Normally when i have weekends i dont go anywhere, im very excited. This weekend, knowing i had to stay home, i dont know if it was psychological, but all of a sudden, i was so bored, so hungry. I wanted people to talk to. Hungry is key. Jim gaffigan is on to something. Theres going to be a coronavirus 15 because people are sitting at home eating. If its only 15, were doing okay. Something about knowing you have to stay home but its important to do. We, of course, begin with the coronavirus and President Trump who has now approved major disaster declarations for new york, california and Washington State to respond to the coronavirus pandemic. Here is where we stand as of this morning. More than 35,000 people in the United States reported to be infected by the coronavirus outbreak. More than 470 people have died. Eight states have now ordered people to stay home to help slow the spread. This applies to more than 100 Million People or nearly 1 in 3 americans. On capitol hill, senators are back to negotiating this morning after they failed to agree on a nearly 2 trillion relief bill. All this as one senator has tested positive for the coronavirus. Nancy cordes is on capitol hill. Nancy, are we actually getting any closer to a deal . Leaders tell us they are close and that they hope they can wrap up their talks this morning after negotiating past midnight here at the capitol. Republicans say they have already made big concessions. Theyve already agreed to what some are calling Unemployment Insurance on steroids where the government would pay laidoff workers their previous salary for up to four months. But democrats were upset about what they called a new slush fund in this bill. 500 billion to help major companies. That money would be sent out at the discretion of treasury secretary mnuchin with limited oversight. There is agreement on a 350 billion package of grants and loans for small businesses. That could help keep them afloat for up to eight weeks. As well as those Cash Payments of 1200 to workers who make up to 75,000 a year. That will help a lot, too. Republican leader Mitch Mcconnell is still eager to hold a final vote on all of this today. All senators wanting to send that reassuring message to the markets, to workers. Absolutely. Nancy, senator rand paul was the first senator to test positive for the coronavirus. Do we know how he got it and who he might have given it to . Its hard to know for sure but we know he attended an event in early march in his home state of kentucky where two attendees later tested positive for coronavirus. Now senator paul says he didnt interact with those guests so he didnt selfquarantine at the time. In fact, while waiting for his test results he had lunch with his fellow republicans. He interacted with reporters here on the hill. He even worked out yesterday in the senate gym and swam in the senate pool. Some of his colleagues didnt take too kindly to that. In fact, senator Lindsey Graham of South Carolina told uim not a doctor, but its pretty obvious to me that until i got my test back, i should stay away from people. Now there are a couple of senators who are newly in selfquarantine because they came into such close contact with senator paul. And all of that is making it very complicated as senators prepare to vote on this massive 2 trillion package today. Hopefully theres a lot of chlorine in that pool, nancy. An. President trumps decision to approve disaster declarations for new york, california and Washington State could mean thousands of extra hospital beds, but hes been reluctant so far to take other steps. And hes still sending mixed signals about the severity of the crisis. Paula reid is at the white house for us. Good morning. So whats the president s position now . Good morning, tony. In a tweet last night, the president suggested that the current restrictions could be revisited as early as next week at the end of that 15day period established by the administration. The president has really been focused on trying to give people hope, even when that flies in the face of the best guidance from his medical experts. And last night he tweeted we cannot allow the cure to be worse than the problem itself. Im a wartime president. This is a war. Reporter as state governors announced he has activated the National Guard in states hit hardest by the outbreak. Today im announcing action to help new york, california and washington ensure that the National Guard can effectively respond to this crisis. Reporter governors will have leeway to use the National Guard as they see fit and could include assistance for medical facilities, Health Care Professionals and even law enforcement. But the president continued to send conflicting messages on using the defense production act which empowers the federal government to mobilize the private sector to increase the production of goods. State leaders like Governor Andrew Cuomo have asked president to employ the act. I think the president should order factories to manufacture masks, gowns, ventilators, the essential medical equipment thats going to make the difference between life and death. Reporter while the president signed it just last week well be invoking the defense production act. Reporter he says he doesnt actually want to use it. The concept of nationalizing our businesses is not a good concept. Reporter the Administration Says that companies have stepped up voluntarily but some governors in especially hardhit states like illinois are calling for a uniform approach. This should have been a coordinated effort by the federal government. Reporter the president insists this is not a one size fits all situation. Every state is different. I mean, idaho, west virginia, iowa, nebraska are much different than new york than california. Reporter the president could not say when the u. S. Will be back open for business but today Vice President mike pence said the white house will be issuing new guidance that could allow some workers who have been exposed to the virus to return to work more quickly by Wearing Masks for a period of time. California beaches were crowded over the weekend. New yorks Prospect Park was also busy, even though the state has more cases than anywhere else in the country. As of this morning, they are closing in on 900. Well take you to louisiana for that. But as gayle said, were going to begin in new york where the governor has said all nonessential gatherings, no matter how many people are involved in it, no one can gather together. The always bustling new york city is practically a ghost town. Most businesses have closed and the streets nearly empty. And there are similar scenes around the country with deserted tourist destinations in atlanta, georgia, all the way to californias hollywood walk of fame. Still, the governor of new york says hes personally seen parks, crowded with people, despite an order that he gave to stay at home. Its insensitive. Its arrogant. Its selfdestructive. Its disrespectful to other people. And it has to stop and it has to stop now. Reporter over the weekend in california, some people were still hiking and sun bathing. Even though theres an order there to stay at home, too. California along with new york and Washington State are starting to get federal disaster funds for mascar and other emergency programs. Some hospitals have set up tents in the parking lot to start triaging people before they even walk in the door. Covid19 is affecting people of all ages. Take 44yearold david lat. Hes a marathon runner and lawyer who founded the widely read blog called above the law. Hes now on a ventilator. At first doctors thought he might have the flu. It turned out to be coronavirus. His husband last spoke to him three days ago as david was in the icu. He didnt sound great. You know, he couldnt really talk for more than two seconds. So i just said, hi. He said he wasnt doing great. Said i love you. Hes in isolation . He is. Health professionals in some states continue to be worried about how the request to get more medical supplies and federal dollars are getting prioritized. Take louisiana for example. More than a Million People visited new orleans last month for mardi gras. Now louisianas governor says according to a study from the university of louisiana at lafayette, that state has the fastest growth rate of confirmed cases anywhere in the world. I want the nation to know how important it is and louisiana needs help. Reporter dr. Rebecca gee says louisiana is expected to become the epicenter of this pandemic when you look at cases per capita. Before i toss back, anthony, private companies are volunteering to help produce supplies and equipment. President trump said yesterday that haines and 3m are offering to make masks. Tesla and afford have offered to make ventilators. Were committed to speak with doctors and nurses on the front lines of the battle of coronavirus. They say getting basic protective equipment remains a big concern and they are fearful about their own safety and the safety of their loved ones. Its the first time weve ever been truly scared to come to work, but despite being scared, we are trained to save lives, and were committed to doing that. We are in a crisis state. We desperately need help. I implore authorities, government agencies, i implore the private sector to help us. Were putting our lives on the line. Look, i got infected, and i was wearing the protective equipment i needed to wear. We know that when we go in those rooms. And to further increase our risk of getting this virus and to further put our families at risk, intentionally, which is what this feels like. There are people that literally are wearing bandannas because they have Nothing Better than that to protect themselves from the respiratory droplets of patients who are infected with covid19. And i think thats a national shame. It feels unimaginable potentially being asked to use bandannas. I can tell you were not at that point yet in new york city. But i will be outraged if it gets to that point. I am embarrassed to say this, but prior to this, my husband and i had never gotten around to writing a will, but this weekend, that became one of our todo list items. Im scared for my loved ones. Im being as candid as i can be. Im no hero. But im not scared about myself. Im willing to bargain my own safety but am i willing to bargain the safety of my own child and my motherinlaw . That may be a bridge too far. Dr. Tara narula joins us. We heard one of the medical professionals say its the ffrts time theyve ever been desired go to work. What are they most concerned about . Well, anthony, last week when i talked to an e. R. Physician, she told me the thing that scares her most is leaving her kids without a mother. And that conversation about wills and code statstatus, that happening around the country with those Health Care Workers on the front line. Its not a question of if i get infected but when i get infected. You have to end, as medical professionals we define ourselves with words like strong and calm, in the eye of the storm. So for medical professionals to be saying they feel panicked and afraid is really unprecedented. And they feel afraid for their own health, for their familys health, for the fact that theyre going to have to be making terrible triage decisions about who lives and who dies and if youve never seen somebody gasping for air, it is a terrible thing to witness. And knowing that all you can do is stand there and watch them because you dont have a ventilator to intubate them, its terrifying. What steps can the hospital dorkss can the government do to make sure they have exactly what they need . What can be done now . We need everybody to step in and you heard david saying private companies are really moving on this. We need every single american who is listening to this and listening to the plea of the Health Care Workers to figure out what they can do to help in order to the government and the hospitals. We have Health Care Professionals getting emails. I got one this week saying that were going to be asked to reuse our masks for a day, for a week, until they get contaminated. You heard the discussion about bandannas and scarves. Thats rea horrifying. People are sharing on youtube videos about how to ventilate more than one patient with one ventilator.
