Reporter well, there was quite a ill little bit of back and forth between the county and some of the private providers today with the county saying that private hospitals need to do more to help the county reach its goals in terms of testing people for the coronavirus. But the hospitals are saying that the county is not doing enough Contact Tracing at this point to make those tests really valuable. Santa clara county has been opening popup testing sites like this in response to the covid19 pandemic. The county has set a goal of reaching 4,000 tests per day, but the actual number of tests conducted is far lower, about 2,300 per day. Rand we just cant do that alone and we feel it was necessary at this point to order to issue this order so that we, again , can do all we can to protect the people of this community. Reporter today the Health Department issued a new order requiring all Large Health Care systems in the county to offer testing to patients in their systems who are at risk for exposure or who work in front line especially jobs. Im not saying that these systems are not doing any testing, but theyre you not doing them to the level take we need in this county. Testing a good thing around testing in and of itself is not the panacea to everything. Reporter Good Samaritan hospital along with Regional Medical center, together, h. Ca is doing about 100 tests per day in the county, but they say increasing that number wont have an impact unless the county steps up Contact Tracing. There needs to be a partnership between both the hospitals, the public entities that are doing the different testing sites, in addition to the county as well. There is responsibility on everybodys part when it comes to making sure that were meeting our goals. Reporter after that conversation i did check back with the county and the county says that it is doing about 1 0 it has 170 contact tracers, and they say that is enough for the number of tests that are coming in right now. So it is sort of a chicken and egg thing. The county is saying not enough tests coming in and the private providers are saying that theres not enough Contact Tracing so which one comes before the other . And that is what the Health Care Systems and the county are trying to sort out. We are facing a Global Pandemic that disproportionately threatens the lives to those without access to safe and clean shelter, using state resources now would be a catastrophic outcome for oakland and the most vulnerable residents throughout the great state of california. We appreciate that the legislative leaders and the governor have been pushing for many years with us to tackle homelessness. The state is working to provide 350 million towards helping cities fight homelessness, and the state is calling on the federal government to provide an extra 600 million from its care fund. A new state bill would bar landlords from evicting fen innocents for not paying their rent during the pandemic. The governor and local governments have adopted policies to halt evictions for now, but those moratoriums may be lifted soon. A mass of evictions is not going to be a solution. It is going to drive up vacancy rates. It is going to put people on the streets. The goff signed an exec five order allowing cities to freeze evictions to those who lost income because of the coronavirus, but that is set to expire at the end of july. The court system will decide in week whether to resume eviction cases in august.
