When separation of children and parents started as a systematic policy, you just see shock. You see pain. You see terror. You see desperation. She, leni, litzy and litzys father fled el salvador, taking to the unforgiving road, joining other migrants, eight days and nights, by car and by bus, for the journey of a lifetime. You knew it was going to be a dangerous journey. Si. Reporter like many others, to guide and protect them, they hired human smugglers, known as coyotes. S government started limiting how many people can apply for asylum at the official ports of entry. Now many say their only choice is to cross the river or the barren terrain. Reporter that night, susana says she and her son were taken to cross with a group of 15. The coyotes told litzy and her dad to wait and cross a few days later. He advocates for families who come to the border running for their lives. Most of them are asylum seekers. They are fleeing threats, whether its by the gangs or by their own governments. Reporter the right to seek asylum has been recognized by international and u. S. Law for more than 60 years. Its a human right to seek asylum in another country when youre facing danger in your own country. You ask a different country to legally protect you from harm. Reporter around the same time, in the spring of 2018, that susana and her family were leaving el salvador to seek asylum here, adelindo and his 7yearold daughter, angie, left honduras. translated the only choice was to migrate here to save her life and my own. Reporter and jose and his nineyearold son, ervin, left guatemala. translated at first, the threats were to me. After that, they were toward my son, ervin. All joining the hopeful, exhausted human tide. Trying to reach safety, to get to the promised land, to get to a place where they knew that, no matter what, their child was going to be safe. Reporter just as susana and leni did, once these fathers and their children reached the promised land, they turned themselves in to u. S. Border patrol near mcallen, texas, translated they took us to a place called la hielera. Reporter la hielera mmhhm so la hielera literally means ice box. And those are the Border Patrol processing stations. Theyre cells that are kept at painfully cold temperatures for some reason. Reporter that night, susana and leni were transferred here. This place behind me is called the central processing center. Its just a large, open warehouse that has divisions that look like cages. The average person driving by, you would never know anything was going on. Reporter jodi goodwin is a Texas Attorney specializing in asylum. Shes one of the few people outside the government who has been inside to talk to the children held here. If someone was living in these kind of conditions anywhere else in the United States, most definitely, Child Protective Services would be involved. translated to sleep there, in that cold, the children really suffered. My son had a fever. I noticed the other children were also sick. Susana was desperate for news about litzy, who was supposed to have crossed the border with her father by now. Thats when another immigrant mother told susana she had recently seen litzy. translated she told me that my daughter was crying and that they had taken my daughter by force. I thought someone ripped something out of me. Reporter susana says she found out that her daughter, litzy, had been in detention with her dad. He had been charged with a second illegal entry and was separated from litzy. Susana says authorities told him they would send the sevenyearold to her aunt in virginia. But when susana was finally able to call her family in virginia, they had no idea where litzy was. translated my daughter was alone. They took her to another place, and they didnt know where. Reporter susana, adelindo, and jose had arrived in the u. S with their families at the worst possible time. If you cross the border unlawfully, then we will prosecute you. Reporter that was a huge change for individuals seeking asylum and fearful of returning to their countries. With prior administrations, it was up to the prosecutors whether they wanted to charge someone, and most people were not charged. Reporter not anymore. The parents were taken to court to be prosecuted for this petty offense, this misdemeanor. And then, when that was completed, they would come back to the Border Patrol station, and their child was gone. Reporter now, every day, children like ervin, angie, and litzy were given by immigration officials to the office of refugee resettlement, also known as o. R. R. Then the children were transported to more than 100 shelters all over the country. And in many cases, there was not even a documentation that the separation happened. Reporter parents were often told nothing about where their children might be. That was left to Efren Olivares and his colleagues. They started coming every day to this texas courthouse, talking to parents who were being separated from their children, trying to find a way to contact relatives in the u. S. You know, it hit us early on that we were the only ones doing this. Reporter for olivares, the hardest part was trying to give answers to parents who had just lost their children. And at that point was when they would all break down crying, when they realized what had happened. translated in that moment, i wished to die. I would only think about my daughter. translated in my life, its the worst thing thats ever happened. Reporter still in detention with her son, susana had no idea where her daughter, litzy, was. translated i wanted to go find her. I wanted to know where she was. Reporter no one heard those cries of pain from the detention cells. But the cries of public outrage were growing louder by the day. Dont you have kids, mr. President . Whats happening at the border is the border is being overrun by those who have no right to cross it. Are you intending for parents to be separated from their children . It also gave her an understanding of the challenges faced by Government Agencies that were barely communicating. But like other facilities, cayuga was given Little Information about children separated from their parents. Susana was told the process she had to go through to get litzy out. She said, you love me, and youll never forget me, right . And i said, i will never forget you.
