That is according to authorities who released more information today about 29yearold Sayfullo Saipov, who moved to america from uzbekistan on a u. S. Visa program seven years ago. Yesterdays attack happened a few blocks from where the twin towers once stood, and is the deadliest act of terrorism in the city since 9 11. The bbcs nick bryant starts our coverage. Nick this is a scene that new yorkers have dreaded for years, one that brings back the trauma of 9 11, one that shows how the city is vulnerable to new forms of terror. A rented pickup truck that became weaponized. A mode of attack that is coming that is common in europe. Now it has been used to deadly effect on american soil, just yards from ground zero, the side of the september 11 attacks. The antenna on the new World Trade Center bathed in red, white, and blue to honor the 8 people killed. This is the suspected attacker, Sayfullo Saipov, a 29yearold who reportedly shouted allahu akbar, god is great, as he left the truck. He was brandishing fake weapons, and was shot by police and taken into custody. Moments earlier, he had driven at high speed on a bike path. Mayor de blasio this was an attack on the United States record, an attack on new york city, an attack on our people, and it is the definition of terrorism, an effort to take away peoples hope and spirit and to make them change. And what new yorkers showed already is we will not change. Nick saipov is an uzbek immigrant who came to the United States in 2010. He is believed to have been radicalized in america and told police that he was pleased with the attack. One of the early clues that investigators found at the scene were handwritten notes in arabic pledging allegiance to the Group Calling itself the Islamic State. But there is no evidence yet of a direct link to the group. In there . T kids and nick his attack came to an end when he crashed into a school bus. Police found knives in his vehicle. Based on the investigation overnight, it appears mr. Saipov had been planning this for a number of weeks. He did this in the name of isis, and along with the other items recovered at the scene was some notes that further indicate that. He appears to have followed almost exactly to a t the instructions that isis has put out in its social Media Channels before with instructions to followers on how to carry out such an attack. Nick among those killed, five friends from argentina, men in their late 40s, in new york to celebrate the 30th anniversary of their graduation from college. 2 americans and a belgian were also victims. He moved here earlier this year. Police have been going around trying to figure out who else he knew and what connections he had in his community. Knocking on doors, talking to neighbors. There were not able to shed much light. Surprised for some it is a diverse, mixed community here. They were notng, able to shed much light on him. They describe someone they had known for a while and had no foresight of this that this action was something he was capable of. Jane we are hearing how new york itself is getting back to normal, but how is the community there reacting to this . Say,lle it is as i where i am standing, they have been used to questions being raised about the community. Donald trump has talked about new jersey in the past. There is concern, the idea that someone who is claiming isis as inspiration for their attack, what will that mean for them and will there be any sort of fallout on this community. Something that certainly people here will be rushing to try and sort of dispel and distance themselves. Certainly they are watching with curiosity, but waiting to see how this plays out. Sayfullo saipov is said to have bragged about what he did for socalled Islamic State, and in the truck used as a weapon, papers saying i. S. Will endure. Officials say he became radicalized in america. The 29yearold arrived here from uzbekistan, settling in cincinnati in the state of ohio, where he got married. One man who knew him then believes he was exposed to extremist ideology online. Liberalways looked at muslim friends, Something Like that, saying you are not doing right this one or you are not doing this one like islam does. That was a very minor sign of radicalizing. Rajini from ohio, he moved to florida, living at this apartment complex in tampa. Neighbors say they remember him by the pool with his wife and children, but wasnt particularly friendly. Although he was a practicing muslim, he was not seen at mosques in the area. There may be a reason why. We have looked at the number of cases of trying to protect youth from being targeted from groups like isis, and the first tactic isis does is try to get them away from the mosques, because the messaging of the mosques undermines the deviant heretical message of groups like isis. Rajini one neighbor said that Sayfullo Saipov and his family packed up from here earlier this year, and before he left them he gave her his computer and printer, donated to charity. She also said he told her he was moving to new jersey. It was in paterson, a city with a large muslim population, that he worked as an uber driver. Close to here, he rented the truck used in the attack. Sayfullo saipov is still in hospital. The focus for authorities is how did an immigrant who wasnt on their radar commit a terror attack in a country he made his home . The suspectre on and countering extremist ideologies, i was joined try time ago by a former senior official in the state Department Working on counterterrorism. I started by asking him how challenging is it to spot a potential terrorist under the circumstances. I think history shows it is quite difficult, but it becomes even more difficult if a country doesnt have layers of defenses in place to assist with the identification. Unlike in the u. K. , or you have where you have a robust prevent program that reaches down from london into communities across the u. K. , here we just rely on law enforcement. We dont have enough investment, enough resources of Community Members themselves beyond the lawenforcement realm. I think that really hinders us following each of these unfortunate incidents here. Too often it is simply the police that are involved. Too often it is Community Members not knowing enough, or not knowing what to spot, or not knowing who to turn to beyond the police, and often they are reluctant to go to the police because of Significant Trust issues between communities, particularly muslim communities and police. Jane what about the tactics that were used . They have been seen in europe. Why has it taken so long to be used here . Well, i think the question really is, it has taken a fair amount of time to be successfully used here. A number of plots have been thwarted. There are dozens and dozens of isisinspired plotters have been arrested in his country. Presumably a number of them were planning to follow the same script that this attacker followed almost to the word. It is very easy now to pursue this kind of terrorist attack. It is cheap and does not require that much planning. It is very difficult to prevent once the operation is underway. Jane and we are hearing that there was no direct link to socalled Islamic State, but he was selfradicalized. How do you stop somebody like this from gaining that sort of information online, because there is so much material out there now . I think we will still see the continuing effort to press Media Companies to remove this content, the kind of content that provides instructions for this kind of attack from websites and such. But the reality is so long as there are individuals who are feeling the need to commit this kind of violence and whether it is on facebook, twitter, what have you, cryptic communications increasingly, they will find a way to do that. The issue is as much taking the content offline, removing it, but as well as addressing the grievances, what is driving these people to want to go online and look for instructions on how to drive a truck down the street to mow down 8 people.
