This is also a look at the east shore freeway, 26 minutes coming around the corner and to the bay bridge. It is a very typical delay. We dont have any problems on the span. 880 looks nice into downtown oakland. San mateo and dunbarton bridge, moderate. And on the Silicon Valley commute, we have had some slowing. Hopefully it will stay nice and light. 7 03. Lets go back to the desk. New this morning, one person was arrested after a chp had started on the peninsula and ended in the east bay. Started just before 4 00 a. M. The San Mateo Police tried to pull a car over. The chp took over the chase, once speeds hit 100 miles an hour, on northbound 880 spike strips finally stopped that car on 880 near marina boulevard, in san leandro. Thats where the driver was arrested. Still not clear why the police tried to pull over the car in the first place. The fbi says its still searching for a motive in the deadly shooting in gilroy. Agents continue to go through e mail, social media accounts and other locations to and from the 19yearold gunman. Santino leggens. Agents say so far, they are not linking him to any political or religious group. The fbi is denying they found white supremacist writings at the home he lived in, in nevada. And the shooting at the garlic festival, people may be able to get some personal items back. Ktvus Elissa Harris is live in gilroy. Where they are taking the belongings to the Gilroy Center where people can come get their belongings. Thats right. We are at rutger Elementary School. And this is where people can come starting at 9 00 a. M. To either retrieve belongings or at least put in a report of what they lost that day. Now, officials want to make sure that people know this is just for vendors and guests who were in the park side of the garlic festival on sunday. As opposed to the ranch side. I can tell you this morning, we have seen officials with the fbi. They are on site. There are sheriffs deputies as well. And the deputy district us th update. Arrived and gave the gates will not open til 9 00 a. M. They close at 10 00 p. M. That is the time frame for when people need to retrieve items or put in that report. Now, what we know this morning is that hundreds of vehicles, bags and other items were left behind during sundays shooting when people ran as fast as they could to escape gunfire. Yesterday, some of the first people were able to reclaim some of their personal belongings. It was a slow process for those who had to get their vehicles. First, they had to go through paperwork. Then rode in a shuttle. Then about five miles to a checkpoint. Then escorted into the crime scene. Were trying to shrink that footprint down as soon as we can, to get vendors that have reasons to be here, as peoples personal belongings. Everything is in our vehicle. Now its been three days. We couldnt get into our own home. Process to retrieve belongings could take at least a half hour. Many have been without their cars since the shooting and have not been allowed back in. Because this has been a crime scene. Some people who were able to go in said it was very emotional, the first time you saw the area since sundays shooting. So again, people can come here to the Elementary School to rutger Elementary School, starting at 9 00 a. M. You might be able to get your belongings. For tonight, another candlelight vigil will be held for shooting victims and the survivors of the shooting. Its being organized. So people affected in any way by the tragedy can feel support. And last night, there was a Prayer Service for the community. Its been a long and very difficult week. Very, very stressful. Very overwhelming. Im grateful to be alive. More than 100 people went to that service, praying for each other, for the gunmans family, and for first responders. A Police Chaplain says many are having a hard time, emotionally. You go into a war zone. Chaos. Everything happening at once. We had the police compound was turned into a makeshift triage. Everybody expects you to be a super hero during the day, but at the end of the day, youre flesh and blood like everyone else. One young woman we talked to said, the shooting made her question almost everything she thought before. She said, thats because she went to Gilroy High School with the gunman, and he seemed shy and normal. I speak for just about everyone watching when i say, i would trust anyone on this stage much more than i would trust our current president on matters of criminal justice. We cannot tear each other down. We have to focus on beating donald trump in 2020. Number 1, we can no longer allow a White Nationalist to be president. On the issue, the moderator asked the former Vice President about the high number of deportations of undocumented immigrants during the first year of the obama administration. Pg e told a federal judge that a wall street journal article saying its power lines of a wildfire threat is wrong. Pg e avoided replacing or repairing the power lines, even though they knew it could cause wildfires. Wall street journal specifically said perg delayed safety work on the power line that started the deadly camp fire that destroyed the town of paradise. Pg e said it looked into replacing 60 of its towers. But one was identified as the starting point of the campfire, was not on that list. At the same time, pg e is asking the Public Utilities commission to approve a billion dollar rate hike. It would increase the average customers bill by 20 a month for the next three years. There was a public hearing on this in santa rosa, but people are still struggling to rebuild after the 2017 wildfires. Utility customers gave very emotional testimony. But that came after pg e had its day first. Our commitment is to keep customer costs as low as possible. While meeting our responsibilities to safely serve all of our customers, even as our changing climate presents significant new challenges and risks. The simple truth is the high utility rates that have increased dramatically and systematically over the last several years as a result of poor management. Pg e has always tolerated some level of destruction and death because it was more profitable. Now, there will be more meetings all over the state, about this rate hike proposal. The public is invited to speak in any of those meetings that are convenient. Or you can submit a written statement to the california p. U. C. The state will have more resources to call on to help fight wildfires this season. Governor gavin newsom announced they will hire more seasonal firefighters. Right now, they will remove dead and dying trees. The governor said the projects should be finished before the end of the year. The idea is to remove fuel that would make it easier for wildfires to spread, that are in fireprone areas. Right now, we treat about 250,000 acres annually. And were trying to up that. Double it really. In the next several years. Besides the increased staffing, the governor also says there will be 13 fire engines in the states fleet of firefighting tools. Time now, 7 17. Jury deliberations continue. Nine women and three men will decide if the defendants, derek almena, and max harris, are guilty of involuntary manslaughter. The defense maintains theres reasonable doubt. Its been almost three years since 36 people died in that deadly fire in the warehouse in oaklands fruitvale neighborhood. Family members and friends of the victims have been at the trial. Now they want to see what the jury decides. Its not about retribution, revenge. Being out for blood or any of that. Or trying to direct our anger. We are here for accountability. I hope this concern to poison medicine, that from now osomething will be done. This cannot happen again. This cannot be allowed to happen again. Now, the jury has spent the last three months, hearing evidence. Including testimony from the defendants, derek almena and max harris. A Sexual Assault victim from San Francisco is taking her case to the supreme court, saying sfpd failed to properly process her rape kit. It all stems from heather marlos testimony in 2010 that she had been drugged and later assaulted. She said she submitted to a Sexual Assault will examination but then police mishandled the results. They were found in offsite facilities, in warehouses, stuffed into cop cars. Marloe filed the suit in 2016. But that case was dismissed. San Francisco Police responded saying rape is a heinous crime, but it will defend the city from what it calls meritless lawsuits. San franciscobased jewel is being sued by a connecticut man who is blaming the company for his ecigarette. He said he became addicted to the ecigarettes in high school. It resulted in a stroke in 2017, and three separate brain surgeries. The company says juul is a safe alternative for people who want to quit smoking. San francisco based lyft is pulling its ebikes after two of its deluxe bikes burst into flames. Those fires occurred in San Francisco and appeared to start in the bikes batteries. Lyft said no one was hurt. But they are investigating. Lyft is not ruling out vandalism. And fda is warning, do not feed your dogs pigeared treats because of fears of salmonella. 121 have been affected infected by salmonella. Petco express stores are now removing the treats from the shelves. The fda has been investigating problems with pig ears from south america. In the last week, they have expanded that and said they would like all pig eared treats removed. Expert says if you have pig ear treatas the home, throw them naway in a container that dogs cannot get to them. Practice time from 90 minutes a day to 30 minutes per day, twice a week. Practices during the off season have been banned altogether. That law is designed to reduce brain injuries. The new law also requires a doctor to be present for gain. Happening today in San Francisco, expect more protests outside of the offices of i. C. E. , against the migrant detention centers. During the night, San Francisco police moved in on the group of protestors. Started arresting them, one by one. Ktvus Cristina Rendon is in San Francisco now. Right now, federal officers are right outside that front door there this morning as people try to go in and get their appointments done. But a quiet morning here so far. Following those rowdy protests from overnight. The people, united. Will never be divided the people, united. About a dozen protestors were locking arms and staging a protest outside of the city of San Francisco. They had tents and signs and drums. But the group started to disperse when officers started to arrive. They did make some arrests. Its unclear how many this morning. The group was protesting separating Migrant Children from their families. And they want border detention facilities closed. That will be the focus of another rally today, at noon. Its organized by various bay area activists who are calling this a month of momentum. 30 days of action, to help close those detention facilities. There will be several speakers. We understand a honduran mother, who was separated from her infant child at the border, will be one of them. They have since been reunited. And again, that rally started at noon today. The group says there will be a protest every single day this month, to help close those detention facilities and help reunite families. Were live in San Francisco, christina righthandon, kt rendon, ktvu news. Police are investigating a double shooting. Last night, around 10 20 p. M. Police rushed to a parking complex. A car sped away. Two men were rushed to the hospital with lifethreatening injuries. Investigators are still checking for evidence and witnesses. So far, no arrests have been made. San Francisco Police say a Police Officer shot and killed a dog that appeared to be a threat. Officers were on patrol when the dog came up to them on cyril magnet street. Police say the dog moved towards one of the officers who shot it. The dog was then taken to an emergency vet hospital, where it was then euthanized. Witnesses say the dog was in a shopping cart that appeared to be pushed by a man who was homeless. Baypoint dealing with vandalism and also racial slurs, spraypainted on their homes and cars. They woke up early yesterday morning, as rock smashed through their windows. When they checked on what was happening out there. They saw blackandwhite spray paint, all over their garage doors and their cars. Im a mother of three. So this is what my kids have to ride in to school. Right now, even to go downstairs and eat lunch and breakfast, we were scared. And any noise, were in a panic. Racial slurs was spray painted on some of the cars and also on the storage container. Right now, the Contra Costa County sheriffs office, investigating this as vandalism. But the families believe this was a hate crime. Time is 7 35. Sonoma county sheriffs deputies say a man died in custody. Deputies say a homeowner near Sonoma Mountain road and adobe road, outside of petaluma, called them, complaining that a homeless man would not leave his property. The man was taken into custody, without incident. Just before 6 45 last night. Deputies say the man became limp. They administered narcan on him, but he was later pronounced dead. Sonoma county d. A. s office is investigating. Environmental concerns are jeopardizing the future of special events at oaklands shoreline park. The port of oaklands most popular event, such as the Treasure Island music festival. But the chronicles administrators have now received a ceaseanddesist order. Last weeks Treasure Island festival damaged the landscape. They must receive approval when holding any event. Time is 7 36. Plans are under way to convert the glen dyer this oakland into a homeless shelter. They offer to lease the building to oakland for a dollar a year. That jail closed back in june. There were coast concerns. It had capacity for more than 800 inmates. Supervisors told the chronicle, this is a creative idea to house the homeless. But some homeless advocates criticize it. They call it inhumane. The county working with the city of oakland on details. Seven people are homeless in Santa Clara County, have drafted a specific plan for the county to use during extreme heat. The new proposal calls on the county to activate a high heat emergency plan, when it reaches 88 degrees outside. The plan would require the county to open cooling centers and set up airconditioned tents near homeless camps. So many People DiscountHomeless People. But they have nothing to offer society. Welcome back to mornings on 2. Time is 7 41. As investigators in gilroy search for a motive to last weekends deadly shooting at the gilroy garlic festival. A lot of survivors are dealing with the aftereffects and the trauma. One woman who escaped the gunfire in gilroy was also seeing gunfire two years ago at the deadly mass shooting in history, the Las Vegas Shooting in 2017. We speak to the woman who survived both of these shootings. In the panic at the gilroy garlic festival, thousands reacting but only one with this. Oh, no. This is not happening again. This is alicia olive. And then this is alicia olive, october 21, 2017, escaping the las vegas. I went into a really deep depression. I would go into sometimes a bar or crowded area, and something about it, id just start to panic. Reporter alicia says it took almost two years before vegas, but she was just starting to feel safe in public places. And then, she came to gilroy. At the garlic festival, with two friends she met in a las vegas vooting support group. Now, all three are part of a small group of americans with a distinction none of them want. They survived two mass shootings. After the vegas shooting, i felt like i would be there again. And it happened. It makes you angry. Alicia said she was near the concert stage. She and her friends left be but before they left the exit. They heard gunshots. I said, i cannot believe it is happening again. Because we were trying to find somewhere to get tougher now, her somber message for others . Massacres can happen anywhere. But, she says accepting tragedy as inevitable isnt good enough. She is a living call to action. We cant tell that to the families. Say, well, thats life. Thats america. Thats not enough. I think its time to say enough is enough. Joe khalil. Police say it is happening right outside car owners homes. This video from police show how quickly thieves can remove the part. There have been 18 cases of stolen catalytic converters in the past 10 days. One victim says her car was one of three priuses targeted early one morning. Turned on the car, and it sounded like a jet engine. It sounded like it was about to explode. Replacing a catalytic converter can cost 3,000. Police recommend parking the car in the garage, install motion detecting lights or park in light areas. Weve had an uneventful commute. Had a couple of crashes. When a car refused to pull over. Chp pull took every the chase when speeds hit 108 miles per hour. Officers deployed spike strips. And that stopped on marina boulevard. Thats where the driver was taken into custody. Its still unclear why officers wanted to pull over that driver to begin with. The fbi is still searching for the shooter in a dead she shooting. Agents say so far, they are not linking him to any particular political or religious group. And the fbi is denying report the that they found white supremacist writings at the home. And sundays deadly shooting at the gilroy garlic festival. Thousands of people dropped everything when the shooting started. And today, some of those people can retrieve their belongs. Belongings. Ktvus Elissa Harrington has more. Good morning. This area remains a crime scene. That means vendors and attendees still have not been able to go back to retrieve personal belongings. But starting today, some people can come here to the rutgers Elementary School to retrieve their findings or at least file a report, describe what they lost, and then they will be able to pick up those items a little later on. Deputy spoke with us and said the gates open at 9 00 a. M. He wants people to know, this is only people who left belongings this the park side of the park. So some items may be given back. Others will have to file reports instead. Law enforcement is asking people to describe descriptions of items left behind so they can retrieve them at a later date. It was a slow process to retrieve vehicles. People had to ride in a shuttle, five miles to a checkpoint. Then were escorted into the crime scene. It was an emotional day for many, the first time back since the shooting. I saw things that i shouldnt have had to see. I felt things that i shouldnt have had to feel. But i know i was there, because i was a grounding space. I know we were there to help people. The process to retrieve belongings today can take at least half an hour. Again, the gates open at 9 00 a. The shooter is being organized by the victims. So people in any way can feel community support. It will start at fifth and monterey. Its been a long and very difficult week. Very, very stressful. Very overwhelming. Im grateful to be alive. Our Community Feels violated. Even people who werent at the festival are obviously hurting and feeling the pain of this. More than 100 people attended the service and prayed for each other, the gunmans family, and the first responders. The Police Chaplain said many Law Enforcement officers are having a difficult time emotionally. You go into a war zone. Chaos. Everything happening at once. We had the police compound was turned into a makeshift triage. Everybody expects you to be a super hero during the day, but at the end of the day, youre flesh and blood like everybody else. One young woman we talked to said the shooting made her question really almost everything she thought before. The new story saying pg e avoided replacing or repairing the lines even though they knew it would be a threat for wildfires. Pg e said it put off. At the same time, pg e is asking the state Public Utilities commission to approve a rate hike. It would raise the average customers bill by 20 a month efficient next three years. Utility customers gave emotional testimony. But that came after pg e had its say first. Our commitment is to keep customer costs as low as possible. While meeting our responsibilities to safely serve all of our customers, even as our changing climate presents significant new challenges and risks. The simple truth is the high utility rates that have increased dramatically and systemically over the last several years, as a result of poor management. And the public is invited to attend any of them or submit a written statement to the p. U. C. Governor newsom announced cal fire will hire nearly 400 seasonal firefighters. Right now, crews are removing dead and dying trees from forests across the state. The governor says 33 of those 35 projects should be finished before the end of this year. The idea is to really remove fuel that could make it easier for wildfires to spread in or near 200 different communities that are in fireprone areas. Right now, we treat about 250,000 acres annually. And were trying to up that, double it really, in the next several years. Besides the increased staffing, the governor also says there will be 13 new fire engines, added to the states fleet of trucks. Jury deliberation continues today in the ghost ship trial. Nine men and three women will decide if derek almena and max harris are guilty. Family and friends of the 36 victims have been attending the trial and now wait to see what the jury decides. Its not about retribution, revenge, being out for blood or anything like that or trying to direct our anger. Were here for accountability. Outside, you see the office is open. Federal officers. But all of those people are waiting in line for appointments here at the i. C. E. Office. This follows a much a very rowdy, i should say, group, last night. Camping out in front of i. C. E. Headquarters. Theyre undocumented. And terrified. And yet, theyre still fighting for their future. That was a Woman Holding a sign saying shes a teacher who is here for her students. And the group of protestors were locking arms and staging a sitin with tents and signs outside. This is near washington streets. And riot police eventually arrive. They began arresting demonstrators one by one. The group was protesting the separation of Migrant Children from their families at the u. S. Mexico border. They want border detention facilities to be closed down. And that will be the focus of todays new rally. It is organized by various bay area activists. They say this is the month of momentum. 30 days of action. Because they want the detention facilities closed and families reunited. There will be several speakers here today. One of them being a hondure an mother who is separated from her baby at the border. They have since been reunited. And every single day, a different person will be here. Whether it will sorry. Whether that be activists, in terms of faithbased groups or pro immigration or antiimmigration sources. All of those are going to be coming together for this monthlong rally. New this morning, San Francisco police are investigating a double shooting, where the victims have lifethreatening injuries. Last night, around 10 20 p. M. Police rushed to a parking lot near cesar chavez. And there were reports of gunfire there. Between 8 and 10 were hurt. Two men who were shot were rushed to the hospital with lifethreatening injuries. Investigators are still checking for witnesses and evidence. So far, no arrests have been made. A San FranciscoPolice Officer, shot and killed a dog that appeared to be a threat. Officers were on patrol when a dog came up to them near Market Street yesterday afternoon. Police say the dog moved toward one of the officers who shot it. The dog was taken to an emergency vet hospital where it was euthanized. Witnesses say the dog had been riding in a shopping cart. Being pushed by a man who appeared to be homeless. Police did detain the dogs owner. Three families in baypoint say they are dealing with vandalism and racial slurs spray painted on their homes and cars. They say they woke up 1 00 yesterday morning, with rocks flying through their windows. When they checked what was going on, they saw blackandwhite spray paint all over their garage doors and vehicles. Im a mother of three so this is what my kids gotta ride in to school. Right now, even to go downstairs to eat lunch or breakfast, we were scared. And any noise, were in a know panic. Racial slurs were spray painted on a vehicle. And storage container. Right now, they are investigating the incident as vandalism. But the family believes this was a hate crime. Plans are under way to convert the glen dier jail.
