A big fire breaking out in the east bay overnight. It happened at an apartment complex that was under construction in concord. That fire ripped through all three floors of the building. It was under construction so nobody lived there at this point. So no injuries are reported. But that cause of that fire is still under investigation. Developing this morning, in the east bay, police in mart these are looking for the driver of this white van who sit a 7yearold and then took off. The boy was hit on vine avenue between leslie and more real just before 4 00 p. M. Yesterday. Were told he suffered major injuries but is expected to survive. Now to curran county. Two people are dead and multiple others injured after a shooting. Gunfire broke out last night around 7 30. Police say five people were shot and two women were killed. The shooting appears to be gang related and no word yet on any arrests. Taking a live look at ocean beach in San Francisco where the parking lots were shut down last night. Reporter good morning, so were coming to you live here from one of the many waterfront parking lots in the city of San Francisco if you try to go to the beach this is what you are going to see. It is important to note that the beaches themselves are still open. But Public Health officials are not going to make it easy for you to get here. And so they want you to stay home. San francisco parking lot closures include but are not limited to baker beach, china beach, chrissy field, fort funnesson and lands end and of course marina green. They are meant to limit the potential for large gatherings and to reduce the spread of covid19. San francisco has 71 confirmed cases since wednesday. Now the Health Department recently released new numbers for seven day average and it is up 45 new cases per day over the past week. Once this virus takes off, at a high rate, its very aggressive. And we need to take this pause now and as much as possible, stay at home for the fourth of july. Reporter so the actual beach closures vary from city, county, state and federal. In general, the parking lots and the highway parking are closed. Access to the water is generally still allowed so you can still play on the sand and enjoy the sunshine except for a few cities like halfmoon bay in pacifica. They have closed their beaches as well. Now to san rafael from the city has shut down some streets to boost outdoor dining. This was the scene last night on 4th street for several blocks. The event is called dining under the lights and it comes on the heels of a new warning from bay area Health Officials. Urging people to stay home. Like living room chairs in the middle of the street. How can abated that . So amazing. Just because you can doesnt mean you should or that its safe. San rafaels dining under the lights is a weekly event and is expected to last through the summer as long as restrictions are not tightened again. Happening today, extended temporary street and parking closures starting in downtown danville. The goal is that restaurants can expand their outdoor dining, closures are only during the weekend and will continue through august. Oakland has a Similar Initiative under flex streets. Restaurants and retailers can use sidewalks, parking lanes and traffic lanes but they must request a temporary license from the city. Businesses generally must pay fair market value as well to use city property. Officials say they may pay less though if they serve an area disproportionately impacted by the pandemic. Santa clara county is adapting to the pandemic and now announcing a plan to allow all business in the county to reopen. The one requirement theines follow social distancing and mask wearing and capacity limits. Each business must submit its plans to the county which will be accessible to the public. If the criteria can be met, most businesses will be allowed to reopen. That includes hair and nail salons and gatherings of up to 20 people indoors and 60 outdoors will be allowed. We need to adapt. This virus has adapted to us. And we need to adapt to the virus. Some local salon owners say these are rules they are prepared to follow to reopen. Im going to be wearing mask and you are going to be wearing a mask and we wont have waiting rooms and well check your temperature. The new order in Santa Clara County go effect july 13th. Now the north bay where the citys, town and county of that pa launched a covid19 Compliance Task force to make sure the health and safety of residents, employees and visitors is good. The task force will be monitoring failure to maintain physical separation, people not wearing Face Coverings, and failure to follow local compliance orders. Officials say if the business fails to implement the mandatory measures they could face fines or get temporary restraining orders. This morning, the state Employment Development department is drowning in unemployment claims forcing a lot of people around the bay area to go for weeks without paycheck. Our Unemployment Rate is 16. 3 . 7million claims have been processed so far and 37. 5 billion in benefits have been paid out. That might sound like a lot. But state lawmakers say edd is failing to send out muchneeded money. One woman told kpix 5 she applied for benefits in may after being laid off and shes dry up the savings while caring for her son and mother and now shes afraid of losing her home in sonoma. Thats the measure that voters approved in 1996 to prohibit affirmative action in state hiring and college admissions. A rally gets underway at 11 00 a. M. At cupertino city hall. New this morning, a stretch of grizzly peak in the east bay is going to be closed to allow for emergency access in case theres a fire in the area on july 4th. A 24 hour closure starts at 5 00 tomorrow morning between skyline boulevard and centennial drive. No cars, pedestrians or cyclists will be allowed. A live look from oakland where the Fire Department has set up dropoff barrels for fireworks. They say foodborne illnesses can really spike in warmer temperatures. Partly because bacteria can survive the heat from cooking and even grow from there. The usda says its important to keep food cold until you are ready to cook it and then use a food thermometer to make sure meat is cooked to the right internal temperature. Dont rely on color. Transportation Officials Say up to 40 bus lines that San Francisco cut at the beginning of the pandemic are not coming back unless the city finds a new revenue source. Faced projections of 568 million in revenue losses over ten years the board took a hard look this week at the budget it approved if april. The head said quote by fiscal year, 2023, we will have a problem that we cannot overcome without cutting service. It will just come to that. We have cut everything to the bare bones. The board voted tuesday to pass the amended budget despite misgivings that it would not include a fare increase. As a result of that change the agency had to eliminate free muni for youth. As for saturday, caltrain will be on a sunday schedule. B. A. R. T. Will also operate on a sunday schedule on saturday and muni will stick with its core service. Elsewhere the freeways are looking pretty good. A lot of folks taking the early holiday. No delays out of the east bay over to San Francisco and in fact a very quiet ride coming off the eastshore freeway. If you are headed towards the bay bridge. Lets get a live look at the Golden Gate Bridge. Pretty nice ride this morning. So far we havent had any delays. Its about a 13 minute drive to go between 580 the richmondsan rafael bridge and the Golden Gate Bridge so if you are headed to San Francisco early this morning you are good to go. The san mateo bridge, not seeing any troubles this morning east and westbound checking in problem free. In fact you are at the limit with a 13 minute drive between 880 and 101. And no delays once you get on to 101 and in fact the travel times are all in the green. So good news here out the door early. 35 minutes from hellyer avenue san jose to sfo. Westbound highway 4. All clear and antioch over to hercules 24 minute drive time. And you are still in the green through the Altamont Pass with only a 20 minute ride from 205 as you head towards 680. Thats a look at the roadways. Lets check your forecast and its going to be warm for the fourth. Heres mary. Thats right. Yeah, watching our temperatures climb for july 4th.
