The audit also blast the state office of emergency offices for failing to assist counties in developing such plans. Discards have left a new threat in the north bay as another round of heavy rain approaches. With the kincaid fire burning more than 127 square miles, theres just too much work to do before the rains hit. Knock on word wood we did well last week, we hope that will do well this week. Reporter tomorrow afternoon is with the heavy rains are expected to start. Kpix 5. I want to pick on that story , just in case you could use a little refresher on where, exactly, that burn scar is and who needs to be aware of this, take a look at the map. Youll see an orange footprint. That is the north bay. Looking up just to the east of healdsburg, santa rosa, that is the area. That orange outline is the exact fire footprint for the kincaid fire. That is where the Flash Flood Watch is in effect from 4 00 tomorrow afternoon until 4 00 in the morning on saturday. You can see the communities on the like healdsburg and windsor. But this is more notable for the small towns in the burn scar. Places youve never heard of before like jim towner kellogg, or anybody on the slopes that don just showed us up close and personal. Meanwhile, High Definition doppler is on, were dancing on the thing on it yet. We are not seeing anything on it yet. It does look stormy out there. But that is our storm. A couple things about this and a very important reason why this woulde a concern for flooding in places like the kincaid burn scar. This storm will have another Atmospheric River component to it. It was a good the water imagery, the bright line is a water vapor. It takes a higher concentration of water vapor in the atmosphere, there is a lot done in the tropics. Getting pulled up into the subtropics and getting right at us. And, we scaled these things. Just within the last year. The Oceanographic Institute has putting a number of these to help us gain a better understanding of what is in store or we could just put a label on it from week to exceptional, this is in the moderate category. It will be somewhat more manageable. It is not a very strong Atmospheric River but, its got enough of the aspects of it that we should be aware of what is coming because the storms can deliver a lot of rain. It would put this into the futurecast, that gets us to tomorrow that is a really well organized band of heavy rain. It starts in the north bay, by the time we get into the afternoon, that is 2 00. And there is a really well organized line of rain. Not only the atmospheric group, it is a cold front coming in on the leading edge of the storm which makes it really well organized. We can watch the front march its way across the entire bay area throughout the second half of the day tomorrow. By the time we go to six in the afternoon, the heavy is organized band is right through the heart of the bay. Right in time for the commute tomorrow. That is where we find some of our more impressive bands of rain. As we get into the 9 00 hour you can still piece that line together. Now it is in the south bay and working its way up through the inland portions of alameda and contra costa county. By the time we get to midnight it has exited the bay area, but we are not done weve gotten back into the center of the storm. For saturday take a look we still have scattered showers will move through, isolated thunderstorms throughout the day will be an interesting aspect for the first part of our weekend. As far as rainfall totals go, that is friday. Pick up anywhere from half an inch to an inch. That is what is happened in livermore. As we get into saturday we get more rain on top of that. Forget the wind. The wind will come through the organized line. Meaning, second half of friday. That is when the strongest winds will pick up and we can see gusts up to 3040 miles per hour. There is your wind advisory. That goes into effect at 10 a. M. The strongest winds will come through the second half of the day friday. In the seven day forecast we still need to keep a small chance of a few lingering showers on sunday. But by monday look at the sunshine and were back into the mid60s.
