[ crowd chanting ] reporter the picketers say this is not a money driven strike. Its about work conditions and housing and filling vacancies. They say about one in six positions remain vacant and that does have an impact. With one in six positions being vacant come if we care about the community we will have to do something about it. Its been a problem for many years but nothings changed. We are using this contract to highlight that into something about it. Reporter on the other side of the Divide County executive jeff smith the says money is the driving force during closed doors. The agency said the county remains committed to a fair and equitable contract. On the table from the county is a 3 raise each of the next five years equaling 625 million. He said the union rate is 23 times that amount and says Union Leadership has miscalculated and painted themselves into a corner to the detriment of patients who need county services. This as the union canceled negotiations yesterday that will take place today. Right now no plans for the two sides to get down and talk. He hopes there can be progress but only when both sides agree on the facts and not when one side is presenting what he calls alternate fax. Smith wants to see a mediator assigned to try to bring these two sides together. Right now the county is prepared for the strike to go on for several weeks. A federal judge ruled the sites do not violate federal drug laws and that opened the door for lawmakers to create a Pilot Program. Elissa harrington is live in San Francisco to explain what this decision means for the city. Reporter . Many Public Officials are rallying behind these Safe Injection Sites including mayor london breed. They say the sites will cut down on crime and help save lives. Following the judges whirling mayor london breed released a statement that said in part, they help prevent overdoses, reduce public drug use, prevent the spread of disease and connect people to medical care that can help treat their addiction. The mayor said her office would be working closely with the City Attorney to understand what this means for San Francisco. A safeinjection site would bring intravenous drug users inside to a Clean Environment with sterile needles but the actual drugs are not provided. A judge in philadelphia ruled these do not violate federal drug laws. Senator scott weiner co authored legislation to authorize a Pilot Program in the city. I asked him what this means moving forward. This is a huge deal. We are trying to start a safe injection site here in San Francisco and working at the state level to pass legislation to allow that. But theres been a specter of the federal government and threats by the department of justice to go after cities and individuals that participate and so, having a federal ruling that this does not violate federal law is a huge deal. There will be further appeals and this is not completely done but its a big step. Reporter the department of justice previously sued to block the sites in philadelphia from opening. Four people were killed in a crash in San Francisco this morning. The collision involved a wrong way driver on north 101 near candlestick point. All lanes were shut down for six hours. Cristina rendon has the story. Reporter the impact of this crash was so strong and disruptive, no one survived. It was a sad scene with both cars mangled on the freeway. The chp side one of their officers was driving on northbound 101 when they saw the accident around 12 30 am. You believe a woman in a silver sedan was driving the wrong way on about 101 near paul avenue near candlestick. She crashed into a taxicab nearly headon and died at the scene. The taxicab driver was also killed as well as the two pack centers in the backseat. Its unclear how long the woman was driving the wrong way but chp said people called in to report seeing that car on 101 near the 280 interchange. At this point we do not know if drugs and alcohol were involved however that is something we take a look at not only in this collision but all traffic collisions, especially at this time of day or night. Reporter chb is looking into whether everyone was wearing their seatbelts. At least one of the passengers was ejected from the back seat of the taxi. The woman in the sedan was in her 30s. The taxicab driver was a man in his 60s and another taxicab driver showed up this morning to try to figure out what happened. I dont know but im feeling bad when i saw the backseat and two people in the floor. I said oh my god. I dropped my client and came back because i cant go on like this. I need to know who was the driver. Reporter we do not have the names or ages of the two people in the backseat of the car. We only know they were a man and a woman. Chp said they found loaded on the scene so its likely the couple had just been picked up from the airport. We reached out to National Taxi and an employee said they do not want to comment until the taxicab drivers family is notified but he did say this is a sad situation for everyone involved. We are now learning the coroner ruled armstrong died of asphyxiation while being restrained in custody after a restraint called the rabbit was placed on him. The Armstrong Family was told he died of a drug overdose. The da said no criminal charges will be filed because none of the deputies acted recklessly. The search for a kidnapped millionaire tech executive is now a homicide investigation. The Santa Cruz County Sheriffs Office confirms the body of tushar atre was discovered Tuesday Morning inside his girlfriends abandoned suv. Investigators say several people broke into his santa cruz home hours earlier and abducted him. Authorities say they believe the motive at this point was robbery. This happened yesterday morning on hollis street near the home depot. The little girls mother stopped to go into a taco bell and left her daughter in the car with the engine running. Iman hopped into the car and took off. The baby was found later unharmed. Police say the is no reason to ever leave a child unattended in a car, especially if the engine is running. Its easy to say that we dont want to take a baby out of the car because its sleeping or they dont want to disrupt the bay because the baby may be comfortable sitting in a position, but, obviously not doing so resulted in the situation, resulted in the baby being kidnapped. A Good Samaritan spotted the baby still in her car seat on the side of the row half a mile away. At the corner of 28th and union streets. They car is still missing. The bill is seen as a compromise between the state teachers unions and Charter School supporters who have long argued over how Charter Schools impact public education. The Governors Office said the law increases transparency, empowers communities to consider the fiscal impact of the new Charter Schools on existing schools and protects highperforming Charter Schools. This is the first Major Overhaul of the Charter School law since it was enacted 27 years ago. Governor newsom signed a controversial bill into law that allows the city of San Francisco to act as conservator to people who are addicted to drugs or dealing with mental illness. This allows the city and los angeles and San Diego County to help people who may be a danger to themselves. Those people will be allowed to go to court to dispute the decision to require the appointment of a conservator. Critics say despite good intentions conservators means stripping a person of the rights to make decisions for themselves. City leaders in San Francisco could soon get the green light to a makeover of more than two miles of Market Street. The better Market Street project would widen sidewalks, rebuild muni stopped in ban private cards between embarcadero and octavia street. Cars would be allowed to cross market. The San Francisco examiner said the sm pta is poised to continue in january of the city signs off the plane. The project will face a vote from the Planning Commission and the Public Works Department next week. If the sfmta gives final approval on october 15, construction could last through 2022.
