Heavy rains triggered mud flows. Especially areas ravaged by the wildfire a few weeks ago. In Santa Barbara county homes that were destroyed trapped people in at least eight were killed and 25 injured. Anita vocal is live anita vocal is live. Reporter that is right. Lets go over the death toll. At least eight people are confirmed dead and 25 others injured. That was after massive storms and flooding bringing so much rain to the area, at least nine inches. Take a look behind me. Im standing on the 101 freeway and it is filled with water, mud and debris enclosed in parts from ventura to Santa Barbara. The hardest hit area, where you are looking right now. The community of montecito. And enclave of multimillion dollar homes, homes to many celebrities including oprah winfrey. The mounds above are hardhit accomplice of years ago. With vegetation and brush burned away by flames there was not much left to absorb the water and mud which came cascading down the hillside overnight. Dozens of homes were flooded with mud. Firefighters had to pull people out in the middle of the night including a 14yearold girl who was said to be stuck for hours. Other homes were swept away in at least three caught fire after a gas leak and transformer explosion. Other people had to be rescued from their cars via helicopter. Authorities say only 20 of the 21,000 people told to evacuate actually followed orders. Coming back live now there are many people tonight who are still without water and power and they are cut off from their homes. The 101 free may freeway is said to be close for at least another couple days. A bit concern is will the death toll rise overnight . With those roads blocked it seems like it would be hard for rescuers to get to the homes where people might be trapped or unaccounted for. Reporter that is part of the problem. Imagine they had to do this in the middle of the night. People were calling 911 and a lot of times those rescuers could not get to the people until they could get help themselves. It was a chaotic situation. With what happened with the thomas fire and the other fires you would think people would be vigilant and get out of their homes. A lot of these folks got warnings to stay put. Reporter they thought they could ride out the storm. They thought they would be okay and in the middle the night they realized they were wrong. At 3 00 a. M. Is when the hardest rain started to fall and that is when the mud started to slide down. Now to shed light on these types of search and rescue missions, is the fire chief joining us on the phone. Give us an idea of what the First Responders are up against in Southern California. I think as you mentioned, nighttime rescue operations, the invent unfolding the event unfolding, people who are calling for rescue. That is a difficult situation to put the responders and as well but they will do the best they can do. Obviously nobody wants to sacrifice themselves but they are putting themselves in great peril to go up there. During this evolving and difficult event where there is no norm for that, you do not know what will happen next, they are trying to do the rescue. Ideally in the Perfect World people get out of the way but if they do not that is one fire rescue needs to go to work. Harold lets talk about the conditions because as we saw, some of the roads were completely clogged with down trees, waste time mud, how do the cruise go bausch searching cruise go about searching . These days, you can fly drones at night with thermal imaging. You can get Situational Awareness if that is what they used. They have air ops down there. They can use helicopters to fly crews in. Im not sure they did a combination of those things or was compounded with the rig as close as you can and hiking in. They are doing the work so that will evolve in terms of what they did. How they had to do these things is the difficult part. You do not know what is coming next weather will continue to flow and you will be put in harms way yourself or as you get up to the victims and they need extrication, what tools do you need to have that megan take a lot longer to get there because of where you are and how far away you are from your equipment. The topography is a little different and the north bay but does this serve as a wakeup call to those in the burn zone . It is not just the first wakeup call. It is like how many times do we need to do a wakeup call. 10 years ago, same problem down south. Maybe 20 years ago or longer for love creek. These are reoccurring events. In the north which is what we thought we were actually ramping up yesterday to go anywhere we would need to go with our team but they are all over the state and that was a concern for us as we saw the burns. As you come out of fire season in into winter, as the water comes down and you start to realize all those areas have been burned off, the hills will slough. Whatever reseeding or medication they have done is only going to be so good and anything below that will always be at risk. That is the message for anybody that has a burn area about them and they are in a downhill or neary creek or river. All of those rivers are highly susceptible to mud flow, debris flow if you have heavy rains like we saw last night. We were complaining we do not have the rain but we do not wanted to happen at once which is what it seems to have done. Chief, Something Else that anita mentioned is there are areas rescuers have not been able to get to, the death toll from these mud flows could actually increase. She was talking about the fact that some of these areas were under evacuation orders and people chose to stay. Isnt that also a word of caution tonight when you are told to get out, that is what you need to do. Just like the fires. They are not messing around. When those calls come in it is safer for everybody to leave the area and hopefully come back to your home and it is still there. At this point Everyone Needs a to go bag so they can get out quickly. To my earlier point, we have a lot less work to do when nobodys in there but the aid is tragic enough. There are areas they are going in. I saw dogs being used. We have the whole system of heavy rescues. Multiunit standards multi unit standards. There is a whole mechanism in terms of equipment and training and preparedness that is behind these responses in addition to local responders. All of that is going into play based on the size of the events but again nobody really wants to go out and do this. It is difficult work. There is tragedy associated with it. Reporter this is the school where the students are headed when the accident happened. It is called elmhurst elementary. The crash was captured on home video. The four vehicle collision happened just after 8 00 this morning on San Pablo Dam road and lois lane. Home security video shows the white truck hitting of volkswagen sending it into the oncoming lane. First one collision and then another involving as school bus carrying seven special needs students on eric away to school. The accident unfolded near shy cancel. Hurt allowed to bang. Reporter deported the school bus and saw the bus driver was pregnant. The bus driver was panicked and worried about the kids. She was about eight months pregnant possibly. She was hysterical. I tried to do what i could to calm her and make sure there was no fire. Reporter the seven students on eric away to school seemed just fine. The kids were not concern. They had no idea. Reporter the california Highway Patrol said 12 people went to the hospital including the seven children who were all release. Two people from the other vehicles wearing Critical Condition. The pregnant bus driver and unborn baby appeared to be uninjured. The cause of the crash is under investigation but speed of the truck maybe affect her. When you are traveling behind another vehicle if you do not give yourself enough time to stop, you have to slow down. Reporter the children are picked up and taken home by their parents. No word yet on whether they will be in class tomorrow. Oakland mayor and police chief announced today steady decline in Violent Crime over the past five years. Oakland has seen it 20 drop in overall Violent Crime which includes homicide, rape, robbery and assault. Last year the city reported 72 killings. That is the Second Lowest homicide total since 1985.
