Weve made in slowing the spread of the coronavirus but they also caution that any return to normal must be done gradually. Kron fours rob fladeboe joins us now live with details on exactly what will be changing starting on monday dropped. Thats right just in the new order largely keeps the existing order in place certain Outdoor Activities those deemed very low risk will be allowed beginning on monday. But there are some Strings Attached here there is a a set of socalled a indicators that will be used to guide you any further easing of restrictions, lets take a look. The sound of construction may herald a first step toward a resumption of business as usual in the bay area on monday the bay area shelter in place order which applies to Santa Clara Alameda contra costa, san Mateo San Francisco and marin counties will be loosened a bit impacting certain Outdoor Activities most construction will be allowed as long as physical distancing protocols are kept in place. Other Outdoor Activities like golf tennis and landscaping will also be permitted childcare and summer camp settings are to be permitted in stable groups of 12 or fewer, says Public Health officer doctor sara cody, the new order that will take effect next week is designed to preserve the progress that weve made. To continue to prevent a surge in cases and to gradually ease restrictions allowing for a few additional businesses and activities to take place. Any further relaxing of restrictions will be based on 5 indicators whether the current number of cases is flat or decreasing whether hospitalizations are flat or decreasing an adequate supply of ppe for Health Care Workers and whether we are meeting the need for testing and contact tracing. We must all abide by both the local Council Orders and the state health orders. That means which ever is stricter controls. In some cases thats the local water but in other cases that is the state over. And the state order does continue to impose limitations on certain activities that the new order might otherwise allow officials urged the public to guard against a false sense of security that could lead to a backward slide. But noted considerable progress on those indicators through gradual and collective action by working from home. And physical distancing. We have slow the spread flatten the curve preserved our hospital capacity. And prevented many many deaths. Doctor cody noted that just Santa Clara County for example which had been the epicenter of the outbreak here in the bay area now has a less than 5 of cases statewide she says thats proof that the order is working to keep in mind that these new rules dont take effect until monday until then the existing orders are still in effect. Reporting live rob fladeboe kron 4 news. Thank you so much rob and tonight theyre nearly 8,000 confirmed cases of coronavirus here in the bay area. And 280 people have now died from the virus. Here are the latest numbers broken down by county. Alameda and Santa Clara County both reported new deaths today and Santa Clara County continues to lead the bay area with more than 2000 covid19 cases and even so some restrictions are being lifted starting on monday. The question is does this mean that the worst is behind us. Joining us live now is San Francisco mayor london breed and mayor bree thank you so much for joining us here on kron 4 news. Thank you for having me. So you are slowly starting to loosen some of the rarest rick shuns does that mean that there has been success in flattening the curve. Well i want to everyones in to thinking that we are in a safe place because we are not. Here in San Francisco. Were still at 1490 cases every single day we continue to see new cases. The curve is somewhat flatter than what we anticipated based on the work that the people of San Francisco have done with social distancing. But a surge could happen at any given moment. But i think that with this new health corner. We clearly realized that there is a need to allow in some instances, instances to get back to work to get back to their lives but with our new regulations around social distancing so this is not. You know something that we. Approach lightly we continue to rely on the ice of art, a county Health Experts that guy our cities into doing what we know will help maintain Public Health. But i want to people from getting too comfortable with this and going back to life as we know it because things have changed that will compete. So what metrics then is the city and the 6 perry county is looking at that would either open more things up sooner or send us back into tighter shelter in place restrictions. I think a lot of it has to do with number one the number of cases that happened every day the number of hospitalizations im looking at that the number of deaths and what happens in those categories and also ensuring that we continue to increase our ppe we increase the number of test kits. Everything that be provided in terms of information on the criteria, theyre looking at is what helps to allow us to open up various industries over time ah but if we see a shift and in our hospitalizations and cases. Then there will be adjustments to accommodate that. Its pretty clear that if we start to test more people will see more cases but does the city have enough resources to keep people safe like pp and testing and when would Antibody Test be available for San Francisco residents. So i think that gradually the amount of ppe and has kids that we need we are not were to a point where we can open the city up quickly. Its definitely going to take some time because were not just talking about personal protective equipment for those who are in hospitals. When we open businesses. We of course are going to expect that they will be wearing mask they will be wearing gloves and so we want to make surl that our Business Community is we just open up and the Construction Industry so ensuring that the guidelines are met and they have sufficient protective equipment so were not out of the woods yet its going to still take us some to get through this process and to have enough resources to start to open back up various industries. Yes, thats new order allows for construction to start on monday. So will that make a difference in San Francisco with the current housing crisis and also sort of restart our economy get people back to work. Definitely i mean were talking about thousands of construction workers who are getting back to work were talking about thousands of Housing Units that we desperately need an hour. A housing stock. We have major Homeless Population we have folks who have lost their jobs and we think about it over 60,000 san franciscans already have filed for unemployment. We have got to get our economy going again. What we can do in is the focus solely on the economy and compromise the gains weve made around Public Health, so its a very very delicate balance and im really excited about construction. We will monitor this industry to ensure that the safety precautions are taken and we hope that this is successful as we go through this process. So there are a lot of questions and concerns surrounding the Homeless Population in San Francisco. We know that the city has been moving people from the streets into shelters and then into hotel rooms but theres been an issue about who can get a hotel room. I want to be clear that we have a o its called the one system where we have registered of people who were homeless in San Francisco before this pandemic and those people are on a waitlist even for shelter bit and so our focus is not going to be only on the people who are in our shelter systems. But also people who are in the system if you were not in the system. Before this pandemic and unfortunately we will have a role for you were not going to prioritize people. Were coming to San Francisco and expecting to get help when we already have challenges with the Homeless Population that was already here. So the message i want to put out there is if you are not homeless in San Francisco before the pandemic been do not come to our city because were not going to be able to help everyone and were doing the very best we can we place almost a 1000 people. In our hotel rooms we have a number of our visa 120 and were opening up in the bay view. And the residents there who have been homeless and mother browns a shelter in the bayview you have people who were sleeping in chairs in this shelter and so they are going to be prioritized whatever resources we have available and so this is where we know there will continue to be challenges you dont just go away because theres a Pandemic Impact they make their made more challenging. But we are really focusing on our existing Homeless Population to address some city supervisors and homeless advocates have been saying that the city has been too slow to get Homeless People into hotel rooms how can you move. Faster and what are some of the challenges and operating the sites, including this rv park thats going to be opening in the bayview Hunters Point area. Well thank you so much for bringing up this point because i i want people to you know the fact is the challenges homelessness was a challenge not just in San Francisco, but in major cities all over the country before this pandemic. And may even worse as a result the issues around Mental Health and Substance Use disorder they dont just go away because theres a pandemic now think about it we have been working with this population for many years and now in the age of social distancing. When we have people that we are working with were asking them to wear a mask. Were asking them to get on the elevator one or 2 at a time were asking them not to be in one anothers room for serving 3 meals a day were cleaning were collecting laundry were providing all these Additional Resources and increasing our capacity were not just doing it with the people who traditionally work Homeless People were not just going with the nonprofits in the shelter staff and some city employees. We are in were expanding our capacity with city workers city workers are Disaster Service workers so anyone who works in the library or works in park and rec work than any other department, were training them to work in these hotel, so that we can increase our capacity as quickly as possible. The logistics of moving people. The challenges of making sure that people who are registered at a particular hotel are the only ones coming into the hotel as they take their breaks or go out and get their walk. It is been very very challenging in fact that weve been able to get almost a 1000 people housed in hotel rooms in the San Francisco. Its been really absolutely incredible there are a lot of people working hard every single day moving as quickly as they can and i want to thank and appreciate their work and the fact that they are putting their lives on the line when they are working in these hotels working in these environments helping other people because again this is happening while were expecting everybody to socially distance themselves from one another from 6 p and and this is what makes it even more challenging than it was before the pandemic. So final question here tonight i read a blog that you posted, but you live alone and that youre talking with a Mental Health professional about quote your feelings of isolation. So i want to ask you how how are you doing. And also if you have any advice that you could pass on to people who are in the same situation being socially distance from our friends and our family is hard. Yeah, its really hard and so where of course as you want you know dealing with in trying to keep people healthy physically is one thing but isolation being away from your friends being away from your family, not being able to visit any water have been busy you only talking to a computer but talking to people that only if you are not interacting with folks the way in traditional youre used to that can take its toll on people and so i do think its important i had conversation with a Mental Health expert from ucsf and i made it available to the public and we talked about a number of things that you can do to protect yourself. Of course taking care of yourself and also the one thing that you suggest, which i thought was a great idea is you know to make sure that at night you take a moment, your cell you relax and calm down you stop watching the news are you just try and get some positive thoughts in your head and just to clear your mind and so theres a lot going on this were all done. I think its important that you try and when you have a moment to the laugh or to have a good time watch something silly on television or what have you that you take a moment to do that because you know weve got to take care of our Mental Health, the wealthy. Absolutely thanks so much. Mayor london breed from San Francisco for joining us here on kron 4 tonight you take care yourself. Now lets take a live look outside here in San Francisco, windy and foggy along the coast today quite a change in temperatures from yesterday. Joining us now working from home as our chief meteorologist Lawrence Karnow with a look at where temperatures will go from here so much cooler today than it was yesterday. Really was we saw that sea breeze kicking in justine you talked about the wind picking up around the bay area really bringing the temperatures down of course low clouds and fog. Well they have to keep things lot cooler as well outside right now looking toward the golden gate bridge. We do see some mid to high level clouds that are floating up above and you know is that flag blowing thats a westerly wind kicking in and that bring with of the sea breeze more clouds overnight tonight.
