City Officials Say the firing related to the Police Misconduct scandal that started in 2000 and put the department under federal monitoring. A recent meeting revealed the Police Department has slid back in progress with reforms. Kirkpatrick was the first police chief in oakland. She was selected and appointed by mayor libby schaaf in 2017 and was tasked with restoring confidence in the department that was rocked by a sex scandal involving officers and an underaged girl. Meanwhile oaklands Police Department has been under federal monitoring for 17 years. The department has struggled to comply with the negotiated settlement stemming from the Police Misconduct case in 2003. More than 100 oakland residents sued the city saying a band of rogue officers planted drugs and beat people up. Attorneys for victims as well as a Court Appointed monitor say police have been backsliding on some of the required reforms, including stronger disciplinary action for use of excessive force. Now kirkpatrick was hired in 2017 after a sexual abuse scandal. An uproar over how Oakland Police handled that case prompted the ouster in 2016 of the previous chief. Oakland has one of the strongest models of civilian oversight in the country. The Police Commission was created in 2016 after a Ballot Initiative aiming to rebuild trust between officers and 7 volunteer commissioners have the rare authority to discipline officers and fire the chief. Tonight the Oakland Police Officers Association reacted to the firing in a statement saying quote, Oakland Police officers are disappointed in the actions of the Police Commission and the mayor. These events dont bode well for Public Safety in oakland. Deputy chief Darren Allison has been named the interim chief of the department. Heres maria medina with more on tonights decision. Reporter after the Police Commissions unanimous vote late tonight, the commissioner chair as well as mayor libby schaaf spoke out during a news conference. The chair says the discussion on firing the police chief began about a week ago, saying it is time for a new leader. The oakland Police Commission voted unanimously to join mayor libby schaaf in terminating the chief of police. Reporter after a closed door meeting, the oakland Police Commission announced their decision to fire Oakland Police chief ann kirkpatrick. The firing is without cause, but tonight they said theyd lost confidence in her over time. There are a lot of improvements, but the disparities continue to exist, and there are a series of other issues that have just contributed to losing the confidence. Reporter sources with the city tell kpix, some of the issues with kirkpatrick stemmed from failing to uphold reforms as the department runs under federal oversight launched after a lawsuit over Police Misconduct in 2000. There were also signs of tension between the chief and those that oversee her. Last year the federal monitor criticized the chiefs decisions involving officers that shot and killed a homeless man. In oakland you have to the trust of every stakeholder, and if this commission does not continue to have confidence in this chief, i believe its my duty to heed their request. Reporter the mayor agreed with the decision tonight after she said shed spoken with the federal monitor about the termination, and he didnt object. Still she says she has no regrets on hiring kirkpatrick in the first place. She stood up and came to oakland 3 years ago in the wake of a very shameful episode for our department, but i must respect the authority and role of our independent Police Commission. Reporter a cancer causing chemical found in ground water forces an Oakland School to abruptly cancel classes, and parents are demanding answers. This is an insult to everybody in this community. Reporter parents angry over the lack of information and the short notice that school would be abruptly canceled the rest of the week and possibly into next week. This after a cancer causing chemical known as tce was found in the ground water. The district says they received results last friday. We know that there is tce in the ground water. It is not in the drinking water, and we dont know if its not air. Thats why were testing. Reporter the presence of tce was first discovered when the school was removing an underground Petroleum Tank outside the gymnasium last fall. I made the decision out of an overabundance of caution given we dont know the results of the testing at this time. But any potential hazard meant that i did not feel safe having our students and staff still at the facility. Reporter testing is expected to be done over the weekend. Results could be ready next week. Vapors from polluted soil and ground water could move into buildings and contaminate the indoor air. The fact that the concentrations, um, were found just above the level that requires us to go into indoor air testing does not mean theres a Vapor Intrusion risk.
