Theyre hoping other agencies in the south bay adopt the form as well. In san jose, maria medina, kpix 5. A 15yearold Sexual Assault victim may have solved her own case. Back in july she reported as a man attacked her as she walked her dog in Half Moon Bay. At the time there werent enough details to identify a suspect. And then earlier this month, the victim spotted 22yearold matthew hahn in the newspaper. Hed been arrested in late august on suspicion of another Sexual Assault. She immediately called detectives to say it was the same man who assaulted her. They rearrested him at his home in Half Moon Bay friday. Detectives are now asking any other potential victims to give them a call. Taking a live look at sfo where delays and frustrations are mounting this evening. Its all due to long planned construction work on the airports busiest runway. The next now weeks could actually be a long haul. Yeah, definitely. Its been reported that there are about 400 delays or cancellations. Now were on day 2 and the frustration level continues as travelers are very vocal about the delays here today. According to a spokesperson with the San Francisco international airport, as of 4 00 this afternoon, there have been 298 flight delays and 129 cancellations. The reason for this mess stems from a repaving project on runway 28l. Its also affecting two other runways off and on at the airport as crews try to get the work done. This all started at 12 01 saturday morning and will last 20 days. Crews are going to be laying down a new base layer on the heavily used runway. Were hearing many stories about people being delayed and missing their connection. One man we talked with missed his connection to tokyo. By the time we landed, my connection had already gotten to the runway and they were like, okay, so our next available thing is tomorrow. Im like, well, crap. The delays are impacting International Travelers the most. Once they miss their connection, in many cases they will not be able to make any other flights on the same day and will have to make overnight accommodations until the next batch of flights go out tomorrow. The airlines have cut the number of flights overall by about 14 during this construction project. And so we will see how this all goes. It is expected to go until september 27th of this month. I was going to say they knew the runway work was going to happen so do they expect the delays to continue on . Is there going to be some sort of remedy for this for travelers . They do expect these delays to continue on. They expect its going to be the heaviest between wednesday and friday. So they warn travelers about this and they hope it can go smoothly but for travelers to know there should be delays when they travel in and out of sfo for the next couple of weeks. Andrea, thank you. Rides headed to or from the airport should expect delays of about 20 minutes. A Court Hearing is set for tomorrow in San Franciscos controversial waterfront navigation center. That 200bed center would provide roundtheclock services and security. Opponents worry it will be a magnet for crime. They cite recent incidents where a woman was attacked while trying to enter the building. Tomorrow a judge will hear their case for a temporary restraining order. The city insists the center will reduce crime by giving homeless a place to go. Meanwhile, the Fremont City Council will sit down on tuesday to discuss where to put its own Housing Navigation center. Fremont is considering two sites including one right by city hall. The proposed center would provide up to six months of housing for up to 45 people along with hygiene, health, and employment services. Tuesdays meeting is set for 5 30 p. M. At fremont city hall. San francisco was making an offer to buy the utilitys electric system. The city wants to spend 2. 5 billion for power lines and related infrastructure that serves San Francisco. According to the chronicle, city officials hope the deal can become part of pg es bankruptcy proceedings. They say the company could use some of the money to pay victims of wildfires sparked by power lines. The purchase would create the Third Largest government owned utility in california. San francisco certainly has a history of having their own Public Utilities with hetch hetchy and the operation theyve had for many years so theres an opportunity here and i think its a chance to really vet their offer, see if the dollars are in place in the right amount and i think its something the Public Utilities commission and the Bankruptcy Court should take seriously. Other news, a fire that forced evacuations along highway 29 in lake county is fully contained tonight. The oak fire burned about 50 acres. It destroyed one building in kelseyville. Meanwhile, the 400acre swedes fire in butte county is 20 contained at the moment. The much larger walker fire exploded across 38,000 acres in plumas county. Its 5 contained. There is growing concern tonight among parent at one Oakland School after a couple of ropes were found tied up at their childrens campus. Theyre worried someone is using anotibplanion. That first rope was actually found on the fence of Chabot Elementary School, which is right here behind the baseball fields. It was investigated as a hate crime but a student came forward saying he found the rope on the ground, tried to throw it back into the school grounds, but it ended up getting caught on the fence. The second incident was actually reported on friday right here at the baseball fields which are owned by the city. Someone intentionally tied a rope on the batting cages which has many parents feeling concerned. Reporter there are few things more american than apple pie and baseball. But there are other associations with our countrys history that dont play quite so well. Theres no other way to associate a noose. A noose is targeting the African American community. Reporter marks son julian just started kindergarten at Chabot Elementary School a few weeks ago. After hearing about a second incident involving a rope near the school, mark is understandably concerned. This school is being targeted, do you really want to be here and wait for that person to go to the next level . We take anything that is an afront to any member of our community very, very seriously and certainly whether it was intentional or not, in both cases it does bring up these feelings about nooses, about the history of this country we call home. Reporter Oakland Police and the School DistrictsPolice Department are investigating the latest incident which was discovered friday around lunchtime. Our police have been on it. The fbi has come in and looked at that and the other incident and in both cases the fbi said they dont have enough evidence to show it was a hate crime. Reporter today there are still remnants of the rope that was tied above the door of the batting cages with a loop hanging down. But some of the Little League coaches who were at the fields all the time say there could be another explanation. They have seen young people climbing up on top of that batting cage to hang out. And they think that maybe that rope was used to get up and come down. Reporter parents say even if the two rope incidents are not connected, and neither were hate crimes, it still brings up a lot of emotions. It causes so much fear and anxiety and gut punches. This is a terrible feeling. Reporter which is why some parents hung handmade signs on the fence outside the school. Those signs are all about the message to the community and the people who come into the school. Reporter the School District stresses theyre taking this very seriously. The investigations are still active and theyre asking anyone with information to come forward. The superintendent for oakland unified schools will be here at chabot elementary on tuesday to answer any questions parents have and also talk with them about the status of the investigation.
