Courthouse and you learned there was a previous incident this morning. It made for a very unnerving morning. I was inside for the ghost ship preliminary hearing when we heard the promotion the commotion that the bomb squad was called to the building for the second time today. The streets were blocked off by Oakland Police after a man left a backpack outside the building at about 10 30 this morning. That man then went inside the courthouse and was confronted by sheriffs deputies who asked why he left the backpack there. Authorities say he got into a struggle with deputies and attacked them. He was detained and will be placed on a psychiatric hold. As for his backpack the Sheriffs Office did not want to take any chances. Skybox was overhead at the bomb squad suited up to examine the backpack. It turned out to be explosive and the all clear was given at about 12 back 30. The man does not appeared 12 30. The man does not appear to be connected to two firebombing incidents at the courthouse. Somebody set off a butane canister on the 12th street side of the building early this morning. Nobody was injured. The two firebombing incidences are very suspicious and we believe they could be linked. There are too many coincidences. We are looking to see if those two previous firebombings are connected. Port reporter right now there is no word on the motive for those bombings. Reporter he will be formally arrested pending enemy pending an investigation for assaulting and and officer at the courthouse. One day after it mayor ed lee died of a heart attack San Francisco city hall is still in a state of flux. While they grieve the loss of the man who held the office they are moving forward with their new acting mayor london breed. We were with the new mayor today while she answered questions about the tough job ahead. Imagine being woken up in the middle of the night and rushed to the hospital to find out that your friend and the mayor has just been pronounced dead and that you have to take over his job. That is what happened to the current board of supervisors president lyndon breed. She said while she is still grieving she is definitely up for the job. We have our mayor here. Give her a hand. Reporter she made her First Official event appearance earlier this afternoon was anti violence Advocacy Group and they announced a gun buyback for saturday. It was a cause the late mayor champions. They also fielded questions about the whirlwind she has experienced over the last 24 hours finding out about his passing and having to step up to take his place. She said she has been sad over his death but she has a deeply rooted sense of responsibility. She wanted to assure the public that she will carry on his legacy. I heard earlier she mentioned that she never truly appreciated how difficult the job of mayor is until now that she is stepping into those shoes. I think a lot of those people are getting a new understanding of what the job entails. Reporter she also brings a very fresh perspective to this job. She has grown up in the city and said she has seen it from a perspective that no other mayor really has. She is very excited to take on this responsibility but it is very difficult because merely was her close friend. She is trying to push through that and take care of the job that she now has to do. Today the president said the measure will provide tax relief for a large crosssection of americans. We have the latest from washington about the final push on this bill from the white house. Reporter democrats want to wait until doug jones who just won a surprise win in alabama. He is coming in january. They say lets wait and have the boat then but republicans are pushing it through. He continues to focus on the American People including stories and tech situations of five middle income families from across the country. If Congress Sends me a bill before christmas the irs has just confirmed that americans will see lower taxes and bigger paychecks beginning in february. After elections it is a time for healing and a time for reaching out. That is what i intend to do is once again be sworn in i have told people i will try to be accessible to do town halls and try to reach out. He said his First Priority in office will be to reinstate funding for the program that provides Health Coverage for about 9 million children whose families dont qualify for medicaid. Lets bring in our meteorologist for a look at the forecast. It is chilly especially for the morning hours. Our last day of significant rainfall was back in november. November 27. We had a few showers december 2. Nothing is really pushing out the ridge of High Pressure. As a result we have a dry weather pattern and it will continue through the weekend and possibly next week as well. We go to the live doppler trying to detect some rainfall and nothing is showing up on the radar. We can see some 50s and lower 60s. As you know it has been cooling off quite a bit. You noticed the air quality taken a hit all week long because there is nothing to clean out the air. You can see that was the case at the golden gate bridge. We are in the moderate to unhealthy for sensitive groups. We have fires in the north bay a few months ago and we were in this range for portions of the bay area. This is where we are and we still have the hayes setting up. Below that you have very little mixing. We still have the smoke and haze tomorrow into the weekend as well. San francisco will be 47. San jose 38. Mostly clear skies with some patchy fog in the morning. We will be watching out for that tomorrow morning. San francisco temperatures in the morning starting out the day in the 40s in the mostly sunny skies. Once again it will be hazy throughout the afternoon hours. Hazy sunshine and temperatures in the lower 60s. This was the last day we have measurable rainfall in the bay area. You can see it has been a dry stretch. As we take this to today and it looks like this will continue into the weekend and beyond. We will update the five day forecast in a few minutes. We will have more coming up in a few minutes. A man has been booked on charges following a carjacking and highspeed chase. Right now the chp continues to search for others that took off when the vehicle crashed at a country club. Reporter this Early Morning chase came to a dramatic and here in millbrae as the stolen car went barreling through the front gates of the greenhills country club. With officers in pursuit the car lost control and crashed  through the back wall of a home which the sits just off the golf course near the seventh green. The back wall has large panes of glass that were blown out during the crash. Afterward as many as six people inside that stolen car jumped out and ran as chp officers and search the area. This belongs to larry and his wife. It was almost like an earthquake. My wife was still up in the living room. I was in bed and it scared us. The advice of the police was locked the doors and stay inside. Reporter following the massive search officers were able to take three people into custody but everyone else inside the car was able to escape. This all started with a chase around 2 30 this morning when a chp officers spotted a honda sedan that had reportedly been carjacked at gunpoint. The driver refused to pull over and led officers on this High Speed Pursuit that reached speeds of more than 100 Miles Per Hour on the freeway. Thankfully in the end nobody was hurt during this Early Morning chase. Just a lot of damage done to one persons back wall. Authorities are still searching for several people who are believed to have been inside the stolen car that got away this morning. In millbrae alex savidge ktvu the four on 2 fox 2 news. We have learned that two women taken into custody early have been released and the man taken into custody was believed to be the driver. Derick almena and max sierra have been charged with Involuntary Manslaughter in the oakland fire which killed 36 people during a music event. Had a preliminary hearing the atf agent said during an interview he described himself as the warehouses creative director. According to the agent he also told her that his function was to ensure that the ship kept feeling. Because of his leadership role he stopped playing paying rent. They have not called witnesses but they said they have wouldve away at the case. We were successful at changing the narrative as to whether or not he was second in command or whether he provided the party or whether he blocked an exit. The court is expected to wrap up in the next half hour. The judge may decide at that time whether the case will indeed go to trial. The city of san jose is moving forward with a plan to house the host homeless and tiny homes. We will find out where the homes will be located. Officials said they have turned the corner in fighting the 237,000 acre thomas fire in Southern California but they are warning that it is still a beast. Almost 2 months after it started fire crews were called back to the Santa Cruz Mountains because of a small flareup within containment lines. Just after 11 30 crews were able to quickly contain the fire. There was no damage. Officials say these types of small flareup their common as a continues to burn underground. Thousands of firefighters continue to battle the massive thomas fire in Southern California. Improved weather conditions are alarming crews to make some progress. Reporter fires are continuing to burn through the hillside behind me just outside of santa barbara. Smoke is billowing in the air. The thomas fire is the fifth largest wildfire in modern california history. The good news is weather conditions have been favorable for firefighting this weekend. We are still in a red flag warning until friday. The fire is 25 contained and has burned over 237,000 acres and destroyed more than 900 homes and building. It has covered the entire area with smoke leaving residence desperate for fresh air. We are living moment by moment. My mom had a Lung Transplant four years ago so she has pulmonary fibrosis. I am so concerned. We just left her house. We just went to see what the conditions are like and it is really bad. Reporter the cause of the fire is still under investigation. What firefighters really need is rain. There is none in the forecast and even if there was there would be the potential of mudslides through areas that have been burned. Its a bit of a doubleedged sword. In montecito will car fox news. For more on the fires lets bring in mark tamayo. We have watched all the fires in Southern California and we were thinking we are looking because we have said had some recent fire in the bay area. For more insight we will check in with Craig Clements who is an associate professor of meteorology and heads the Fire Research lab. Thank you for joining us. Great to be here. You have been watching all of the coverages Southern California and i know you look at every component with fires. What has really stood out to you when you see the fires erupt to the south. They are intense as easy on the pictures and the video but what is unique about those fires in Southern California is the fuel conditions compared to Northern California. Southern california for october 1 through december should have had two inches of rain on average. They have had essentially zero. That relates to very dry fuel conditions. The moisture content are below critical. They are at 58 . In the northern bay area and area in general hours are a bit higher. That is a nice comparison for us. Things are changing rapidly. We will bring up the camera for you looking up toward mount diablo looking toward the hills. We are starting to see some green but you mentioned to me yesterday on a phone call that if a fire were to start in Southern California versus Northern California what is the key difference . Our fuel moisture contents are about 75 . You can see in that picture that the grasses are still tiered. We do not have a lot of green. The grass is starting to grow but there are not a lot of critical fuels. Fire danger right now is high to very high. We have offshore wind that are a little bit more gentle and we have also had low humidity. If a fire were to go or get ignited by some source we could actually have a wildfire incident in Northern California. And that is with a lot more concerned. What is heading our way this weekend is another offshore wind event which will boost concerned. We will bring up a graphic and at first i was not going to show this. This actually really tells the story. Can you tell us what we are looking at . What you are seeing is the Energy Release component. That is a statistical calculation from the National Fire danger rating system. It is generated daily. What it does is gives us the average fuel condition. All of the moisture in the fuel and how dry it is in all the different types of fuel types in one number. We can look at the trend through the season. What you can see is that it peaks in the summer months and starts to decrease in the fall. What has happened this month because we have not had rain in the last few weeks the erc has skyrocketed. It jumps up to maximum levels that we usually see in october. Basically the fire danger or how hot a fire would burn its intensity level would be equal to what we usually see in october, but it is december. That is related to the fact that we have not have a lot of rain in the last few weeks. That is the one thing we are stressing right now. I will show it to you once again. That is the sharp rise in the blue line. Thats what happened since we have not picked up any significant rainfall. That is correct. As you said we are approaching conditions we would see in october and it is december. We are talking about red flag warnings. Unfortunately this is a concern now into the weekend and possibly longer. Skyboxes over the scene and we are told police are searching right now for somebody who is considered armed and dangerous. They are setting up a perimeter in that area. If you live in that area and you are trying to get home for a while we have reached out to police to learn more about what is going on. As you can see from the aerial pictures a couple of police cars on the street there in the area and officers have been on foot. San jose police again are looking for somebody considered armed and dangerous. A perimeter has put up has been put up as they continue to search for this person.
