Not enough focus has been placed on essential workers and for us to be able to be successful in stopping the spread of covid19 and establishing covid19, which we will do. It depends on our ability to keep our essential workers safe. Who are the essential workers . This slide is profoundly important. Take a good look and those that may be listening that dont have a benefit of the slide were putting up, its self evidence to many people that we demanded even with stay at home order and certain sectors of our economy deeming them essential grocery stores, food delivery, Truck Driving and logistics and foundational principles and the society and foundational needs we all have in terms of basic health needs and we relied on millions and millions of essential workers. Thats even with the stay at home order. What wasnt identified as i think acutely as needs to be identified, at least made a point of trying to do more to support our essential work force in the past as it relates to providing support in a number of things ill be talking about here today. Farm workers may not have surprised people that 93 of the work force in the Latino Community and construction labors and the cooks and food preparation workers, our critical work force and Truck Drivers and cashiers over half of the cashiers in the state are represented in the latino democratic and thats the community that increasingly and disproportionately is being impacted not only by the spread of the virus but the mortality related to the spread of the virus and not exclusive and not suggesting by any stretch, its exclusive to one segment of our society crosses all segments of society, essential workers but it is disproportionate and so when people ask as they often do and disproportionate latino and more and protect these essential workers we have come to rely on even pulling back some modification for stay at home order and and the backbone of those state of california. Were announcing today with the additional and helping support our employers that have been overwhelmingly providing more additional worker safeguards to protect this work force to focus again always on preventative measures and focus on helping support our employers that have been overwhelmingly, been overwhelmingly supportive in the efforts and work in collaboration with the partnership of our community and educate not only employers large and small and help them educate employees as well. We want to extend some longer lasting workers that we reference add moment ago to some of the previous work weve done to support our essential workers we want to build on some of that previous work. A lot was done with executive orders and a lot were done building on the cares act and what has come from the federal government. A lot of those things as youre very familiar including apartment insurance has expiration dates that put more focus on this time of year and end of july where a lot of things are expiring into august, september or other extended supports also expiring and they need e arto reengage in a more vigorous conversation with the state of california and the federal government with congress and the white house. Talk about the preventative measures. Foundationally the most important thing we can do if someone is sick or feeling sick or been exposed to the virus and certain cohorts with the resources and maybe have the space, household space and may have capacity to go to a home in one instance and expand part of their personal property and is quite literally in the same room and a family in San Francisco the occupancy hotel and they went into the room and there were only beds on the floor. There was no space that wasnt filled with a bed. It was literally People Living in less than 100 square feet stacked up. We want to expand that and talked a lot about projects and point of pride and we want to bet on the room key mod and he will wont extend it to those that may need that support to be isolated and quarantined so were opening up a portfolio and and identifying additional access and expanding opportunities in that space and 6,000 crop workers that come in the state and Seasonal Work force and increasingly now on the california Central Coast but now in california Central Valley and that chart a moment ago in terms of agricultural workers, we have to do more to support some 6 26,000 crop workers that come in the state around them in the state of california. 6 26,000 crop workers in the state and you have a lot of temporary housing in the work force and a lot down in monterey and increasingly on the california Central Coast and the california Central Valley and we have agricultural and Harvest Partnership and providing facilities and access to isolate individual farm workers in monterey and build on that doing an incredible job supporting ago workers and farm workers with the work force and farm workers and theyve been very supportive of that program and were going to expand access to that program and provide more support particularly in the ral valley, not just the central nte coast in the state of california and exist in part of the globe at the scale and scope it does here in the urban setting in a remarkable place we call home here in california. You go to a store and see that abundance. Dont forget the folks that made sure to make that abundance available to you, and we have to make sure that we have an abundant mindset in terms of helping support these worker, and make sure that theyre safe, theyre healthy because of the essential nature of their incredible contribution to the state and our nation. Weve done a lot and significantly increased Digital Radio and Television Ads you may be seeing something of them related to masks and want to increase the campaign to reach more employers, workers, and families and know your rights campaigns and educate individuals about guidelines, about what weve been putting out in terms of sectors and how to keep people healthy and safe. If i reflect back with objectivity and i often do this, one must be ideological about these endeavors and we didnt focus enough on how to not only do it but to educate individuals individuals. We have a responsibility to call that out in the space and thats what well be doing and building on the existing campaign and on a whole new scale. Well be talking about legislators about support and generated and i made this point on many occasions about fillen tropic support and i heard that and federal support in this effort and were now going to step up those efforts in a much more targeted and a much more focused way. Part is educating employers on the guidance we put out and put out guidance as employers and the state may send us a lot of information and were dealing with the crisis of the day and pnl statement and taxes and fees this and that and everything expels stacked seven to ten pagings of new guidance and difficult and we have new hand bobs today that satisfy the guidance and make it easier for our employers to get that information and be able to share that information its truly a Representative Group of business leers unhealthiness with the guidance and they also made a point they agree with and now were socializing with you because we can do more to satisfy that handbook and guidance and offer more around best practices and advancing a much more proactive education effort to help businesses comply and not about being punitive and educating for compliance and includes testing information that we announced a few weeks ago and dr. Gally announced new testing criteria in the state and one of the most critical is the fact that health plans have the responsibility to pick up and testing for employers and we want to make sure that becomes more q and as weve been putting out to build and support the same. We dont want to work as the slide explains to expand the work protections and build on those existing executive orders and heres the difference this time. We have gaps if our paid sick leave. Four examples healthcare workers, front line first responders, those where you have big critical outbreaks, and employers 500 employees or more were not included in the federal supports. Thats a gap in the sick leave space. Now, we close that gap a few weeks ago with our orders and expire and theres been a number of legislators that introduce legislation and i want to go further and some want to offer their own perspective and were very grateful for that leadership. Youve been having wonderful information with the leadership and state assembly and senate. We continue to be one of the more abundantly clear to move quickly now and move through the legislation with the partnership and our paid sick leave and workers comp for at risk workers and we want to open the economy quickly and people feeling sick and people that may be sick. We dont want them going to work and infecting other people and having a big outbreak and were factoring that reprocessing plan and fill in the blank and business has to shut down, bar, restaurant, even if theyre barrings and covid restaurants doing Outdoor Dining and busboys, you want to give them the protection so that you can be protected and customer cans be protected. Thats why the workers comp is so foundational and these are critical and protecting essential workers and so were willing to be aggressively engaged in an effort and building on some legislation that has been introduced and it relates to workers comp and paid sick leave filling in those gaps that were not provided by the federal government. Were also going to be a bit more strategic. We talk a lot about enforcement. For me, its not about being punitive, its about compliance. I said that because i mean that. This is not ready, fire, aim . Its ready and fire. We want to support people coming into compliance and same time, youve got to call out bad actors, people that are dismissed and dont care and for whatever reason, dont agree. I respect peoples differences of opinion. The very specific strategies well be putting out waiving some of the time lines, you know, heres the great well, heres the mystery to me. May not be for others but may not be as familiar with it either and that is it could take six plus months to move an enforcement action. Six months in the midst of a pandemic. How many people can be exposed to this virus and how many live cans be put at risk. Weve got a constraint in the time line and in the spirit of the hand we have an open fist and the Business Leaders out there and we can hear you. Were not trying to target enforcement to jusbe punive and we are trying to deal with the time manner in place we have with distinguishing the virus and go after folks that make some numbers in Certain Industries look bad when they may be the exception and certainly not the rule. Weve got to hold some of those folks to a higher level of expectation and cooperation and to the extent of accountability as well. One way we can prove accountability is focusing on strength in our employer reporting outbreaks and were also working with the legislature on this and theres no requirement to connect to local Health Officer if youve got an outbreak in your employer and quarantine trace and those contacts and potentially support expansion of testing so we think that strengthening the poll report asking very, very important in this environment as well. Those are the Broad Strokes of what we are being done and more to help support our essential workers and were building on what we have done. Speaking of updating, we have a consistent basis and in total on the case numbers as it relates to covid19 and we tested over 137,000 people yesterday, close to 138,000 people yesterday when we conducted those tests, 9,718 individuals tested positive. As i said, many looked daytoday and we tend to look at some of the seven day, 14 day averages and we pair we pai case numbers. Get under the hoop of the case numbers and take a look at them. We tested close to 138,000 people yesterday and youll see the average number of tests over the last seven days north of 124,000 and they continue to work to get testing numbers up and i dont know many states that are testing as many people but as my mom used to say, dont compare yourself to others. Weve got a mark our responsibility as our nations largest state to do more and i recognize our responsibility to do more testing, so does dr. Gally and he announced on multiple occasions our efforts in that space including by the way the encouraging news on testing as it relates to the fda finally moving on pulled testing and well be pushing that very, very aggressively and nowhere working collaboratively with kaiser and Healthcare Systems and incredible partners and with our efforts to date and stanford and ucla and i want to make a personal point and hes been able to coordinate with and provide support with ucla in particular and so youre going to be hearing a lot more about polled testing and its something weve talked about in the past and weve finally got approvals from the feds so s, some are still mending but we want to start moving quests as National Apps and doing most polled testing back east and thats not going to delay our efforts soon and our efforts in the state of california and well talk more about that and i look forward to talking to you and were going to be more creative in this space and we may have a bit of surprise related to a new strategy next week and making public a new partnership for the organization in this space and preview on announcement next week.
