a tkins. A historic agreement is being signed at the white house. United arab emirates and bahrain have agreed to normalize relations with israel. Pres. Trump these agreements prove the regions nations are breaking from the field approach of the past. Ros not everyone agrees. In gaza, a breach in the arab front against israeli occupation. We will have analysis from every perspective. We will talk about breonna taylor. She was shot by police in march when they entered her apartment in kentucky. Her family has just accepted a multimillion

from the city of louisville. Scientists have put firms producing spermproducing cells from male farm animals into other male farm animals, allowing them to serve as dads. We will explain. Lets start in washington. The
United Arab Emirates
and bahrain have signed this deal to normalize relations with israel. It all took place at a ceremony at the white house. All three countries, along with the u. S. , are calling this historic, though other countries have different words for it. President trump invited 1000 people to witness this, and he spoke as well. Pres. Trump for generations, the people of the middle east have been held back by old conflicts, history hostilities, lies, treachery. Actually lies that the jews and arabs were enemies and that al aqsa mosque was under attack. These lies, passed down from generation to generation, fueled a vicious cycle of terror and violence that spread across the region and all over the world. These agreements prove that the nations of the region are breaking free from the failed approaches of the past. Ros israels
Prime Minister
,
Benjamin Netanyahu
, also spoke. To all of israels friends in the middle east, those who are with us today and those who will join us tomorrow, i say [ speaking arabic] peace unto thee. Shalom. Ros and here is the uae foreign minister, speaking through a translator. Translator this new vision is beginning to take shape. It is not a slogan that we raise for political gain. As everyone looks forward to creating a more stable, prosperous, and secure future. Ros the deal ends a decades long economic boycott across the arab world of israel. New deals could be worth billions of dollars for each side. It also highlights a quote from an israeli minister, saying this is a chance to build a new middle east. As well as those trade deals, direct flights between israel and uae will commence for the first time and diplomatic offices are expected to open by the end of the year. The uae is looking to build itself further as a military power, and we think it will now have access to advanced u. S. Fighter jets and other weaponry, as part of the deal. The uae has justified the deal, in part by arguing that israel has agreed to stop annexing large parts of the west bank. However, we are told
Benjamin Netanyahu
has backed away from that and has only agreed to delay or suspend annexation. This was in gaza earlier. Fatah and hamas have both condemned the deal and argue it brooks year breaks years of arab solidarity and undermines palestinian efforts to achieve their own state. The bbc security correspondent put some of these concerns to the uaes minister of, and this was his upstate, and this was minister of state, and this was his response. We know that today but he is very much celebrated as a peacemaker and very much also celebrated in the arab world as a successful politician and visionary. Having said that, we dont speak on behalf of the palestinians. They will have to make their deal with the israelis. Our role as many arab countries is to support them. Ros you find that narrative in the state media as well. Gulf news is calling it a new era for the middle east, which could end the current impasse which prevails in the region. Lets get more analysis from the region, this time from dubai. I thinkne thing is very clear. Unlike israel, where we see the press and the politiciansre more upbeat about this deal, you dont see that here in the uae. Yes, they have been trying to sell this as a deal which was necessary to make sure that israel doesnt go ahead with its plans to annex parts of the west bank. On the other hand, they also see this as a practical move, a longterm move which is needed, given that, how the geopolitics of the region has been changing. They also dont expect things to change overnight, because they see this will take some time. Trust will take some time to build. Ros the reason this is all getting so much attention is because the degree of the isolation that israel has experienced in the arab world. Only four arab countries recognize israel as a state, first egypt, then jordan, uae last month, and bahrain followed suit not long afterwards. The uae has beaten path others can now follow. Oman could be next. It had a delegation at the signing ceremony today. Sudan and morocco may be possibilities. Mauritania for a period had relations with israel. It may choose to restore them. Qatar is unlikely to make such a move as an outspoken supporter of palestinian statehood. Its doubtful that lebanon and syria would seek diplomatic ties with israel either. What about saudi arabia . It doesnt have diplomatic relations with israel and it has been silent on this deal, but it has long supported the palestinians and it often uses sermons to deliver a message. This broadcast two weeks ago was interesting for a slight shift in the tone. [speaking a foreign language] ros this is a leading cleric. It was seen as a more positive message toward israel then we have heard previously than we have heard previously. The timing of this is being criticized from inside israel. On friday,
Prime Minister
Benjamin Netanyahu
continus to face pressure over a range of corruption charges. This article in her rents called the deal in haretz called the deal a domestic a political stunt and a distraction. He wants to look like a great hero of the moment, but back here, people are focused on the national lockdown, the second one in just a couple days time. People are preparing for that. Itll actually coincide with the jewish holidays. Thats proving to be something thats very sensitive. The other thing thats been much commented on is that very little has been revealed about the content of these agreements. Even mr. Netanyahu himself signaled that they were in some ways works still in progress. The bahrain agreement was only reached at the end of last week. Ros thats the domestic context in israel. What about the domestic context in the u. S. . The
New York Times
says it cant be overlooked this is happening 48 days before our election. Donald trump sees this as a diplomatic win. This official ad campaign on facebook claimed he had achieved peace in the middle east and he had been nominated for a nobel peace prize. I think we can say there isnt comprehensive peace in the middle east, and its true hes been nominated, but its quite easy for people to be nominated. Its winning thats a lot harder. Whats definitely true is that donald trump is popular in a number of gulf states. The
New York Times
also points out that both countries want trump to stay in power. They are worried about biden getting into office. They fear he might be soft on iran and harder on them. Thats relative to how the president can relevant to how the president can present himself at home. In terms of the american voters, i think there will be a t of positive feeling amongst the evangelicals, who are big supporters of the president here. Of course, they will like the fact tisrael is being supported strongly. They will also like the fact that the president seems to be getting some results. For him, this is a very good day. Ros as youve just been hearing, iran is very relevant to this deal. Here is frank, explaining why. Iran doesnt like the deal, nor does turkey. Iran has referred to it as a betrayal of palestinians, views echoed by many palestinians themselves. One of the reasons this has been officially denied today one of the reasons behind this deals a mutual mistrust of iran by both israel and the uae. It is a giant neighbor in the region. It has a huge amount of missiles. It has technology, drones, so on. It has a nuclear program, which it insists is civil. Thats one of the reasons. Of course, if this deal works, the uae and israel will become very successful many superpowers in the region mini superpowers in the region, particularly when it comes to technology, cyber, and so on. Ros weve heard in an interview that whats your reading of the claim that israel has given a lot to find this
Common Ground
. Very little, actually. The israeli
Prime Minister
has only agreed to delay or suspend the annexation of the west bank. We dont know whether he really meant to do it, whether this was a political ploy to gain
Political Support
at home. The threat though of annexing the west bank, which was very unpopular in the white house, as well as in the arab world, was taken quite seriously. This deal has pushed further down the road, but he hasnt said has pushed that further down the road, but he hasnt said he wont do it. He has just delayed or suspended it. On the surface, you can see why palestinians are angry. They view this as a betrayal. Many of them say this has taken away a huge bit of leverage on the israeli government, rewarding israel with recognition by important arab states without, in return, giving them an independent state. Ros from that deal in washington, to the u. K. Now, and an update on the covid testing system in england, which is under severe pressure. Hospital bosses have warned that a lack of tests for nhs staff is leading to staff absences. Staff are having to self isolate because they cant get tests for themselv or relatives. They could get a test that is negative and get back to work. We are absolutely trying to recover the services where treatment was understandably, but unfortunately delayed because of covid a few months ago. We are trying to get through those cases as quickly as possible, and we simply cant spare members of staff waiting for tests. Ros nhs staff are a priority, but mny others are being affected by this lack of testing capacity. Yesterday, there were no tests available in some of the worst affected areas. The boy cant go back to school because he cant get a test. He has a high temperature. He is supposed to be in school. What you want me to do . Just leave him out of school indefinitely . Ive been trying for the last two days. The system is currently unavailable the last two days. Ros the
Opposition Party
is accusing the government of having lost control of testing. This is the health secretarys response. We are doing more testing than any almost any other major nation. We have carried out over 20 million tests for coronavirus in this country. As we expand capacity further, we are working around clock to make sure everyone who needs a test can get a test. The vast majority of people who use our
Testing Service
get a test close to home. The average distance traveled to a test site is now just 5. 8 miles, down from 6. 4 miles last week. The whole house knows that there are operational challenges, and we are working hard to fix them. Ros on those operational challenges, its been confirmed the labour leader will miss
Prime Minister
s questions on wednesday. Hes been isolating since one of his family showed symptoms of covid19. As we can see in this tweet, his relative, still waiting for the results of the test. A test is meant to take no more than 24 hours. He will be replaced by the labour deputy leader. Whats going on . Why is england struggling to deliver the tests that are needed . Lets begin with the bbcs
Health Editor
with one of the reasons. The demand for tests has grown a lot faster than the government expected and a lot faster than the capacity, the labs, the ability to analyze the swabs, a lot faster than thats be able to grow. Ros these are the numbers behind the story. The highest number of daily tests that can be done in england each day is over 243,000. The latest daily total is 227,000. Heres you on those figures. In july, the message from the government was basically anyone who felt unwell might as well go and get a test, because they had quite a gap between themount of tests being processed and the capacity. That gap is close to being closed. Theres a bit of headroom, but not a great deal. Ros in a few minutes, we will turn our attention to an extraordinary story in australia, where humpback whales have been found miles inland, in the river which is home to plenty of crocodiles. The russian opposition figure
Alexey Navalny
has confirmed he is planning to return to russia once he is well enough. He is posted has posted a picture on instagram. In berlin, we have more. Docs have said here in berlin that they cant rule out longerterm affects of the poisoning, because any type of this chemical is incredibly lethal potentially. Thats why a lot of his supporters will be overjoyed that he has managed to not only survive, but looks like hes really doing quite well. He says in his first communication with the public since being poisoned that, although he cant do very much on his own, he is now able to breathe whout mechanical ventilation, and thats a remarkable step, given that just a few days ago, he was in a medically induced coma. He could only breathe thanks to ventilation. Hes made remarkable progress. Ros im ros atkins. Thanks for joining me for outside source. Representatives of the

Important Development
in the
Police Killing
of breonna taylor. Her family has reached a 12 million settlement with the city of louisville in kentucky. This is breonna taylor, a 26yearold emergency medical technician, who, in march, was shot eight times after police entered her home in the middle of the night under whats called a noknock warrant. Her boyfriend, a licensed gun owner, exchanged fire with the officers, thinking they were burglars. No drugs were found at the property. Subsequently, one of the officers has been fired. Two others were placed on leave. No one has been charged with any crimes related to what happened. Here is the mayor of louisville. Breonna was loved. I cannot begin to imagine ms. Palmers pain, and im deeply sorry for breonnas death. While we await a decision on whether or not charges will be filed in this case, my administration is not waiting to move ahead with needed reforms to prevent tragedy like this from ever happening again. Ros as you heard, a series of
Police Reforms
will be part of this settlement. The
Commanding Officer
will now have to be approving of search warrants before they go to a judge. Heres a lawyer from miss taylors estate. The comprehensive reform that the louisville metro counsicil d mayor put forth is equally important, because this is about setting a precedent. Ros aim sure you know,
Breonna Taylors
killing gained mobile attention following the death of george floyd in police conte custody in may. Her mother spoke at a press conference. Lets hear what some she what she said. Its only the beginning of getting full justice verb rihanna justice for breonna. We must not lose focus owhat the real job is. With that being said, its time to move forward with the criminal charges, because she deserves that and much more. Her beautiful spirit and personality is working through all of us on the ground, so please continue to say her name. Ros as you can hear, theres much more to come in the investigations into her death. Its important to note that this is a settlement in the case brought on by the family. However, theres still an investigation being carried out by the
Kentucky Attorney
general in this case and he may refer charges against the officers. A grand jury has been set up to look into those charges, and an announcement might be imminent. At the same time, the fbis
Civil Rights Division
is investigating this, if
Breonna Taylors
civil rights were in the were violated. Ros having met the family, do you think this settlement as an interim agreement will satisfy their expectations . Its hard to tell. Theyre obviously its a complicated case because they lost a family member. She was 26, had dreams of becoming a nurse, was much beloved by friends and family. The aunt who i spoke to last week said, we feel like we are being lied to, we feel like there is a coverup happening. It began with, when this first happened, the police narrive focused on an officer who was injured. They call it the
Police Involved
shooting. They sent this narrative around the
Police Officer
who was injured, not breonna taylor, who was killed. When an incident report was released, it didnt list any injuries on breonna taylor. It said none. The family has raised concern with that. Theyve been upset with how long this is taking. The
Mayors Office
has been under pressure to make sure they are taking care that the family feels like something is being done, but also trying to deal with the fallout from this, which has affected the entire community. Ros lets turn to australia and a story of whales ending up much further inland than we think they have ever been. The story is from kakadu nation park, the east alligator river, which, confusingly, is actually full of crocodiles. For the first time, humpback whales are being spotted there. Its the first known instance of a whale being found this far inland in australia. They were seen by a local marine ecologist who was out fishing with friends. He has spoken to abc news. I noticed a big spout and thought, thats a big dolphin. I was completely blown away to see this. I never expected to find anything like this upper river in kakadu. It completely floored me. Ros these animals could be in danger if they become stranded in

Ros these animals could be in danger if they become stranded in
Shallow Water and a crocodil attack. Experts are trying to figure out how to shepherd these whales back to the ocean. They are currently about 20 km in, so they are quite a ways in, and they are just sort of circling around, feeding. They seem to be having an ok time, but unlike dolphins, humpbacks do not have echolocation, so they are relying on vision, most likely. The problem is this river is incredibly murky. Visibility is very poor. The challenges facing scientists right now, what are they going to do to try and cokes these humpback coax these humpbacks out of this river system . The first option is that they use metal rods and bend them against the side of the boat or use other loud noises to shepherd the whales back out. Alternatively, they are also looking at using killer whale calls to sort of scare those whales bk out. Thats been shown to be effective in keeping humpbacks out of certain estuaries and so on in the past, as a deterrent, but it hasnt been used in this circumstance, to actually shepherd whales. Ros fingers crossed it works. We will keep you posted. Lets finish by learning how scientists have put spurn producing cells from sperm producing cells from male animals into other male animals, allowing them to act as a surrogate dads. When those animals were born, they were sterile. They were goats, pigs, and cows. They were injected with sper mproducing cells and werent sterile any longer. This is from a male pig. The sperm contains the
Genetic Information of the donor animal, not the pig which received the cells and produce the sperm. You can see how potentially valuable this technique could be. Thats about as far as i can take this story. Heres helen with more. From the scientists who brought us dolly the sheep, working with three u. S. Universities, a new development, geneedited livestock, pigs, goats, cattle, and also some mice. Scientists are claiming that these surrogate sires, superdads, could father a new generation of elite animals that could be useful for feeding the growing human population. The
Scientists Say this is a way that you could use surrogate animals, surrogate sires to father lots of new farm animals, and you could put in certain genetic characteristics. Say,ou could have healthier meat or you could possibly produce animals that were resistant to certain diseases or animals that might be able to cope in a hotter climate. Theres a lot of opposition to this work. There are ethical concerns,
Animal Welfare concerns, concerns about food safety. At the moment, these animals cannot go into the food chain. Theres a lot more work to do. Ros helen ends this edition of outside source.
