Breaking news right now out of san jose right now. Police are surrounding the Santa Clara County jail after an arrestee barricaded himself with a gun. Kpix 5s kiet do live near that scene with the very latest out there. Kiet . Reporter good morning, so theyve got us pushed back a block away from the scene but its still active out here and heres what we know so far. So you are looking right now northbound on san pedro street and the flashing lights at the end of the street are at heading and thats the exit of the ramp area of the jail. So that interior ramp drops down into the lower portion below the jail. That is where prisoners are transferred into the building. And that is where an arrestee somehow got ahold of a gun. Shots have been fired by the arrestee and officers as well. But the good news is that no one is injured at this time. The suspect is surrounded by dozens of heavily armed Law Enforcement officers tactual teams and negotiators and sources tell us this involves a San Jose Police patrol car and it is unclear how the suspect got that gun. They have all the intersections closed off about a block in all directions right now and this is certainly disrupting jail operations where there are hundreds of inmates inside and well have more for you on that throughout the broadcast but for now active breaking news situation out here in downtown san jose. And were live. Im kiet do, kpix 5. Also developing this morning, were continuing to follow the unfolding situation in lebanon. Dramatic video right there. Captured the moment a massive blast rocked a port in downtown beirut tuesday. A giant Mushroom Cloud rose over the capital city. And this is the aftermath buildings leveled and windows blown out. The blast left at least 100 people dead and thousands more injured. We will continue to follow this story throughout this morning. A Top Health Official says there is some sort of technical problem right now with the states data system. That glitch is causing counties like contra costa to post this disclaimer on its website. Case testing and Positivity Rate data is temporarily incomplete. Weve discovered some discrepancies and were working hard and immediately to reach out to the labs that we work with to get Accurate Information and a manual process. As a result of this, counties will not be moved on or off the watch list until the issue is resolved. Still waiting for some of the results to come back. Students are scheduled to return on monday. But theres still no agreement on a safe reopening plan after another day of negotiations. The Teachers Association has voted to authorize a work action if the two sides cant reach a deal before monday. Teachers in mill valley are also being told to show up in person and its a major Sticking Point in negotiations. [ chanting ]. Teachers united last night outside of the District Office to make their demands heard. Not only do they want a safe return to school, they want to know why the district wants them to return to the classroom even for distance learning. The district says that is just one of many ideas on the table. This was our first Global Pandemic for everybody at this point. So i think everybody is just working it out and figuring out what works for their individual communities. What the needs are and try to meet the needs to help students. I think every teacher is just right now having nightmares about how do you start the year off as a face on the screen . But i think the safety of our kids, our families, our grandparents, the extended families, is even more important. But with the start of school less tan two weeks away teachers need a clear plan now. The district plans to have more information at the next board meeting, that is set for next thursday. And san jose, teachers are angry and confused at why in classrooms while students tune in from home. Its to ensure educators have the technology they need but more than 1600 teachers in the district want the option to teach from home. And happening today, Health Care Workers expected to rally outside of four south bay hospitals. Its part of a nationwide call for congress to extend covid economic benefits that expired last month. They want better ppe gear and a safe workload of patients. So the first rally is going to happen just before 8 00 this morning during shift change at Good Samaritan hospital in san jose. And outside kaiser in santa clara, later in the day, more rallies are expected at Regional Medical center and kaiser in san jose. Right now, San Francisco is approaching 7,000 coronavirus cases. The city is currently at 6,989 and 61 people have died. 91 are 9 rather are in the hospital and Health Officials say they are finding cases about 90 new cases each day. The Health Officer says a ten day isolation is enough because patients are no longer infectious after that. Face mask violators in San Mateo County will get a Second Chance before their first fine. Under a new ordinance passed, violators will be offered a mask first and then theyll be fined only if they refuse it. Santa cruz just ramped up its fines for people not wearing masks. Violations are no longer considered a misdemeanor. The penalty will now be an infraction. First violation is 100 fine. The second is 200. And the third jumps up to 500. Weve asked gently. Weve tried to use social media but now were also going to use fines in order to help people understand that this tool is important. This mask mandate will effectively turn me into a criminal. Because i refuse to comply with an unconstitutional law. The way citations will be issued is similar to receiving a traffic ticket. Those who are cited wont need to appear in court but they will have to pay that penalty through the mail. Dealing with the pandemic and all these restrictions is difficult enough. Road closures on san pedro street between mission and heading street and also heading street also closed right at san pedro heading at guadalupe parkway. Also closures there in and around that area. So use alternate routes if you can. Taking a look at the roadways elsewhere, if you are hopping on 580 this morning, well, headsup you have got a lot of brake lights to contend with. A slow and go ride out of tracy heading into the Altamont Pass commute. Starting right around Mountain House and it extend at least to north flynn and you will see a lot of like brake lights in and around the ware and a high wind advisory was issued by chp. A little gusty especially if you are traveling the a high profile vehicle. Your drive time right now 34 minutes, 205 over to 680. No delays on the eastshore freeway and highway 4 and 101 problem free right now. Thats good news. Theres still some activity on scene there on 84 right at the 680 connector earlier car fire caused the problem but by the looks of it looks like everything is now cleared and moving at the limit. I am seeing a little red there just above our text box and it looks like traffic is starting to get busy already on 84 road. Not quite the case though at the bay bridge. Still Holding Steady with no delays a nice ride out of the east bay heading boo the city. Everything clear off the skyway heading towards the city or near that fremont exit and the Golden Gate Bridge looks good both directions. Thats a look at your morning drive. Its going to be cool again today. Heres darren. Yes it will gianna but i want to pick up on another weather element which is the wind and we noticed this yesterday morning. Windy through the passes, well, this morning, its that way only more so. Take a look at some of the numbers on the screen here. I this the first one that stands out is the 31 for sacramento. Thats pretty strong for this hour of the day and even this time of year. But look at concord. 22mile an hour winds there. So this on shore surge thats cooling us down so dramatically today, were going to be another ten degrees cooler today by the way out over here for inland parts of contra costa county. Thats a strong wind thats bringing that cool air in and were really noticing that wind this morning. Particularly if you are at the coast or near one of those mountain passes. Most other places you may not be experiencing much wind. But some places are. This is one of those mornings where microclimbs like that really come into play in terms of whos experiencing the wind. All right, low 60s although santa rosa at 53. You are actually one of the calmer locations. Thats also why your temperatures dropped a bit because calm wind will allow that. Not much change in the way temperatures feel out there compared to yesterday in terms of how widespread the clouds, theyre widespread. San jose you are waking up to clouds this morning you didnt yesterday. You can follow it all the way up 880 and 280 and 101. The whole east bay and peninsula looking at it. An opening in the clouds here for north bay and santa rosa with you watch the streamlines. Remember the wind we were talking about going up through the delta and pretty fast in concord. Thats taking the low clouds all the way into sacramento. So you know its a strong day for the marine layer when theyre getting inland. And also, light rain at the coa
