He says hes not going to enforce it as if the state of california is undermarshal law. But the message is clear. Further prevent the spread of the coronavirus. Its another step forward as they combat covid19. All bars, wineries, brew pups and night clubs in california are now being asked to shut down immediately. We believe that this is a nonessential function in our state. And we believe that its appropriate under the circumstances to move in that direction. Reporter mean while, restaurants, cafes and eateries can stay open for now, although theres been some pressure to close them as well. We dont believe ultimately that is necessary at this moment. Consideration nonetheless is to socially distance patrons within these establishments. Reporter the governor is directing restaurants to reduce current occupancy by half and requiring social distancing within eating establishments. We recognize that social isolation for millions of californians is anxiety inducing. But we recognize what all of the science bears out. Reporter to protect the most vulnerable, 5. 3 million californians 65 and over, the governor is asking for home isolation for seniors. We need to meet this moment head on and lean in. Not isolated ourselves to this moment, but lean in and own this moment and take actions we think are commensurate with the need to protect the most vulnerable californians. Reporter more than 8300 tests have been conducted in the state. 5500 per day and announced a new online portal which will launch in 24 hours. As for schools, an estimated 85 of students in the state will not be in class starting tomorrow. Not all the districts have planned for the needs of the kids next week. Im deeply concerned about their health and safety. And im deeply concerned about their parents inability to go to work. Reporter so the governor says hes not going to order all schools to close down state wide. He says each county is different. Some of these smaller cities are not facing the same challenges as the bigger ones. We also got an update from the governor today about the grand princess cruise ship which has been docked at the port of oakland since monday. That ship will leave the port tonight at 7 00. About 330 crew members are still aboard that ship. Theyve added some medical personnel in case anything happens. Going back to the governors policy to close some of the bars. We know the policy does not apply to restaurants for now. How about bars that serve food . Reporter so to be clear, the governor says that the bars that do serve food, they will be allowed to remain open. But they have to reduce capacity by about 50 . Wow. All righty, thank you. Taking a live look at washington, d. C. Now. Within the past hour, weve learned a federal official says the first dose for the vaccine of covid19 will be delivered tomorrow. This comes as coronavirus continues to spread rapidly in the u. S. With 3200 confirmed cases and 62 deaths. As Nicole Killian reports, Health Experts are warning those numbers will go up, but are calling on americans to keep distance from each other to make sure the numbers dont spike. Reporter travelers waited for hours in several of the biggest airports in order to complete medical screening. The screening is taking place in 13 amounts for passengers arriving from europe. Dr. Anthony with the National Institutes of allergies and Infectious Diseases says hes not recommending a Domestic Travel ban, at least not yet. You wouldnt get on a plane. Right now, there are a number of reasons i wouldnt get on a plane. Because of my age, i would very seriously think about not doing travel like that. Reporter sunday, the city of hoboken, new jersey, started restricting restaurants to delivery and takeout only. Nicole killian, cbs news the white house. Were getting new numbers on numbers of cases in the bay area. Santa clara county, 1014 of them. 37 cases have been recorded in San Francisco. San mateo has 32. And contra costa has 29. Two healthcare workers at ucsf have tested positive. Right now they are self isolated while officials work to alert coworkers and patient who is might have been exposed. The exposure might have happened outside of its facility, but they dont have a definitive source. The patient is an employee of the rhonert park health center. They say they believe the infected person contracted the virus from an unknown local source outside of the facility. The employee has been asked to self quarantine and we have identified all the Staff Members and patients that may have come in contact with this individual. The case was detected through the county department of Health Services enhanced surveillance testing launched thursday. Meantime, in san mateo county, officials are trying to limit the number of people gathered. So as offed it, any events public or private with more than 250 people will be prohibited. A hot line now to set up set up for people who feel anxious or depressed about that coronavirus. Its called the warm line and its available 247 for anybody in california. They have seen a 15 increase in calls and 85 are repeat callers. Self isolation, loneliness is part of this whole self quarantine thing where you just dont know what to do. Rain totals from the spotty showers today and theres more moving in. That sunshine is not the case now for the southern half of the bay area. What i want to do is show you another camera. This one look out to the west. So the right side of your screen is what the sky looks like for the north bay. The left side of your screen, thats what it looks like for the south bay. Let me do better than this and look inside the clouds. Im going to show you high def doppler here. I want to show you how much rain is still focusing on the south bay. Yellows and oranges tell you this is good rain. When you see an organized line like that, which is what weve been seeing for the last 24 hours now, not in this exact spot, focused here in the south bay. That is steady rain coming in over the peninsula. You see heavy rain here as we cross the bridge. We get over to the other side and heres good rain here going all the way up over the hills for castro valley. The thing about this is its going to stay like this as we get into the overnight hours. As you watch the future cast, look what happens tonight. Where do we see the focused rain . That gets us ahead to 2 00 in the morning. Investigators are looking into a pair of fires that broke occupy in commercial buildings. Onrnedned waoakland. Video from citizen app shows a huge plume of smoke rising from the site just after 8 00 this morning. Then an Early Morning fire at a vacant former restaurant in campbell is under investigation. Flames broke out at what had been the elephant restaurant on hamilton. They do say nobody was hurt in the fire. Same building was damaged back in october when firefighters said that squatters began that fire. A man is behind bars after Hercules Police say he plowed through a neighborhood and broke into a home. Officers got several calls saying someone was prowling around homes. Police eventually found and arrested a 23 year old man. They say he was hiding in the bushes. He admitted to police he did break into her home. Hercules police say it appears he was intending on committing a sexual assault. Still ahead, a massive explosion at nigerias capital sends dozens running for cover. And no surprise here, social distancing severely impacting movie theaters nationwide. How bad the audience drop was this weekend. f0 at least 15 people are dead after an explosion amcould be s miles. Happened at a Gas Processing facility. The blast also destroyed about 50 nearby businesses. Nigerian Officials Say a truck hit several gas cylinders causing the explosion. Look at san jose with a 10th of an inch of rain. Those were the areas that were really under the gun in terms of direction this rain has been getting funneled into the south bay over the past 24 hours. Not to say santa rosa didnt get rain, it did. And we got rain in the city. Has this made a huge dent in bringing us up from our deficit . Its helped but we are still way behind. These are updated numbers as of right now and were still only at about half of what we should have gotten for the season for San Francisco, half for santa rosa. Were going to take high def doppler. Theres our organized band, still coming into the south bay. We just watched this as well. Its going to stay this way over the next few hours overnight. We have a steady focus of rain coming into the south bay. Overnight that breaks and we get into the next phase, which is tomorrow, scattered showers for everybody. There will probably be left over showers for the monday morning commute to work. It will not be as widespread and steady as it has been for most of the day in the south bay. But you should still plan on spotty on again, off again showers for the drive into work tomorrow. Look at the rainfall totals for monday and tuesday. Then we get a break. After tuesday, in the 7day forecast, theres no rain there. Wednesday and thursday, just a few clouds on it. The next system gets here in time for next weekend. So saturday and sunday, were going to watch that. It doesnt look very impressive at this point, but we have a chance for another storm next weekend. We got sports settling in on a sunday at 5 00.
