This is not the first time that the city has a new plan to battle homelessness, and the situation never seems to get better. Reporter the city is saying that this time it will be different. This time its being spearheaded by the director of Mental Health reform. Hes a medical doctor who has had a chance to dig through the data so far and he says essentially hes had a chance to diagnose whats going on with the citys chronically homeless. Its time to start prescribing a longterm solution. Anyone spending time in San Franciscos streets can see the homelessness crisis firsthand. City leaders say the latest data back center. A new review of city records by the director of Mental Health reform aims to use the latest data to attack homelessness systematically. As far as we know, San Francisco is the first to find the Behavioral Health diagnoses, and identifying the population and tailoring solutions to the populations needs. The data shows that about 4000 people face a dangerous combination of mental illness, Substance Abuse and homelessness. In october the city expects to launch a new program to address the 230 most critical of those 4000 individuals. Getting them City Services and into beds as soon as possible. The first step in with the city says will be an ongoing, multi year, multi phase process. At this point the details on what the longterm plan will be have yet to be worked out for the city acknowledging the frustration in a city that has faced this problem year after year. It happened in an apartment complex on Martin Luther king jr. Way and 64th street. Police say a caller reported seeing a man waving a gun inside the complex. Officers with both oakland and berkeley set up a perimeter around the building and detained two suspects. Officers then searched the complex and found a rifle inside. Now we are learning more about seven of those victims, those who knew them all say that each and every one of them truly loved diving. A loving family, passionate about the ocean and exploring its underwater beauty, thats our friends described the family who died in a tragic boat fire off the coast of santa barbara. They were a wonderful, giving, kind, generous family who enjoyed traveling and meeting other likeminded families. She remembers teaching their daughter how to dive at the age of six. This family has been traveling with us since 2013, tia was six years old, and they went to castaway island with us. Friends of the victims of say they hope this tragedy doesnt stop people from diving because the victims would be heartbroken if their deaths stopped anyone from enjoying the ocean. We also want to mention that the ntsb wrapped up a press conference this afternoon where they discussed how they are conducting the investigation. So far all they could say was that five crewmembers were tested and had no alcohol in their system. Drug test results are pending, more interviews will follow tomorrow and of course another press conference with other updated information is expected tomorrow afternoon. And officials said the fire was blocking the only two ways out of that road. Do we know anything about those final moments, any signs that anyone tried to get out . That is still all under investigation. One of the reporters had asked, do we know anything, whether the explosion happened first or the fire happened first. That is part of their investigation and they will find out soon enough.
