Reporter we learned today that suspect has a long wrap sheet. According to u. S. Immigration and Customs Enforcement he should have been deported to mexico. He was deported 5 times prior and he is a 7 time felon. Here is what happened. Before he was accused in the shooting death of david of Kathryn Steinle he was jailed for felony reentry. I. C. E. Handed him over to authorities in San Francisco in march because he had a drug warrant there. They placed a detainer on him requesting to be identified when notified when he was relosed but it was released but it was not honored and i. C. E. Never knew he was released. The Sheriffs Office last year announced it would no longer honor most detainers. They released a statement they said the Sheriffs Department had been told a judge dismissed the drug againsts him and they release against him and they released him because he served his time. So he was a free man. There was no legal restrictions. I. C. E. Says he should have never been on the streets the night Kathryn Steinle was killed. E. When these people are relosed because they dont want released because they dont want to get involved in civil issues here. If a person served their time they will release them. The commissioners were worried commercial and residential users of electricity were paying more for electricity so they changed the rates. For many years those who used less, paid less.
