on mount tam in marin county with a red flag warning set to take effect in a few hours. Right, emily . Reporter yeah, veronica. Here its still still, but as you said, it will pick up here in the next couple hours in the dry conditions, high winds and combination of christmas lights, candles, fires and fire pits is not a good one when it comes to keeping things from burning. These scenes are a not so subtle reminder of what can happen on a red flag warning day. As we head into a weekend full of them, Fire Departments arent taking any chances, especially santa rosa who has already been burned once. Although the red flag warning is specifically up in the Higher Elevations were still concerned given what we experienced. We definitely dont want to let our guard down. Reporter so santa rosa fire with departments across the north bay are back in summer mode meaning wildland fire gear is back in the trucks and crews are on standby to make sure all units can respond in case of a fire. Further south novato is doing their own form of fire control in education asking folks to hold off on fires even in the fireplace or fire pit. Thats one of our biggest worries is knowing that those sparks can get out and release into the air and get caught by those heavy winds that are traveling and then land someplace else in the leaves of your eaves like weve seen last week in our own town here. Reporter there was already a burn ban in place for outdoor fires in marin county. So eliminating the Human Element will hopefully make a difference. Its been almost a month since the north bay has seen any rain and it could go up like a tinderbox if people arent careful. Although people are seeing the green grasses starting to grow following the first couple rains, our heavier fuels up in the Higher Elevations definitely didnt get the amount of rainfall that they needed and theyre still dry. Reporter to give you an how dry we are, we have had about half the rain than we had this time last year, so a significantly drier december which, of course, makes things more dangerous. Pg e is also stepping things up. They say they have crews on standby in these red flag warning areas and they also are prepared to cut off power to lines if something happens to those lines just to make sure that they mitigate the risk there as well. Emily turner, kpix5. Back in the studio at least emily is not being tossed around by strong winds, not yet anyway, but that will develop by sunrise tomorrow. Its one of the reasons why red flag warnings are, as she pointed out, going to be in effect tonight beginning at 10 00 right through sunday morning for all the area hills for winds up to 35 miles an hour. At the highest elevations these gusts could reach 50 miles an hour. Very low humidities mean high fire danger and thats why the red flag warnings are posted as well as wind advisories. These future wind casts, this is tomorrow morning at 11 00. Those bright purple colors are the stronger winds. Below we still get 25mile an hour gusts and finally things begin to ease up going towards sunday morning, but all weekend long right through sunday it will be windy, dry and that combination is not good news, but there is good news on the horizon. Well have that in the forecast in a few minutes. Thank you. A second sea lion attack in less than 24 hours, a swimmer bitten now treated for possible rabies exposure and the warning tonight, stay out of the water. Police say this bay area guy was taking credit card skimming to a whole new level, how a gas station worker thwarted his elaborate plan. Hikers paying up, how a bay area city is cashing in on a parking crackdown at this popular peak. Officials just shut it down. Afte sky drone 5 giving us an exclusive view over aquatic park in San Francisco. Officials just shut it down after a second sea lion attack in 24 hours. Li here suspect kpix5s da lin is there and spoke to witnesses who saw the whole thing unfold. Da . Reporter veronica, one attack is very unusual. Two attacks in two days, that is just unheard of. Thats why both swimmers and authorities suspect its the same sea lion responsible for both attacks, but even with this warning sign folks are still taking the risk. Even with the closure swimmers are still diving in. A second sea lion attack triggered the warning. The latest attack happened around 8 00 this morning near the aquatic park harbor entrance. The victim says a sea lion came from underneath him and bit him in the groin area. I sat back, had some coffee and heard oh oh and looked over to see a guy just right inside the entrance to the marine harbor. Slight bleeding, but being that it was cold enough because of the water it didnt start gushing. So hes in the back of the ambulance now and theyre attending to him, but he should be fine. Reporter witnesses say nearby swimmers came to the victims rescue and swam with him back to shore. This is cell phone footage of people helping the victim out of an suv into an ambulance. He came in shocked. He had a look on his face where he wanted to get to a hospital. So we called 911. Reporter family and friends identified the victim as rick melville. They say hell stay at general for at least one more day. Theyre waiting for surgery to clean out the three puncture wounds on his thigh. Reporter its the second time in two days a sea lion attacked a swimmer. A man in his 50s was bitten on his arm yesterday. Both swimmers will survey, but the question is why . Its such an infrequent event i dont think we should be that worried this is going to be a problem in the future. Reporter experts are puzzled. Maybe a young sea lion being territorial . There are also talks of it being a sick sea lion. The National Park service is shutting down the park to swimmers until monday, but we saw a handful of people ignoring the signs. Well, the swimmers here are kind of nuts. Thats why we do it. If we were like normal normal like why go in there . Reporter Authorities Say its extremely difficult to investigate this kind of attack. Thats why its unlikely for them to find out why the sea lion attacked these swimmers. They just hope the sea lion goes away and they can reopen the park to swimmers come monday. Live in San Francisco, im da lin, kpix5. Police say a thief in hayward tried taking a credit card scam to new heights. Police say he installed a skimming device on an atm keypad, but he set up an entire fake side panel complete with a camera to catch peoples pin numbers. It happened inside the chevron station at hesperian boulevard and applegateway in hayward. An employee spotted a suspicious person by the atm and called police. A crackdown in parking in one area of fremont has the city cashing in. More than 2,100 parking tickets have been issued near the mission peak trailhead, which is a popular area for hikers. The city started ticketing october last year. Residents have been complaining about hikers parking in front of their houses, blocking driveways. So far the city has raked in 120,000 in fines. Brian hackney is here today. Hey, weve got a hazy friday night underway, but things will clear out fast this weekend because the winds are going to pick up and out goes the haze. In comes the sun and fire danger as well, as we talked about earlier. High temperatures today managed only upper 50s and low 60s in the bay area. So it felt a little more like december today with numbers easing back toward average but not quite making it. Kpix5 hidef doppler shows weve got a weak and mostly dry cold front on the way from the north. It looks like theres at least according to the radar something falling, but most of that evaporates before it hits the ground. So we wont squeeze anything out of that except for the haze and clouds that we had today. Overnight lows tonight with the cloud cover, though, become a little bit warmer than they were last night.
