There is not just one solution to homelessness, we know that it is something that we have to work on on a regular basis. Our numbers have increased in San Francisco in comparison to other cities throughout the bay area. If we dont continue to invest in these particular efforts, things could potentially get worse, i think that making investments, following through, accountability and regional solutions, and finally, not ding more housing will it will be critical to the success of our citys future. There is a lot that you are trying to do. It has gone up by 70 in the y last fewrs for homelessness and emphasis go. For all that moey being spent, why hardly making more progress . We sh sld talk abome progress despite the numbers. Last year when i was first elected, you saw large increments all over the city, you dont see that in San Francisco like you used to. That is progress. We know that the numberare up and know that it also has a lot to do with the fact people are using housing, people are losing housing because San Francisco is not affordable. Part of what we have to do is make sure that we invt more money in keeping people in housing in the first place and not let that affect the community. I have invested more money toward keepi people in housing, providing subsidies and helping those faci addiction, and things that will preserve housing for people were basically on the verge of facing addiction. That is ijust one part and it has it has laid , a ro for those who are homeless or living in their vees. The Los Angeles Mayor is facing a recall effort over what people view as his inability to really address the homeless crisis. How much of your success hinges hingeon this issue . We have helped almost 1500 people exit homelessness, 1500 people no longer sleeping on the street. For every person tit homelessness, the more enter. Part of it is dimension. Some face eviction for a number of reaso, move in displacement at any capacity, this is why it important to provide support and pay rent for pethle ra than the cost after someone is evicted, the cost will skyrocket in comparison to providing a few months of rent to stabilize an individual. Om preventingessness is something that we are focused on and we are making more investments. The fact is, we need more housing in San Francisco and throughout the bay area a different areas. There arent that many projects being held. Maurices heart need to get land and homes. Let me st pack up and explain, the fact is we have put in a 600 million for the llhousing bond on the b this november without raising the taxes, ich would provide the court with preservation, and housing for low in middle income residents. And we have put it toward Affordable Housing for the community, they been trying to tackle this problem. What role do yous think they uld play in Funding Solutions for homelessness and the housing crisis . For starters, contributions are important. They also have to get morea actively end, financially and provide resources a input on a regular basis, not just a one time contribution, but loa term, is theircommitment . We support low and moderate income families. What is the longterm strategy ly make sure that they are invested and actiengaged in supporting thcommunity, and recruitment for ople who work in San Francisco . It is not as simple as here is the money and the problem, there is bureaucracy, when you talk about homeless people, some them are suffering Mental Illness and Substance Use disorders. People that we are trying to help hut dont necessarile the tools to get them the help and support that they need. This is why i am really excited about conservatorship legislion. We provide someone who is a guardian to make this decision. It infringes on civil liberties. There is quite a bit of controversy. We understand that, but jails and hospitals g are be used as Mental Health institutions for people suffering from things like schizophrenia or the psychosis that develops because of drug use. Is it okay to say that there is nothing to do and we allow it to continue, we fix it or allow things to continue the way that they are, i dont accept that i think there is a balance that we can pride as a city, Mental Health stabilization, wraparound supportive housing, some people are not accepting the help that arwe offering, and they need a little bit more support. That es require someone to make a decision for them, unfortunately when they cannot make a decision for themselves otherwise we will not put a dent in this problem. Again it is not just one thing, it is a number of things creating these problemsiand i am pro Competitive Solutions to help address them. For the first time in history of the city, we have hired a mental alth reform director, crisis a mental healt in San Francisco. We need policies, we need Mental Health stabilization, support, we need access and exits from homelessness. We need to ke the right vestments we can change how people feel about San Francisco. I want people to feeland see a difference when they are outside Walking Around in his be tiful and amazing city. Weve got to make the hard decisions, sometimes they are wa not ys comfortable. She needs to have a breakout moment in the debate. There have ivbeen distinc differences. Economic equality, miation and healthcare. This is the chance for all of these candidatto define themselves regarding differences. This is where harris has an joportunity. Biden and Bernie Sanders go each other in these debates. The ideas that investors and ratepayers will pay into the fund which could be up to 21 billion. Then if utility lines cause a fire, like the campfire and other fires from 2018, victims could get money out of that fund. Bu he utility is found negligent, and that is why the fires were started, investors will have to pay money back into the fund. Talking aboue are that in the first place is partially to placate wa street. Y, high liabilihe Credit Rating was put dow they ouldnt borrow money anymore. The governor is hoping that the fund will stop that from happening again in the future. Ill they be on the hook for that Insurance Fund . They do say it is a little bit of a bond blout, similar to what happened in 2001, for the last bankruptcy. It depends, there are also other Safety Measures that are hooked onto this. Each utility has to be reviewed by state legislators and the Public Utilities commission would have to receive certification. There is al specific language that is very directed. Ntey have to exit bankruptcy and payout settlefrom 2017 through 2018 for wildfire survivors. A lot s of it iere. Speaking of wildfire survivors, this only applies to future fires. How are e survivors for the wildfires that have already happened . What is the reaction . My colleague spoke to some of them this morning. For the most part it has been good, they are happy to see a way for people to get paid out in the future, they are also happy to seathe safety res in the state looking at that kind of thing. Critics are worried about how much money this is going end up charging ratepayers in t end. At the same time, the governor is also seeking regulatory changes th would allow ratepayers to cover the costs of wildfire damaged. Consumers have not been happy, they have been very low what are the Biggest Challenges that they are facing right now . In bala keeping utilities accountable, and making sure that they have reliable goods. It is very complicated. There officially looking at four proposals to restructure pg e, one would be to break up the gas and electric division and the other would be to si lly looking at operating the utility more frequently. So, these are ways, the other, pg e is held by a holdmg ny. What will that money be used for . How will the city and county use that money . To hey are going to use restructure new bills and restructure communities. They want to get th money soon, they really would like to get it as quickly as possible. At a ully we are looking year. We are still looking at that and what it doesnt cover are the lawsuits moving forward. There is a lot of work to take over a utility. An san fsco has its own Power Company that stays in line. They say that they can run their own utility out of cheaper and safer ways. But this is coming up in San Francisco a lot. They voted on public power 12 times and rejected it. The same could be a little different. A lot of people are very eyinvolved. Think this is the st and to y are looking further this. How about setting up a power system in San Francisco . It would cost billions. They been very upfront about that. San francisco voted on a measure last year that would allow this issue, the city and county to issue bonds. Here is a lot still in play.
