Government help is now arriving in puerto rico but will he get to those who need it fast enough . We hear from the islands voice in congress. Art today, gone tomorrow. One exhibit was enjoyed by thousands. Now its gone forever. Laura welcome to world news america. It may have been just a Senate Runoff in one state but what happened in alabama has shaken up politics and especially the Republican Party donald trump swept into office on a populist wave, but it seems he may have been trumped. His candidate was defeated and the victor is no stranger to the spotlight. Meet the conservative firebrand who has given the republican establishment a mighty headache. Roy moore celebrates his victory in the runoff primary election for the Alabama Senate seat. He was outspent by the republican powers that be. The gun toting moore defeated Luther Strange. Despite the snub, moore says he is in the trump camp. Together we can make america great. We can support the president. Reporter having the blessing of donald trump did not help Luther Strange. The losing candidate pointed to the turbulent political climate. The political winds in this country right now are very hard to navigate. Reporter it resulted in a blow to the president. The tweeter in chief. Congratulated the victor. Hours earlier he had made his final push for strange in tweets that have been deleted. Stephen bannon who backed moore hailed his victory is a signal of shifting power. Youre going to see in state after state after state, people that follow the model of judge moore that do not need to raise money from the elite, from the crony capitalists, from the fatcats in washington dc, new york city and silicon valley. Reporter roy moore rode to victory promising to bring America Closer to the constitution. Now the Republican Leadership fear even more insurgent candidates will pony up which will deepen the divide within the gop and present democrats with an opportunity in 2018s midterm elections. Laura for more on what this means, im joined by reid wilson. So, reid, what do you read into events in alabama and what they tell us about the state of the Republican Party . Reid the Republican Party right now really does not like its leaders and washington, d. C. Mitch mcconnell spent millions of dollars on behalf of Luther Strange, the incumbent senator who had been appointed. Voters not only rejected the candidate but also rejected mcconnell himself. This was a referendum on washington, d. C. , and the leadership. Weve gone through nine months of the trump administration. Republicans in congress have no major wins, even though they control all three levers of government. And that has been a real frustration for primary voters. Last night they took it out on an incumbent senator. Laura do you think they are rejecting donald trump . Reid i do not think this race had as much to do with donald trump as Luther Strange wouldve liked. The people who voted for judge moore are donald trump fans. Some of the most conservative voters and lets not forget alabama is one of the places that launched his campaign with a very early rally that packed stadiums thousands of people. The fact is people were voting less on donald trump, more in favor of roy moore who has been a major figure for 20 years. And against Mitch Mcconnell and the Republican Leadership. Laura what does this mean for the Republican Party Going Forward . They have more primaries on the horizon. If they have going to have more insurgent candidates, how big a headache is that . Reid we see loses strange say the political waters it difficult to navigate. He is exactly right. There are at least two incumbent republicans who will face serious primary challenges. One in nevada and one in arizona. Its likely the other five are so running for reelection are going to face challenges. And in tennessee there is an open republican held seat. And that you can imagine is going to be a lightning rod for those kinds of antiestablishment republicans who are looking for a win. Laura lets say they win, what does that mean for the Republican Leadership to get things done which they have not been successful at so far. Reid Mitch Mcconnell has a conference of 52 republicans. That has proven very difficult to get them together on anything from health care to tax reform, and the structure plan, anything infrastructure plan anything , they wanted to do in the first year. He has got a couple of insurgents on the right right now. And a couple of moderates who are making life difficult, making it difficult to put together a package. All these people, whether it is roy moore, or the challenger candidates, make his job more difficult in crafting a package that 52 republicans can a great can actually agree on. Laura now the president is turning to tax reform. Having these insurgents at the wings, does that make tax or reform more difficult . Reid if they thought health care was difficult, there are going to another league in terms of tax reform. Trump talked about draining the swamp. Every swamp creature is going to want to be involved in tax reform. Theres a reason we have not reformed the u. S. Tax code for 30 years. It is really hard to do. Laura thank you so much for joining us. Puerto rico still struggling to cope with the devastation left behind by hurricane maria. A lack of fuel, water and medical supplies are adding to the hardships facing the 3 million residents there. The president of the United States sent a team, leading by a new general form the ar from the army to help and oversee the response of all the situations regarding the hurricane. That will help a lot. The lines of distribution and the offload othe aid we are receiving. One of the main issues as you may have heard is that we are an island without power, without any electricity at all. That means, besides that, less than 40 of the population has running water. One of the biggest issues when you are on an island is that everything has to get in or out by air or by sea. So, there is no way to receive external help without having the ships to include humanitarian aid. So, one of the main problems we got is that people right now are making 57 hours lines just to get 2. 00 of an ice pack or to receive just 10 full of gas. Laura congress one Jennifer Gonzalez on who represents puerto rico. In other news from around the world, the russian president Vladimir Putin says his country has destroyed all of its chemical weapons. The opcw said it verified the destruction describing it as a milestone. Making the announcement, president putin criticize the United States accusing it of failing to meet its obligations. The colombian president has criticized the elm rebel group for blowing up two oil plants. The attacks have caused serious the attacks have caused serious environment of damage and affected People Living there. A half a million muslims have fled to bangladesh since august. The exodus began after a crackdown by the military and that followed attacks by militants. Jonathan head traveled to the state where these attacks took place and speaks to one man who claims to have been involved with militants. Here is his report. Jonathan this is where desperate rahinjas started fighting back. This town. Now a smoking ruin, its Muslim Population gone. For years they have endured discrimination, and confinement to squalid camps. Unlike other minorities, they did not rebel against the government. Thats now changed. A Burmese Police officer showed me where hundreds of men carrying only machetes and petrol bombs stormed towards the police station. They were easily driven off, he said, and many of them killed. Shortly afterwards, the leader of the Group Published a video. Rahinjas now have no choice but to take up arms. Over in bangladesh, i went to see one of the thousands whod answered his call. We met discreetly in a quiet corner. He described how his commander, his amir, had come four years ago and had started taking the young men to the hills for training for jihad. On the 25th of august, the attack began. And the army immediately struck back. They were shooting and we saw houses being set a light. What followed can only be described as suicidal charges. The people had the amir said you are going to die anyway. You should die for the cause of the market. And be martyred. We picked up bamboo sticks, even old men in teenagers, and started fighting them. Then the army was shooting at us. Jonathan what we found was sympathy for the militants, especially among younger men. It is the first group that tried to fight back against the burmese military. But there are others that are angry with the militants bringing all this trouble onto them. Then there are victims as well. In this community on the coast, there is a mix of old and recently arrived refugees. After fridays prayers i talked to some of them. Had it done them any good, i wondered. I think they acted for our benefit, said this young man. We were not Strong Enough to fight the myanmar government. He complained of the many abuses by the burmese military. At least the militants try to stand up for us, they said. But then this woman accused them of taking a beating other muslims how can they fight without enough guns and ammunition . Bangladesh has accepted these refugees. But its Security Forces are uneasy. In this sea of human need, a radicalized movement has taken root, ready to risk all and its unequal struggle against the burmese military. For International Jihadists there is here, perhaps, a new recruiting ground. Plight of the rahinja there. Have voted in Northern Iraq in favor of independence and baguette. In baghdad. Critics saying the result can lead to conflict and bloodshed. Turkey and iran oppose the vote fearing it could encourage their kurdish population to seek autonomy. So, douglas, is the genie out of the bottle now the kurds have had this referendum on independence . If it is not out of the bottle, it is peaking out. Its hard to see how you get this back inside the populace in Northern Iraq, kurdistan, the kri, is very gung ho about this referendum and the possibilities unleashed by it. It is not clear political leaders could control this even if they wanted to. Laura what is happening is already the Iraqi Government is saying to the kurdish authorities, you need to cancel that result. Presumably, there is no chance of that happening. Its hard for me to see how the kurdish leaders can do that. On the other hand, the popular pressures from the south make it impossible for baghdad to do anything but demand to be canceled. Laura you were there in late august. The u. S. Did not want this referendum to take place but why were the kurds determined to have it anyway . There are couple of reasons. If you want to look at the kurds, they thought this was their high mark. Their high water mark. They had a lot of u. S. Support, their territory has been expanded. Why not do it when youre at the top of your game . If you are more cynical, you are thinking president his mandate has been questioned or illegitimate if you want to use the strong term for the last couple years. The economy is not going very well. What better to take peoples minds off their economic and political problems than to go to a good, oldfashioned referendum. Laura now they are voted for independence but you have a Iraqi Parliament demanding that forces go there and take from Kurdish Forces, the oil fields. Couldnt that provoke a confrontation . It certainly could. The krg is just the three northern provinces. These oil fields do legally belong to baguette and to baghdad. Even though the Kurdish Forces have held them for sometime. Laura how worried are turkey and iran about this . They have been holding joint exercises on the border. This event has pushed the iranians and the turks together. Both are very disturbed at the precendent this might set. It is hard to say what measures they might be willing to take. Laura do you see a peaceful resolution to this . We hope for a peaceful resolution, but now that this is out of the bottle, it is not clear that any events are in anyones person control and this could spin out of hand is very possible, which is why the United States and other powers were not there excited about this in the first place. Laura what are the dynamics within iraq as the kurds are demanding independence . Another part of the reason the United States was so dead set on this referendum not happening is we saw it as a threat to Prime Minister abaddi, about as western front in figure western friendly a figure as we can hope to get out of iraq. Our fear is that the populist response on the part of the iraqis to the kurdish referendum would you were to bring a more iranian friendly figure back into power which would not be an United States interest. Laura thank you so much for that analysis. You are watching bbc world is america. What can snooker teaches about u. S. And russian relations . Thanks to our man in russia, the answer is a whole lot. More than 75,000 people on the island of bali have fled their homes near a volcano as they prepare for it erupt. Volcanologists have been recording hundreds of earth tremors every day. Half a million facemasks have been given out across the island, while convoys of food and water are taken to evacuation camps. Our correspondent is in bali with the latest on this story. Reporter forced to flee to homes, these are some of the 80,000 balinese people waiting for nature to take its course. No one can tell them if or when an eruption will come. The risk is too great for them to remain in their villages. The wait and frustration. Im bored spending days and days here. At home, i can work. I have my cows and chickens to take care of. It hurts my home has been abandoned. Reporter this is one of 400 Evacuation Centers around the island. People make are making use of mattresses and whatever they can find to be comfortable. They could be in for a long wait. No one knows if an eruption comes of it would take hours or days or weeks. The mountain is a sacred site. People face towards it as they pray. Risksreat of an eruption ending lives and livelihoods. Others, all for caps activity has kept them busy. Hundreds of earthquakes have been measured every day. If experts can only say the eruption is imminent. While one part of the island is in Natural Disaster mode, another try to continue as normal. Tourists are still arriving. And without them bali would lose its biggest industry. Laura after litics sport. Often mirrors one play with plenty of experiences Vladimir Putin. Our moscow correspondent Steve Rosenberg swung by a russian snooker hall to explain how the kremlin that have this cute miscued. Steve donald trump was russias big break, or so it thought. When prorussia trump entered the game, the kremlin believed its problems would disappear one by one. Sanctions would go. So would nato troops from russias borders. It was a long shot but perhaps the white house would even recognize crimea as part of russia. But if the russians thought they would have the run of the balls, they misjudged things. On the geopolitical pool table, play has not gone the kremlins weight. Kremlins way. Sanctions and nato troops are still all there. Right now, Vladimir Putin looks well and truly snookered. If russia was playing on trumps team in americas election, that strategy may have backfired with the Russian Investigation in america in full swing and suspicion of russia at a new high, trump is in no position to make concessions to moscow. Since august, Congress Wont even let him ease sanctions without it say so. Hes stuck. Politically, Donald Trumps hands are tied. It does make scoring rather tricky and that has a knock on shutting down of diplomatic buildings. Mind you, after 17 years at the table, in power in russia, the one thing Vladimir Putin has plenty of his experience. Weve seen before that just when you think hes boxed in for good, the kremlin leader somehow finds a way to come out on top. U. S. Russia relations still in the deep freeze. We usually bring the opening of an art exhibition. Tonight it is an ending we are focused on. A giant than a year work by lynn myers was at the Hirshhorn Museum and washington, d. C. But this one was painted over never to be seen again. Before that happened, we caught up with myers to hear about her work. The piece was made of acrylic ink and is drawn directly on the wall. When it is painted over it means that it will never be viewable again. Ive worked on the planning part of the project for about five months before i began working on site. Then, once i started working in the museum, i worked every day for 65 days. The fact that the gallery is circular was an opportunity that i ordinarily would not have to work in a space that, in some ways, does not really have a
