Reporter allen, this is one of 35 state prisons where prisoners or people connected to them have been using their identities to bilk the state out of hundreds of millions of dollars. Last month, edd froze more than 350,000 accounts suspecting fraudulent activity. Well, this latest scam could be tied to that. We spoke to victims, and weve been reporting on this for months, legitimate victims whose accounts were either frozen or hacked into, and they still havent gotten their money back. And theyre still waiting for answers. My heart dropped. I was scared. Reporter some fraud victims who got in touch with us were able to get their accounts credited after kpix 5 contacted edd and bank of america to highlight their cases. Others are still waiting. For them, news of this latest fraudulent activity involving prisoners is hard to hear. So you have these guys scamming the system, you know, working their way through. They were able to get it. So its just its frustrating. Reporter michael is the former director of californias Employment Development department. He believes there are three factors contributing to the rampant fraud and the recent use of prisoners identities to game the system. The amount of money going through the system here in california to the emphasis earlier this year on paying quickly. And three, these new forms and more sophisticated forms of identity theft. Reporter prosecutors believe the claims may have been filed by prisoners themselves or by family members or friends. Some may be victims. Because now were really seeing the other side of things. So its frustrating. Really frustrating. Reporter prosecutors believe this fraud is preventable with a system used by other states to cross check inmate data against unemployment claims and are calling for governor governor newsoms help. There are only 73 fraud investigators statewide. Months into the pandemic, edd was faced with millions of unemployment claims. Some of the people who are saying this is outrageous are the same people saying pay people, pay people, dont worry about program integrity, pay people. There is that trade off.
