Crushed. One car is destroyed. We are trying to piece together the sequence of events that led up to this. We have a crew on the way and on the ground. We will be reporting from there in just a minute. Our other top story, concerns tonight about a hillside giving way after a massive water main break in San Francisco. Take a look. Our photographer captured the water shooting about 60 feet into the air. This is going on for quite awhile. It took the crews more than an hour to turn off the water. It all happened on 30th avenue right at the edge of Pine Lake Park and stern grove. Jose martinez has more tonight from nervous neighbors who live on the top of the hillside. Reporter used to seeing this view, but a gusher of water shooting at least 60 feet into the sky. Initially i walk out to my side yard and i heard crack. And then a boom, loud noise. It was around like 9 359 40. My estimate. When you heard the crack and you. And i saw the water start shooting up. A massive water main break steps away from his backdoor in the area of stern grove. City officials tell us the cause of the break appears to be the failure of an 8 inch valve. It feeds water from their Treatment Plant on the peninsula to the sunset reservoir. Video from our chopper shows a river of mud that flowed into a childrens play area. Surrounding some park benches. Back here crews that arrived on the scene at 10 00 a. M. Were finally able to use a shut off valve to end the water. Officials said customers in the surrounding area experienced low or nor water pressure for hours. This is not the first time a major water main break caused problems in this area. In the summer of 2021 a water main rupture flooding stern grove causing extensive damage to the hillside and the area around the festival stage. We had a lot of winter storms and stern grove had a lot of trees come down. It is definitely had its issue of troughs coming down. Trees coming down. A family send they spent a Million Dollars in renovations including a 30 foot retaining wall in the back. Now they are concerned about the hillside. So is andrew. I just dont know how much the soil will get eroded from the water washing down the hill. We may lose the street. The area around the water main break is till blocked off as the officials assess the hillside and the damage to the park below. All right o to oakland, good news after patches of red were spotted in lake merit the first concern was a possible algae bloom. Look there. You see the red. Our chopper found the changing color in some parts of the lake. Water officials are doing some testing. They are not calling it an algae bloom at this point. It killed dozens of fish last year the last couple of years word of another Emergency Landing. We have the latest on what is turning out to be a bad week for United Airlines. Not a good look. United is now 22. Tonight, a plane headed to mexico city that had a mechanical issue and had to make an Emergency Landing at lax. They said it was a problem with the planes high hydraulics. Also today, United Airlines flight went off of the runway after landing at the houston airport. The back of the jet stuck in the dirt. The 160 passengers on board. Starting to record inside of the cabin right after the incident. The nnl sitting down on the ground, buddy. There was a huge pop, the plane tilted. Everybody gasped and then everyone was evacuated and nobody was hurt. It comes after yesterdays tire incident that fell off of a plane. A wheel came flying off of the landing gear during take off. It fell into a parking lot, damaging several cars. No one was hurt. The falling tire raised a lot of questions for both united and boeing. Like todays plane. The plane was diverted to l. A. X. Where it landed safely. They are looking into all three of the incidents. A rough couple of days. That is hard to watch when you keep seeing the tire falling, isnt that one we should be check something. Good news a lot of the planes we saw it in the houston incident as well, is they had hydraulics issues but several other issues that are able to pick up the slack. That is what you saw with the tire as well. And spring break just ahead. A lot of people traveling, okay. Thank you, anne if you think you are paying for electricity. The only thing that i can say here on tv. The California PublicUtility Commission approved another price increase by pg e that will go into effect april 1st. We are talking about 5 a month increase on top of the there 38 increase that went into effect on january 1. The customers of pg e deserve an explanation. Reporter they saw 2 billion in profits last year. I think it is a real decision for people they want to live in pg es jurisdiction. Instead of home buyers checking which School District their neighborhood falls under some are checking which utility district they are living in buyers might target folsom, or, like, they might target the city live roseville that has its own Electric Company instead of surrounding areas that are based on pg e. There are no limits how many times they can increase prices they just have to give the go ahead. I reached out to the pcuc and asked about their approval. They said the decision allows p g e to recover costs spent on wildfire safety work on 20202022 and gas work primarily in 2022 how can a company make 2 billion in profit and still look at ratepayers and say you have to pay us more money for the exact same service that you got the year before . It is not like we are getting a better toaster oven. They dont know when to stop there is no end in sight. Reporter there could be. Frustrated lawmakers are saying enough is enough. Public utilitys commission is unwilling to set these limits we need the legislature to step in and set these limits. Now to californias blizzard that dropped 100 inches of snow in four days, it ended the states snow drought at the tail end of the warmest february ever recorded on earth. We are seeing signs of an early spring. The possible reason behind the weather whiplash. Reporter it was a monster blizzard. We are trying to get out but i think we are stuck here tonight. The storm slammed california with heavy snow, high winds and treacherous whiteout conditions. Reporter the aftermath simply epic. In just four days, 610 feet of snowfall. Concern over californias snow drought . Evaporated. We went from 0 to 100 fast. Reporter however, we have yet to dig ourselves out of the much bugger problem. It may appear hard to understand but this may have links to our warming planet. They believe it may be super charging some of our snowstorms and boosting the risk for a rapid snow melt. Climate change is fabbing the under lying changing the under lining issues. Reporter his research involves hydroclimate extremes and snow dynamics in particular. This blizzard got his attention it was an interesting storm. Reporter a warming planet should mean less snow. This was the lalapalooza of snowstorms. Climate change causing two counteracting forces at the same time. Reporter with this blizzard, cold arctic air made a bline to california. On the way it traveled over the warming pacific ocean, warming due in part to Climate Change. The higher temperatures in the ocean and the air allow the atmosphere to hold more water. So, the Ocean Temperatures are warm right now. So, this cold massive air that moved down picked up heat and moist our as it was moving across the pacific. Reporter creating a warmer, wetter storm that was still below freezing. Jones is now keeping his eye on the snowpack. And with good reason. February was the ninth straight month in a row to be the warmest on record globally because overall conditions are warmer the snow might melt faster than usual. Reporter they are hopeful for new strategies that aim to catch excess water and direct it under ground. Not too late to slow down Climate Change we do have to be aware of the changes that are happening and start to prepare for them. Reporter so we can weather any storm. Just think that was a week ago. If you are planning a ski trip in the sierra expect plenty of company. People are flocking up the hill to enjoy all of the fresh snow from last weekends storm. Enjoy. Some local snow boarders in the truckee area hit the slopes early today hoping to beat the rush. Just today sugar bowl announced it will keep the lifts running until april 28th. I dont know, that is not a shocker times, paul, they try to extend it to july at times. I think they were open until memorial day last year with all of that snow that added up in the winter of 20222023. We are not at that level but erased the snow drought. This weekend we are in for additional rain chances around the bay area, no in the sierra, we will talk about that. The first storm system is not impressive tomorrow. The one that follows that up, sunday, sunday night, that looks like more moisture. Track both, showers muserring into the north bay. As the sun comes up tomorrow morning watch what happens, midday. The showers, they fall apart. They disappear. So, other than the north bay we are talking minimal chances of anything more than a few sprinkles here and there. Be flexible. Just to be on the safe side. Then, during the afternoon you will be fine. Breaks in the cloud cover, allowing sunshine to sneak through. The clouds thicken up, we will be tracking the next round of rainmaking the way into the north bay by midday on sunday. Then, we will see that Holding Together as it marches across the bay area. The heaviest rain will not be heavy enough to lead to a threat. If you add both systems together we are talking about a few 100th of an inch of rain to the high end of the range of possibilities, half an inch or so for the coastal ranges. And into the mountains of northern napa county. Southern half, likely going to be more meager in terms of total rainfall amounts, less than a quarter of an inch. Even around the mountains, that much more than 1 10th of an inch of rain. In the sierra a storm watch in effect. From sunday through tuesday. The system that comes in monday night into tuesday it will be more impressive in terms of snowfall totals, a few slick spots on the roads if you are coming back down from tahoe. Looking at the rain chances over the next sevendays, three different ones, not impressive tomorrow, the next one, sunday, more impressive, monday night, tuesday, one last round of rainfall. Then, we get into a longer stretch of dry and warmer weather as well. Details on that coming up in a second. First, a look outside. Clear skies over head. Skies clear out. Heading through the night. The current temperatures in the 50s, not dropping all that far. Leveling off in the 40s by the morning, close to normal for this time of the year. Layer of clouds over head hoping to hold warmth near ground level. The clouds over head tomorrow, a little bit of sunshine peaking through will not be enough to warm peeking through will not be enough to warm us up. The 64 will be the warm spot across the entire region. Eastbound, everybody else, around 60 degrees at best. Upper 50s, also, upper 50s in San Francisco and the north bay, you will be the coolest inland spots pause the cloud cover will be thicker. The best chance of rain cooling things down in the day and slow down the warm up. Your highs, likely, reaching up into the upper 50s by saturday afternoon. Now, farther downtheline that we will be tracking the warm up. Here is the 10 day temperature outlook for san jose. The first sevendays appear in the sevenday forecast. You can see the warm up kicking in at the end of next week. Talking temperatures in the santa clara valley, upper 70s, flirting with 80 degrees by the end of next week. A big turn around to the big picture weather pattern. You have to wait for that to arrive. It will be a cool, unsettled weekend. Not a wash out. Wettest time frame, tomorrow morning, north bay. Sunday afternoon, sunday evening mostly a break. Monday, monday night, tuesday. We should be out of the way by wednesday. Then, starting to warm up. Temperatures in the middle 70s. I just showed you the san jose temperatures, upper 70s, close to 80 degrees. That is something to look forward to after a bumpy start to 2024 in terms of all of the rain chances. Every weekend.
