60s. A glorious start to this monday with the sunshine coming in fact sunrise at 7 00. Partly cloudy and cool for today with a bit of a wind along the coast. It is breezy, Half Moon Bay was at 29 Miles Per Hour and now we have a lot of readings over the pacific with wind in the area as well as over the hills and lake county. Look at the sierra. We have snow falling in the sierra and over the pacific there are some blue skies. Definitely a pattern change and over the weekend we began the transition. Monday afternoon we are partly cloudy and you can see we are not getting any rain. Lake tahoe is winding down as well as in the sierra but a little bit of snow this morning. This is a look at the temperatures. 37 in santa rosa, just above freezing in napa, upper 30s in livermore, 42 oakland, 49 San Francisco and 50 in san jose. Along the peninsula, 47 foster city with 45 in san mateo. Upper 50s with lower 60s and the forecast for today. Not much change coming in the days ahead. I will detail what we are expecting coming up but first lets get to the highways. Right now traffic is moving along pretty well if you are driving approaching the bay bridge from the east shore freeway, 31 minutes continuing from the carquinez bridge to the macarthur maze and that is not too bad for right now. That is about what we expect. Also looking at the bay bridge toll plaza we have 20 minutes on the weight. The carpool lanes are moving well so if you are thinking of getting to the city now is a good time. 880 northbound and southbound is moving well past the Oakland Coliseum and on the san mateo bridge we are looking okay from hayward into foster city but a lot of salt traffic on 580 at the Altamont Pass because of minor issues. 680 is slow headed south into fremont. Lets get back to the desk. A developing story in Alameda County where a criminal investigation is underway near the 580 freeway off ramp. Alex savidge is live from the scene with more. Reporter we are trying to gather details from the county Sheriffs Office in charge of the criminal investigation. We have learned that officials were called to the scene to help a woman who was found stabbed in this remote area just outside of livermore. We will get you to this video from a short time ago from the crime scene right along tesla road. The roadway shut down in both directions west of carnegie Recreation Area. This is a very rural area where the crime scene has been set up. Somebody called 911 at 2 00 this morning to report an injured woman along the roadway who was suffering from stab wounds. The woman was airlifted to a nearby hospital and we are working to get more information on her condition from authorities. We have reached out to the Alameda County Sheriffs Office and they are in charge of this criminal investigation. We are still waiting to hear back from a spokesperson with more information on the circumstances in this case but, the information that we have from officials is that fire officials were called out to help a woman suffering from stab wounds. She was rushed to a nearby hospital and was airlifted. Now, tesla road west of carnegie Recreation Center is closed in both directions for this criminal investigation. We will bring you more information as we get it. Thank you, alex savidge. Later today the u. S. Senate begins a rare openended debate on this. Immigration. The fate of the young undocumented immigrants in the daca program. As kelly wright reports it is expected to be wild. The senate turns attention to a partisan issue. Immigration as republicans will introduce the secure and succeed act. This bill mirrors President Trumps framework offering a path to citizenship for 2 million dreamers and other immigrants. There is money for enhanced Border Security including the wall, detaining and deporting immigrants would be easier. The proposal also restricts familybased immigration and will end the visa lottery system. Jeff flake from arizona wants a backup plan if only to handle daca. If there is a problem in the end the dreamers need to be protected. Debate has not begun and it is already running into trouble in the lower chamber. What is proposed is not acceptable. House Freedom Caucus cochair jim jordan supports most of the package but he says daca should be its own debate and only after congress deals with Border Security and chain migration. Caucus cochair mark meadows thinks the house should take it alone. Why dont we all go home and take a nap and wait for 60 senators to decide what we are doing . I did not sign up for that. Congress has three weeks before daca expires making dreamers eligible for deportation. Kelly wright, foxnews. There are new numbers showing ice arrests are up around the country including noncriminal arrests. President trump promised the administration would round up immigrant gang members and drug dealers when he was elected and arrests by ice raised by 40 since he took office but in the 2017 fiscal year there were almost 38,000 noncriminal arrests. More than twice the year before. The category includes those without criminal records and suspects who are facing possible charges. Critics say that ice is going after anyone who might be eligible to be deported. President trump will released his proposed budget this morning which includes 23 billion for Border Security and Immigration Enforcement. Including the wall that he wants to build along the border with mexico. The budget recommends cuts in the budgets of Government Agencies especially the epa. The president is proposing increased spending for the military and opioid treatment. President trump will unveil details about his infrastructure plan today which will include 1. 5 trillion to rebuild aging roads pipes and dams. Only 200 billion of that would come from federal spending. The president wants the rest of the money to come from state and local contributions. Democrats have announced their own proposal which calls for five times the amount of federal funding in the plan. One of the newest members of the San Francisco 49ers is dealing with problems off the field. Police arrested ruben foster at his home and now he faces several charges including Domestic Violence. Christien kafton is at levi stadium to tell us what happened and what this could mean for foster and the 49ers. Reporter this could be very significant for foster and the 49ers. This is the second time this year he has been arrested. The linebacker was arrested sunday morning at 9 15 by the Los Gatos Monte Sereno Police Department after they received a call about a disturbance. Foster was arrested on Domestic Violence and possession of an assault weapon. Foster was booked into jail on felony charges and posted 75,000 bail. The Team Released a statement that says the organization is aware of the report. We take these matters seriously and are gathering all pertinent information. This is not the first time foster has run into trouble with the law, last month foster was arrested in alabama where he played college football. He was placed on the marijuana Drug Treatment Program and at that time the 49ers general manager john lynch said he would have to stay clean. All of this after foster was kicked out of the combine for submitting a deluded drug sample. I would anticipate people may be questioning some of his character but i would tell you his character brought us to him. When you Start Talking football with him, he lights up the room. I believe in the kit and he is a good kid. I think it is going to be great for this organization for a long time. That was in april. Now the nfl burden of proof for Domestic Violence is different than the courts. He could be facing a sixgame suspension and a second offense could lead to a lifetime ban. The Budget Proposal could be approved by july. San Francisco Police are searching for a 19yearold robbery suspect who was released from jail last week. Dante oliver was arrested wednesday night for him during injuring a female officer. He was wanted at the time for another crime and he has been arrested for breaking the nose of a business owner. This is the san mateo bridge where traffic is moving along okay driving to the high rise over to foster city and if youre driving on interstate 880 the traffic is moving well. At the bay bridge we have a backup which is typical. 15 to 20 minutes on the delay driving onto the bridge and then another 10 minutes to get to San Francisco.
