Sonoma county will be following the states model and open Retail Stores for Curbside Pickup and delivery solano and napa counties also say that theyre going to do the same thing. And one of those cities that will not begin reopening businesses today is oakland and joining us now to talk about that and other steps that shes doing to help try and keep the city safe is oakland mayor libby schaff american morning. Good morning. Well, the governor is loosening some of the restrictions that tell us about the thought process behind the city and county choosing not to take that step just yet. Well the governor also was clear that if counties didnt want to be more cautious he supported that and the bay area has been wellserved that we were the very first region in the country to impose shelter in place and thats why our rate of infection and death is lower than the california average and certainly that other states like new york and new jersey and so i say you know what my mom told me listen to the doctor and our doctor and alameda counties doctor palm. I know that we are you know doing the things that were supposed to be doing and we just need a little bit more patients because lovely been doing has been working and we dont want people to get sick. We dont have a vaccine. We dont have a cure. Were going to continue to have to follow these directions to keep everybody safe. Mayor i think its also important to reiterate the fact that despite what the governor may say they are theres guidelines and he is leaving it up to specific counties to override those guidelines should they see fit. He is and hes been very clear about that and in general hes if youre more conservative if you are taking a little bit more of a cautious approach that is what he supports he is criticizing counties that are going beyond his recommendations as far as opening more things that he is safe. The other big news this morning is it more grim statistics says as far as the job market goes. The newest numbers show that the Unemployment Rate is 14. 7 . We havent seen that in decades. This hits oakland, especially hard doesnt matter. It does and lets be clear this is why we a Racial Disparities task force. This pandemic and the color code, the recession. It has hit our most vulnerable workers first and worst and thats why were trying to do everything we can in this city to get food to people to make sure that they know what their benefits are and that we can pass laws like the strongest diction moratorium in the state of california to make sure that people dont lose their housing even if there and able to pay their rent. This is a hard time its hitting the citys budget as well. But im really proud of how oakland ers are coming just this weekend we launched the great oakland check in where hundreds of volunteers are calling each and every household in most stressed neighborhoods to make sure people know one that someone cares about them. But also about resources like our new Home Delivery program for seniors living at home. If you want to find out more about that you can call 2, 1, 1, or wait for one of our great volunteers to reach out to you. Well one of the hardest hit areas in oakland of course is east oakland, the city just recently opened up walk up free testing for folks who live in that tell us a little bit about that program it started on a wednesday believe right. Thats right and people need to get tested. Part of going back to work is going to be how many people we are testing and so oakland was one of the very first cities to offer a free testing site thats drive up you do need an appointment. But we this week were really excited to open our first walk up site and it is you can walk up you dont need an appointment in fact you cannot drive up and if they are full they will give you an appointment for their next day it is that 99 and International Run by the fabulous Roots Community Health Center and i know that today is the first day that we had a testing site at its full capacity thats also because we expanded who can get tested. We know that coronavirus often does not have any symptoms are very mild symptoms so if you feel like you might have it you can get tested if you have no symptoms but you work outside the home or you are over the age of 65, you have a medical condition you smoke. You can get tested for free, you dont need insurance go toour website or if youre in oakland call 3, 1, 1, east oakland was one of continues to be one of the covid hot spots in the city and in the county. This really this this new testing site really addresses that and also again shows the disparities some communities have been hit so much harder by covid19. Thats right and thats why we are bringing resources like testing into the neighborhoods that are hit the hardest and also have the most problem access to medical care we clearly we did the right thing because we have seen a great reception 99th an international we also have a mobile testing band that is going ut to our homeless encampments that is testing people that have been released from incarceration those are also high risk populations were trying to bring our services to where the people need them. The most. Well speaking of the Homeless Population you just recently opened up Operation Home base theres been a lot of controversy over how homeless have been dealing been dealt with by cities, especially in San Francisco. How does this program differ than the one in San Francisco. Well first of all its a trailer and not only is this a place where we can get some of our most vulnerable who do not have covid we do have an Isolation Hotel for people who may or do have covid this is just for our inhouse resident who are seniors or have a medical condition and we took a little extra time and expense to connect each of those trailers to sewer and water so they have a private bathroom and shower and kitchenette and that means that we can use these as a resource even after the Health Crisis is over we know that homelessness was a problem before covid its going to be a problem afterwards, this is a new longterm asset for us. In our absolute commitment to end homelessness in oakland. One of the programs that the city has been sponsoring is the slow Streets Program and that is ramping up to include more streets today. Thats right and that is another kind of Silver Lining in all of this and Something Else that may be a change that were doing to respond to this pandemic but a lot of people are saying to me hey mayor lets keep this i like it and these are streets throughout our city and again we tried to also go first into some neighborhoods that are farther away from some of our parks and open spaces. They are closed off to through traffic. So that you can jog bike. Scooter skate ive seen all sorts of wheels on the slow streets. But its so that people can recreate in a socially distance way. I need you all to give our lake of break we cannot be congregating we cannot be having parties and barbecues and picnics people should get outside to exercise. It is good for our mental health. But the slow streets are great places to go you can spread out you can jot we are opening 5 more nice long stretches um one eh that im excited about those like from dimond park all the way past the laurel so if you are a jogger youve got a nice long pass to go on please check out the slow streets. Mayor another covid hot spot in been senior homes across the bay area across the country. What is the city doing to try and protect seniors who are in senior homes. You my heart goes out to the family and friends of the 3 seniors who lost their lives at the xcel Health Center in oakland. Alameda county has a special task force now that is focused only on our senior residential facilities making sure that they are sanitized on a regular basis and that everyone is practiced seen every Health Precaution and that the workers have all the adequate protective equipment so i appreciate the Rapid Response to this issue it is a really risk because we know this is a vulnerable populasion that is living in conditions that encourage the virus spread but Alameda County has been very responsive. Lets begin our coverage with will tran who is live in Sonoma County this morning where businesses are being allowed to reopen well. Businesses like the one right behind me i Dicks Sporting Goods they reopen this morning, they have employees inside despite opening this morning there are some changes that you need to know look at that one. 2, 3, it is curbside only you have to order online hit a tab on say your app or on their website. They will come out. Drop it in your trunk nocontact everythings already been paid for and then you could be on your way hopefully youre safe there safe as well that some of the requirements for face 2. The reason why the other counties, the 6 other counties, including Alameda County and San Francisco not reopenings because they did not meet certain criteria laid out by governor Gavin Newsome plus the mayors in those cities. They felt they were not ready just yet. Take a look at your screen. These are the counties that are ready to run this morning as far as opening their doors after being closed for 7 weeks. Solano Sonoma County and napa counties those 3 are often running this morning because they need the income for their businesses and the employees they would like to get income once again, especially but the shelter in placand so many people financially struggling. What the criteria includes. You have to have plenty of bad space because coronavirus could explode once again so they had to prove to the state that they have adequate bad space at the hospitals should coronavirus happened when they once again hopefully it doesnt but they want to be safe than sorry also that you have to prove to governor newsome that you have not had any coronavirus deaths over the past 2 weeks. So places like Sonoma County not as busy as say los angeles or San Francisco bay have been ready to go for quite some time keep in mind. Its not going to be what youre used to as far as going inside and browsing thats not going to happen. But at least now robin marty have Clothing Stores bookstores music stores. They are ready to go forget about the haircuts thats not happening just yet thats phase 3 dine in experience that could happen sooner than later thats technically part of phase 3. But the governor did say on a case by case basis. If people can prove that it is working that he could allow some of the restaurants to reopen even during face too. Marty thats right and live here on union street in San Francisco popular area for people to window shop going to stores but non essential retailers theyre still not allowed to open their doors and were seeing that here a bunch of clothes signs this is not only in San Francisco, but in 5 other counties plus the city of berkeley take a look at your screen we put a list of those cities and counties on there for you San Francisco mayor london breed did say yesterday though that as long as we continue to see progress with the shelter in place we can anticipate that they would maybe allow some businesses to resume operation with store front pick up as soon as may 18th she specifically mention a few retailers like bookstores floris music stores would be first to reopen for pickup. So that would potentially happen in about 18 days, but storms will already be doing that in other counties statewide starting today as we just heard from will as a part of phase 2 of reopening california but mayor breed says the bay area is still in the thick of it with the pandemic and is not ready for that step i talked with a woman who works at a Jewelry Store in here in San Francisco of course she wants to get back to work but she says this is probably for the best. I think its probably best that they remain close id much rather have it be safe than about the vaccines. Theres really no way of getting around this coronavirus so in the meantime id much rather stay at home an keep my distance from people. Once we do get to the Curbside Pickup process do you think businesses will be able to be successful with that. I dont know how long that may go and see going to see billy, i mean people love to browse want to try on they want to see everything so i think thats going to be really hard for businesses to really make money that way but i. Well see haha. Definitely going to be a Transition One that will already see in other counties in the bay area so to see how successful they are. But looks like San Francisco, those 5 other counties berkeley were going have to wait at least 10 more days see of will be able to open a some of our Retail Stores in those nonessential businesses but for now its time to double down continue wearing that mask when youre in public and make sure that youre using those social distancing in youre doing your best to stay home and and really be safe out there for now im live in San Francisco Sarah Stinson kron 4 news.
