More than three months since the first wave struck mostly cities in the north and east and then declined, big increases are now being reported across the sunbelt. The soaring infection rate comes as another singleday record was shattered friday with nearly 45,000 new covid cases throughout the country. The spike has the governors in florida and texas reversing course and tightening restrictions when coronavirus numbers jumped after reopening. The European Union reportedly is prepared to ban travelers from the United States on wednesday when its expected to lift travel restrictions. The u. S. Is closing in on having 2. 5 million coronavirus cases resulting in more than 125,000 deaths. Michael george begins our conk in new york in what was once the epicenter of the outbreak. Good morning. Reporter dana, good morning. California, texas, and florida are in crisis. The number of u. S. Coronavirus cases is surging to record highs, and many states are actually reversing their reopenings. At the same time, the white house is trying to paint a picture that the virus is under control. In his opening remarks at fridays Coronavirus Task force meeting, Vice President mike pence looked to assure the nation that this time is different. We have made truly remarkable progress in moving our nation forward. Reporter touting a recent jobs report, the Vice President said all 50 states are opening up safely and responsibly, and that the country had flattened the curve from the initial covid19 outbreak in march. The reality is were in a much better place. Stay home. Reporter Harris County, texas, judge lina hidalgo had a more urgent message. With hospitals in the Texas Medical Center now reporting intensive care units 100 full, Harris County is reimposing stayathome orders. Our situation is far worse today than when we issued the first stayathome order in Harris County and when the state issued their first stayathome order. This is unacceptable. Reporter texas reported more than 5,100 Covid Patients are currently hospitalized. Another record high for the 15th consecutive day. On friday, Texas Governor greg abbot ordered bars across the state to close again. Theyre an environment he says stockton the virus. Stokes the virus. If i could redo anything, it would have been to slow down the opening of bars. Now seeing in the aftermath of how quickly the Coronavirus Spread in the bar setting. Reporter Governor Ron Desantis announced a similar order in florida. People want to be social. Reporter his state reported nearly 9,000 new coronavirus cases. Ings that a 62 thats a 62 increase from the previous record set earlier in week. In response, Miamidade County will close its beaches next friday ahead of the 4th of july weekend. 31 states have reported a jump in cases compared to two weeks ago. Delaware, maine, and new mexico are among the latest to scale back reopening. As the virus continues to spread throughout the sunbelt, the White House Task force is imploring everyone to play their parts. We can be either part of the solution or part of the problem. Reporter and late friday a federal judge ordered that i. C. E. Release 124 Migrant Children being held in custody over concerns they could catch coronavirus. Thousands of i. C. E. Mr. Trump kept his remarks brief on friday, allowing Vice President mike pence to take the lead in the administrations response. The president is scrapping a planned trip to new jersey this weekend after signing off on a new executive order to protect u. S. Monuments. Nikole killion is at the white house this morning. Reporter the white house says it has nothing to do with new jerseys new quarantine restrictions, while the president tweeted he wanted to stay here to, quote, make sure law and order is enforced. We would like to see the statue removed and put in a museum. Reporter protesters in the Nations Capital friday demanded the removal of the emancipation memorial depicting president Abraham Lincoln standing over a freed slave. [ chants ] after crowds tried to take down a statue of president Andrew Jackson near the white house this week, President Trump issued an executive order. It declares anyone who vandalizes or destroys a monument, memorial, or statue should be prosecuted to the fullest extent of the law, using existing penalities of up to ten years in prison. And it warns state and local agencies that fail to protect monuments could lose federal support. Dozens have been quarantined since the event. The Vice President defended the president s actions. Freedom of speech and the right to peacefully assemble is enshrined in the constitution of the United States. And even in a health care crisis, the American People dont forfeit our constitutional rights. Reporter a local reporter who covered the rally now says he has tested positive for covid19. He says he was in the arena for a few hours, wore a mask, and followed social distancing rules. An epidemiologist told him its difficult to determine when he contracted the virus. Jeff . Thank you ovechkin. Medical contributor dr. David agus joins us with more on the coronavirus pandemic. Good morning to you. What is most concerning to you about the recent surge of cases in some of these states, and do you see more states at this point now slowing down their reopenings . Jeff, yeah. Its a scary time. Were seeing rising number in many pockets of the country. Its predominantly younger individuals. The problem is they then come home and spread to their parents, their grandparents, their neighbors, et cetera. Every person who has the virus isnt spreading it to more than one person. When numbers are going up, numbers will keep going up, and at a much more alarming rate over time. Dr. A. , its michelle here, while cases are up in certain areas, the rates of new deaths are down. Whats the correlation there . Hey, michelle. You know, the problem of this rise is the good of this rise is that a Younger Generation. Younger generations classically can get the virus, can be mildly symptomatic, but are not going to be hospitalized in a lower death rate. Thats why were seeing those numbers. Also theres also a delay many times on the death rate. The problem is, again, those younger people can spread to others. Unless we intervene, unless we start to do social distancing, contact tracing, and wearing masks, its not going to change. Dr. Agus, its dana now. You just mentioned that Younger Generation. Give us some sense were seeing the data that has a lot of these new cases being from the Younger Generation. What does that mean . Well, you know, in rule we knew the rules, right, stay at home, we call it that, had and we did great. Inning number two is, well, the rules are different all over the place. Its not clear what is right. And that Younger Generation especially is saying, hey, forget it, im just going out. Im going to the new normal. I cant stay in anymore, so im going out, and im not going to listen to wearing a mask and social distancing. Theyre catching the virus and spreading to others. Its very frustrating from a Public Health side, its frustrating to the citizens who are doing the right thing because the virus is spreading in many pockets of the country at a tremendous rate. You talk about them going out more and the idea of wearing a mask, regardless if you are out more as people are, its something you and i emailed about this week. If youre out and around a group of people or if you are traveling, how long should you wait after that to get tested, to potentially i guess get the best result . Well, i think the period of exposure is exactly what youre asking. So when youre exposed, theres a period where you could get the virus. Anywhere from two to 14 days later. In general, its in that first week, but it depends how much of the virus you were exposed to. People exposed to, we think, a lower level of virus, many times it can take 10 or 12 days before theyre symptomatic and before you can test positive. Its a longer period which is why we had that twoweek stayathome period, the twoweek quarantine in many countries, or many cities, the state of hawaii. Its because of the 2 to 14day window. I saw some of the numbers up there. We talk about the coronavirus tests and the antibody tests. I think we talked about this a lot a couple of weeks ago. Are there any new indications with some of the antibody tests that we may know more from them, or are we still in the same place that weve been . When you get a virus, there are two ways you fight it. One is make antibodies. The second is t cells. When you measure one half of it, it tells you a piece of the story. Most of the tests on the market measure all of your antibodies to coronavirus including prior ones. They dont measure ones to the protein that spikes the virus come getting in, neutralizing antibodies. Antibodies are a piece to the puzzle but do not show immunities, they show prior exposure. Its important because we dont know how long immunity will last. We dont yet have the ability to quantify immunity. My hope is science will catch up, and well be able to do that. Thats going to be critically important as we go forward and especially as we look at opening schools and workplaces open more is to find who is immune before we get the vaccine, and we can make everybody immune to this virus. Former Vice President joe biden says he will do everything in his power to make sure americans wear masks in public if he were elected president. The presumptive nominee is heighting another difference between him and President Trump as bidens poll numbers surge especially in key battleground states. Ed okeefe has the latest. Good afternoon, everyone reporter hes not campaigning much, but it doesnt seem to matter. Joe biden is leading President Trump in several key battleground states. Poll after poll after poll show biden leads in places like georgia and north carolina, even narrowly in ruby red, texas. Biden is pulling ahead as voters continue to disapprove of the president s handling of the pandemic. Amazingly, he still hasnt grasped the most basic fact of this crisis to fix the economy, we have to get control over the virus. And his job isnt to whine about it. His job is to do something about it, to lead. Reporter biden continues to search for his running mate. Cbs news has learned that oneonone interviews with potential vps, all of them women, are set to begin after july 4th. Meanwhile, voters in kentucky and new york are still waiting for the results of democratic primaries held last tuesday. Official results arent expected until next week because a record wave of absentee ballot requests caused by the pandemic are still being counted. When results are announced, its likely a group of younger, minority, and liberal challengers will prevail over wellfunded incumbents and party favorites. Whats up, yall . Any of you 18 . You going to vote today . Reporter in the new york area, three black men, two of whom would be the first openly gay black men in congress, are poised to win primaries in democratic districts. In kentucky, representative Charles Booker is leading moderate amy mcgrath in the race to take on Senate Majority leader Mitch Mcconnell. All four men surged in part due to fresh support sdwrgenerated nationwide calls for Police Reform and racial justice. Ed okeefe joins us from washington, d. C. Ed, want to ask you, its taking several days to determine who is winning some of the primary races. I think the question people are asking is are we going to see this after the general election in november, and if so, what kind of issues arise out of that . We certainly could, jeff, in several states. Its because of the crush of absentee or mailed in ballots. People who dont want to stand in line with the pandemic for all the reasons dr. Agus was discussing a few minutes ago. Theres too much risk. States, most of them, encouraging people, gets your absentee ballot and send it in. The problem is, it takes longer to count the paper ballots. If its a blowout either way for the president or biden it may matter less and will be like dotting is and crossing ts. If were waiting for a handful of states to give results, it could lead to days or weeks of uncertainty. And theres big concern that the president or maybe biden would be raising doubts about those results and cast doubt over the winner of the election. A nightmare scenario, but one we should be thinking about. Just another example of how the pandemic really has upended society. Yes, very interesting information there.
