Been following all week here in the bay area are calls to defund the Oakland Police department and joining us to talk about the latest on that as well as the citys continuing fight against the coronavirus is oakland mayor libby shaft good morning there. Good morning marty good to see you lets begin by talking about the new Community Task force that is centering on reconstructing the Oakland Police department this is a big task force 17 people i can you tell us to give some insight on how its going to work. Well its a big job and oakland is doing it right we didnt respond to immediate requests by cutting 14 Million Dollars out of our Police Department but we believe that any further cuts need to be done with full analysis and full Community Participation and transparency and so the 17 Member Task Force will over the next 6 months really analyze what a 50 cut would look like how it would Impact Services how we could replace those services and also during that time oakland will be starting to implement its a macro mobile Crisis Response team a non Police Response to 911 calls where we can send communitybased medics and Mental Health professionals to answer many of the calls that 911 gets it is so important that we have our community at the table helping lead this reinvention of Public Safety. Will the work of the Task Force Recommendations that half task force comes comes up to will that then be sent to the city council for approval or just doesnt automatically an ordinance in oakland, how does this how does this work. It will not automatically become an ordinance it first well go to me as a mayor i create i propose the initial budget and then the city council a mens that and passes the final obviously we will pay great deference to this task but the final decision rests in our hands but the public will be able to see the analysis and the recommendations of this task force that will be really focusing in on this issue for 6 months and so of course we will give great deference to their work and recommendations. Well speaking of Public Safety mayor there have been some 10 homicides in oakland during this month alone, its its a grim irony that so youre dealing with a statistic at the same time that that the task force is now looking at ways to defund the Police Department. Well and that is why we cannot rush into this the public deserves to know what they are potentially giving up and give us also some time to help replace the the any any impacts on Police Services that is why i did not support further cuts to the Police Department we have to be mindful of Public Safety we have to create new response systems before we scale back the ones we have now that is the work that were committed to doing but we have got to keep the streets safe we cannot afford any more tragic loss of life to violence oakland has worked so hard you know we cut gun violence in half over these last 5 years we need to continue that trend not reverse and 2. Lets turn our attention now to covid19 and how its hitting the city of oakland especially in an east oakland, where cases are skyrocketing and Health Officials there are blaming it on parties and social gatherings fact i was looking at one statistic earlier this morning talking about the Roots Community center now seen an increase in covid cases among young people between the ages of 1850. Yeah, you know, im the coach aaron and stood up a covid19 Racial Disparities task force and we got a detail presentation from Alameda County Health Officials yesterday and the disparities are very stark and infection rate in the Latino Community in the east oakland zip code, but what is really disconcerting is many young people are getting the disease. But when they pass it on to their elders. The results are fatal and we are seeing huge disparities in mortality in deaths in our African American community and this has been traced back to a tremendous increase in family and social gatherings so people the Backyard Barbecue can wait to think about granny where that face mask for we keep this is serious, we are seen are cases. Skyrocket we also are doing a lot more enforcement around lake merritt i know it is such a beautiful place the weathers going to be hot this weekend put off the picnic give the lake the break we have got to stay socially distance and boy the information and science around face coverings and how those are playing a huge role in keeping this disease from spreading that is really compelling stay home and watch last chance u thats a fun thing to do this now youre offering media tips as well as a fullservice mayor, thank you so much you have talked many times about depleted in fact to give lake merritt a break and theres been so many social gatherings there. Theres been talk youve worn vendors about violating Health Orders a are we at the point now where of fines are going to start to be levied. We are moving in that direction. We of course want to start with education and warnings but for people who are not heeding those warnings we are looking at moving towards more enforcement, im also very concerned about workers safety and im working on some partnerships where were really going to be sure that employers are keeping their workers safeties are are essential workers and we also have seen many infections. Start and spread at work places so these are 2 areas of great concern for me weve been very patient, weve worked hard to educate people. It is reasonable to expect that we are going to have to move to stronger enforcement soon because just education does not seem to be working. You just a part of the u. S. Mayors tell a basically denounce seen federal troops in oakland and other cities across the country where the president has threatened to move federal troops to give us a sense of what was the what was the feeling in that in that conference with other mayors. Well, you know we had planned that conference to really send a strong message that we know our local communities and sending on wanted federal troops without the guidance of local Law Enforcement is unacceptable and what we saw in cortland should worry every american it feels like suppression of free speech and that is definitely not what oakland is about what was encouraging though was right before we had that press conference the federal government agreed to withdraw these troops from portland. So we need to stand up for our rights let me be clear we do not tolerate vandalism clipped but we also know our community and donald trump sending unwanted as nancy pelosi calls them stormtroopers into our city will not promote peace it will only stoke more civil unrest and lets be clear this president has invested millions of dollars in campaign ads trying to slander cities like ours and i truly fear that he is trying to create the images he wants to help with a twisted campaign strategy. Lets turn our attention now to schools as we turn the corner into in oakland schools will begin on august 10th of course is not going to look very much similar to what we saw last fall but wondering about laptops and Internet Access for for a students and hows that looking now whats an update for oakland now. Oh my gosh we are so excited about our oakland undivided campaign. We set out an ambitious goal to raise 12 and a half Million Dollars to get 25,000 households with school age children, not just computers, but Internet Connections Technical Support and we hit that big shout out to jack dorsey who contributed 10 Million Dollars of his own personal well to this effort and so i can tell you weve got 25,000 chromebooks on the way to oakland right now that you might guess you might imagine laptops are little on back order we are we have loners going out while some households are going to wait for that delivery of their own computer but 25,000 are going to be set up and its not just for their Distance Learning i mean families really need this critical connection to the world we are letting this moment allow us to close that Digital Divide for good not just during the pandemic but for ever it is a critical 21st century tool every child every family should have that connection. Air thats fantastic news, but i have to ask what happens to the other families that arent going to have the the chromebooks or or laptops by august 10th. Again the district is getting loners out were going to make sure that everyones got the tools by the first day of school we are continuing to raise money to make sure that we can extend this for a couple more years i want to thank the city council because of a just allocated funding to also put up public wi fi so that everyone can get connections in parks and other Public Places we recognize that this is a moment, weve got to close that Digital Divide because during this pandemic. Connection through the internet just like you and i are doing right now is more important than ever. All right robin on to a developing story were following this Morning Police in berkeley are investigating an officerinvolved shooting that happened overnight. It was at the cvs store on shattuck avenue in berkeley, the officer was injured during the confrontation. The officer was patrolling the area when they noticed a theft in progress that involved multiple people. The officer tried to detain those suspects and there was a confrontation. The officer opened fire. Not clear what caused the officer to use their gun. But the officer did suffer a foot injury and was taken to the hospital and has been placed on administrative leave pending the investigation. And we have some breaking news from overnight. One person had to be rescued from a fire in San Francisco. Youre taking a look at video from the citizen app that was posted by the San Francisco Fire Department started about 2 oclock this morning on powell street in the citys north beach neighborhood. Firefighters also had to rescue a dog. The person who was rescued was taken to the hospital no word on that persons condition this morning. Well to the south bay now clusters of covid19 positive costco employees are being treated for the virus in santa clara county. Now so far this month 31 employees have tested positive. The Costco Stores in Mountain View san jose sonny bill in gilroy all reported cases the environMental Health department inspected the last 3 locations this week all 3 stores met health standards, the Union Representing these employees say that costco is going above and beyond to protect them. But they do want to plan to pay employees while they wait for test results without using sick or vacation time. We dont want to have. The count them worried about getting paid while theyre off waiting for a result that could you know possibly cheap other workers from getting gas sec, you tend to come in a logger heads on issues like that, but. You know they havent we made that suggestion they havent completely turned down so were still work at. The union estimates an average of 400 workers are at each costco store but adds that there is ample space for distancing inside. The union also believes that many of the cases have been caused by customers and not employees. Well to the south bay now an outbreak has been reported at the elmwood detentions facility in milpitas kron fours will tran live with an update their will. At least 16 inmates robin came down with covid19 and the discovery was by accident one inmate actually had a dental appointment and before he left the facility they wanted to make sure dental office was going to be say so they did a covid19 test and then those results came back actually right before he left to visit the dentist and the results came back positive. So the next step was to test that particular wing of the facility just to see if the other inmates also tested positive and sure enough 15 other inmates came down the coronavirus the speculation among the inmates is that the coming and going of them from this facility to the courts and the courts you might recall they were shut down for a couple of months because the shelter in place but things are starting to pick up with the courts. So now theyre being shuffled around a lot more including hopping onto the buses into the bands where they dont practice social distancing once they get to court. Same scenario according to the inmates, so theyre fearful at those locations not exactly sure how this particular in may came down with covid19 thats still part of the investigation. But what they are doing moving forward as they will practice cdc protocol to wipe down facility as much as they possibly can to make sure that the inmates practice social distance. We are not hearing robin of any cases where even though they have coronavirus theyre on the verge of losing their life or in some dire straits as far as their health is concerned but i can tell you that they are checking everything, including the womens facility. Well we understand a few women over the past couple of weeks have also come down with covid19 back to you all right will tran live in milpitas thank you will. With the breaking news. Were following this morning. One marine is dead 2 injured and 8 others are missing following an accident off the coast near san diego, Eric Richards from our sister station reports from la hoya. Well that one marine was brought here to scripps memorial oh boy where sadly he did die, but right now we also know that 2 others were taken to local hospitals in the san diego area. One is listed in critical condition. The other reported to be in a stable condition here is a map right now because that this is exactly kind of a city it shows use of the accident happening.
