Men went for a swim at Wildcat Beach when a shark attacked one of them. Two people swam back to shore. They told First Responders there was a large pool of blood in the water. Before the attack, they say they were swimming about 25 to 50 yards from the beach. We went to a high point on the campground area above the beach. We were able to observe a good portion of the ocean from there. We had two people with binoculars overseeing the rescue. Reporter aside from firefighters assisting the search from land, there were two jet skis. A Coast Guard Boat and a helicopter looking for the swimmer. After searching 21 square nautical miles in ideal search conditions, we have been unsuccessful so far. The intent here is to continue to search. Reporter Authorities Say the missing swimmer is a man about 50 years old. They say the three swimmers were camping with a group of about 10 to 15 people above the beach. Im told these two young people were a part of that group, but were not in the water with the victim. The further amount of time it decreases the chance of survivability. These waters are extremely dangerous. Most locals know not to go for a swim. There is either a huge dropoff of sharks, rip currents, very dangerous. Reporter hikers in the area and First Responders are all hoping for a positive outcome. To my knowledge, yeah, this could be the first fatal shark attack. But were hopeful that hell be found. Reporter Authorities Say shark attacks are extremely uncommon in this area. The coast guard says they will continue to search into the overnight hours as long as weather conditions allow them. According to trackingsharks. Com, there is such a thing. Theres been at least 32 shark bite attacks in the u. S. This year so far. Now to Contra Costa County where Police Shooting leaves a man injured in antioch. It happened on west 3rd street just before 8 00 this morning. Antioch Police Say Officers were investigating a suspicious vehicle. When they got up close, they say a man sitting inside had a gun. He tried to run away from the car and thats when officers opened fire. Police say the man has a warrant from the homicide earlier this year. Expected to be okay. Now we asked police at t if the officers knew about the warrant before the shots were fired, but we have not heard back. And also in Contra Costa County, one person died this morning in a fire at home in crockett. This happened around 7 00 on lillian street. Fire crews say heavy smoke and fire were coming from the first floor of the house. They were able to contain the flames within an hour. The fire crews found the victim inside the home and the cause of the fire is under investigation. Today, dozens of California Law enforcement agencies were set to receive money from the state to fight organized retail crime. 267 million being spread across california. Here in the bay area, 13 Law Enforcement agencies are set to receive the money as well as four local d. A. S. Money is suppose to go to things like surveillance equipment, the security staffing, even vehicle theft. Oakland did not receive a grant though because city officials, they missed the deadline to apply. It all comes as a new poll will find People Living in the bay area are rapidly losing faith in their downtowns. It is not just San Francisco. But max darrow says not everybody is all that worried. Reporter anthony and Doris Calderon were the along with many folks visiting from toronto. Honestly, nothing, but good stuff from our end. Reporter a recent survey of folks who live in the bay area, reveal many locals do not have great stuff to say about their downtowns. According to the survey sponsored by the Bay Area News Group and joint venture silicon valley, 80 of voters stayed downtown San Francisco, oakland, san jose, as a major problem. And that is a very high result. When you do public surveys, you dont expect to see the big numbers. You expect to see simple majorities. Reporter Russell Hancock works with joint valley. Including the rise of homelessness in crimes, retail leaving the downtown areas, and the loss of people in downtown areas. We have been dealt very difficult blows by the pandemic, and we need to figure out how to overcome it. Reporter and that is what they hope this survey will help accomplish. Reporter and they both have called San Francisco home for many years and they are both still happy to be here. Though it has changed a lot, like there is still so much beautiful stuff happening here all the time. Reporter they say there are parts of the city. Where you will see People Living in despair and unfortunately, i think that results in a lot of crime. And people feel like thats not being dealt with properly. But at the end of the day like i said, its the city in general, its a beautiful city. I know in europe, they do a much better job giving people shelter, and thats what we need with more Public Programs to help mitigate those problems. Reporter but there is no question that the boom and bust region is in the mist of the bust. However, that means opportunities to grow. Anybody who has been alive long enough knows that these things will cycle. We know you should never get overly exuberant during the downturns. Reporter and they say they are glad that they came for a visit. While they think the negative perception is overhyped, theyre rooting for the region to find that success. And it is a city spectacular as we spoke to the locals and the people. And they noticed the changes in their city. They would like to get it back. Reporter the conundrum with no clear solutions. In the meantime tomorrow, the governor axe experiment to tackle the Mental Health illness in california will begin the first care courts that are set to open in San Francisco. And the program is being rolled out in seven counties statewide. San francisco is the only one in the bay area. One major change, family members, the roommate, anyone who has witnessed an individual experiencing Mental Health issues can request a judges intervention. The judges will be able to order people with untreated psychotic disorders to get help with counties required to provide the aid. People will have access to an array of services that could include residential treatment, medication management, case management, therapy, services. The program will last up to 12 months with the possibility to extend for another year. The court is expected to provide regular oversight, but they cannot require treatment. And now to marin county. Probably not breaking records, but it will feel quite different by the time we get to wednesday and thursday. Just as we start to head towards fleet week actually. The forecast on this weeks warmups coming up next. Within the past hour, the u. S. S. John p. Martha sailed under the San Francisco gates as fleet week begins tomorrow. It is one of many vessels that will be docked along the embarcadero for the annual event. As we get ready for fleet week to kick off, john ramos looks back at the history and connection for late senator Dianne Feinstein. Reporter its not the first time the military had put on a show in San Francisco. But in 1981, fleet week became a regular event. We have Dianne Feinstein to thank for it. Blue angel air shows date back to 1950 when the formation flyers buzz low over the city. The jets were painted black back then because shortly after the show, the unit was disbanded to serve in the korean war. But 30 years later, mayor Dianne Feinstein got an idea that she said at the time was strictly business. The navy is build its fleet. San francisco is a large ship repair center. And we would like to have more business from the navy if that is possible. Reporter that is when the fleet week we know of began. Reporter it was noon when a squadron from the third fleet made their entrance into San Franciscos bay. Reporter channel 5 provided extensive coverage with cameras in the air and on land where they got reaction from delighted spectators who werent shy about offering advice. Oh, its wonderful. My husband used to work in the shipyards. I think it is about time we would get some new ones. Reporter in the following years, they were asked to stop flying solo in the city. 1982 flight leader, dave carroll, explains why. Dianne feinstein was the mayor. Apparently her phone rang off the wall with people complaining, wanting to know why these airplanes are flying around the transamerica building and scaring everybody. But we had huge crowds, and they were appreciative too when we actually flew the show over the bay. Reporter while feinstein may have cracked the whip on low level flying, the events current executive director says it became a labor of love for her. I can tell you that she was active with fleet week. It was her baby. She was an hon ware cochair for all these years. We could ago to her for advice. Sometimes advice and consent. Because she had her hands in it. Reporter from the beginning and to this very day, San Francisco has turned out to enthusiastically welcome the young men and women of the military. And the Navy Spokesman says it is appreciated. And that is why San Francisco has become a legendary port visit where they go home and they talk about how much of a great time they have while they were here and all their friends who were not on that trip, they want to do it next year. Reporter there almost wasnt a next year next year. Passing a lastminute spending bill to keep the government operating for the next few months. Things got dicey for a while. Well, what i would say is we were prepared. We had our contingency plans, but there is nothing that feels better than letting these sailors, marines, coast guard, all the other branches of the service that they are going to be here. I mean that is the heart and soul of fleet week. Reporter no one knows for sure how much the city has benefited from fleet week. But over the years, millions have visited, likely spending hundreds of millions of dollars. So it turns out Dianne Feinstein was right. They did get more business from the navy after all. On friday, well bring you the parade of ships at 11 00 in the morning, and the blue angels live at 3 00. All right, so we would like to see the blue angels. This year. Yes. Last year was not very good. Weve got good odds this year. So the air show is on friday, saturday, sunday, and all three shows are in the sevenday forecast. There is reason to be very hopeful. This year it will go well. But before we get to fleet week, there is a bigger issue weather wise with a big warmup coming. There is today by the way with a little marine layer from the time lapse, looking out over from where the show will be taking place, from the mark hopkins hotel. Theres a little bit of the marine layer there now. And that is not as bad as last year and probably wont be there this weekend. Let me show you why. Daytime highs for today, well below average. Look at the comparison now. And those numbers are showing you how much warmer were going to be by friday. It is really wednesday, thursday, friday, and where the temperatures will jump up. 3 to 4 degrees warmer. We started the warm up a bit to start this week. Now watch what happens. Well color the map and transition from monday into thursday. Now you can see how much higher we will go. It will be 92 san jose, 92 if santa rosa, and in the low 80s in the city. There could be a string of days in the low 80s. And if youre going to do that, october is the time of the year to do it. This is our warmest time of the year for the coastline of california. We are losing that persistent onshore influence of the summer, the whole gray, damper cooler than everybody else on the planet will come to an end now. We finally get to experience the last little gasp of summer. You could get just as warm in San Francisco as you would maybe not as warm as some of the inland valleys, but youll get the warmer days this time of the year as the takeaways. Were saying goodbye to the system that was here yesterday. The one that gave us the isolated thunderstorms and the showers. You can see the spin with the area of low pressure. Thats then. Here is whats coming next and watch what happens. You can see the exaggerated pattern out there. Look at the line of showers. Everything is going up and over a big atmospheric block that you could see the pressure fields on here now. The deeper shades of red, they will show you where the senate of High Pressure will build in. And so this will keep the rain out of here and also warm us up. It is also going to give us the offshore wind too for wednesday, thursday, friday. It doesnt look like the fire weather concern. But it is the kind of setup that will really give you some of your best beach weather of the entire year. Youll see that in the next few days. In terms of the air show on friday, saturday, sunday, fleet week in an entirety will start on thursday and goes until monday of the next week, but the air show will be those three days. We look at the rest of the micro climates on here. Youll be in the low 90s for san jose.
