Extreme wind is not here yet but things will be ramping up as we head into wednesday. All the areas in red, red flag fire warning and gusts could top 60 Miles Per Hour potentially for the hills in the north and east bay. Santa cruz mountains could be above 45 Miles Per Hour and in the inland valley scum of the east bay in the north bay we could of gusts approaching 40 Miles Per Hour. The key factor here is that offshore wind. Northeast wind that is extremely dry. There is no moisture in the air in terms of fog. Any player that would start could spread rapidly with the offshore flow. Its already in place. The north bay and the east bay come until 5 pm thursday. It started early this morning. Santa cruz mountains begins at 5 pm today through 12 pm on thursday. Here is of the forecast windspeeds. Notice the bright colors indicate stronger gusts. Mount diablo has a gust of 25 Miles Per Hour and the santa cruz mountains, nothing too strong yet but that will be changing as we head into late tonight into early thursday. We will talk more about the changing conditions and the changes that could move in by the weekend. As the east bay go start the caldecott tunnel will stay open. Caltrans and pg e were able to install generators to keep the lights and the fans and other safety features operating. The power shut off to the east bay is starting to begin as we speak and you can see over my shoulder here there are some nerators across highway 24 up on the upper deck where a Power Substation is located. We got an up close look at those generators in the last hour. He brought in four generators, three are running. The fourth is a bacca. Crews worked throughout the night and this morning to get them installed. They were going through final testing in the last hour. The generators are providing three megawatts of power, powering the lights in the tunnels, the Security System as well as a Fire Suppression and ventilation systems all of the state over safety efforts and for drivers to go through the tunnel. When we built these tunnels we have provided redundant Power Sources so there s actually a power source coming from the contra costa side, the orinda substation and the power source coming from the Alameda County side in oakland. At the time when these tunnels were billed, there was no such mention of a potential power shutoffs. This is a new normal for california moving forward. We understand that turning the power off has a major effect on First Responders and, as i said, on the operation of critical facilities like this and, so, we do not take this decision lightly. Reporter the bay area director for caltrans says they have ordered a bigger more permanent generator for future planned pg e shutoffs. It will take some time to build and will likely be here by next year. Caltrans said they were able to order that through an Emergency Declaration the director made this summer and it will cost 6 million to buy that big generator and also do the work to install it properly. We want to mention the lantos tunnel on highway 1. That one will also remain open. Both the tunnel and the caldecott tunnel will be open during this planned pg e power shutoffs the questions were asked about what would happen if they did not plan ahead for Something Like this, white was able to get to this point where the last second we were hearing the tunnel may or may not now we know it will stay open and we learned that if there was a big earthquake, a major Natural Disaster where the power was shut off in these generators did not have time to be brought in, it was likely they would have had to close the tunnels. The bay area is not ready for Something Like a major earthquake to happen but they do say that major, big generator is on its way next year. Today major traffic disaster has been a averted. Emergency services have been activated during this power shutdown. Alameda countys Emergency Operations center is up and running in dublin. There are representatives from the Sheriffs Office and several east bay police and Fire Departments at the center. He will get alerts about issues such as high wind, traffic problems and house fires started by people using alternate power and lighting sources like generators and candles. We will be her stopping the facility for the duration around the clock, 12 hours on a 12 hours off for staff and we do that for as long as this event is protracted out. We are hoping its not that long. As we get into multiple days of no power, i think we will get busier and we start to see a lot more problems and challenges come our way. The center is getting frequent briefings from the National Weather service so it can position emergency crews in place if a fire were to break out. In marin county 10,000 pg e customers are without power as part of this outage. And sausalito residents and Business Owners are making the most of the situation but theres been confusion about how the power shut off is affecting the city. Even though all of sausalito was originally included in the Public Safety power shut off map. This block, caledonia near johnson, you can see the power is out and many businesses are closed or operating under a limited power. Over here at the markets, there are customers coming in and the owners are trying to keep things cool, operating the lights out because there is no power and they are accepting cash purchases from the customers who come in the door. Across town there are other parts of the city where the power is still on and its business as usual. Drive on the water on ridgeway past the Sausalito Yacht Harbor and you will see several shops, cafis and businesses with the power on. Less than a mile away Restaurant Owners are cooking by flashlight. The power on her street, caledonia and johnson, its out. Its a problem residents have seen before. When the power goes out you have these little culdesacs of power and these little cul desacs of no power. And there seems to be no rhyme or reason to it. Pg e says after the wind dies down it could take days to fully restore power. Crews need to inspect the lies to make sure theres no damage and repair any damage before reenergizing the lines. This is video from last month when power was down and parts of the sierra foothills and the north bay. Pg e said will be a time consuming process for crews on the ground and the air because they have to inspect such a large area. If there is damage, we identify the location of the alifge, what that is, bring in qud personnel to be able to safely do the repairs and then continue with the restoration process. Pg e said because the utility has to come off entire distribution and transmission lines, the outages may affect customers who are not in fire prone areas. People in the north bay who survived the tubbs fire are learning other fire victims about an urgent deadline. A fire destroyed 5600 buildings, many homes. The group of survivors says half of all fire victims have not filed claims against pg e. The deadline is 5 pm on october 21. People eligible to file or those who must property, income and suffered emotional distress. If you fail to file by the deadline which is also called the bar date, you are barred forever from claiming against pg e for this fire. The group says victims do not need to hire lawyers under the monetary value of the claim before filing. The powers out for tens of thousands of north bay pg e customers now. How residents are dealing with the outages and what resources are available to them. Reporter is the utility Public Safety power shut off, if it continues, the bakery will close its doors tomorrow but for now customers are happy. We are fortunate to get coffee and danishes. Reporter the north bay was part of the first phase of the outage. Power was cut after midnight. More than 66,000 pg e customers in Sonoma County woke up in the dark. Pg e has Resource Center set up to help. We are here because we are out of water and we dont have any electricity. I am curious about how long it will be out and does pg e have a better plan to help the citizens of california . Reporter its frustrating for many including the bakery owner. But with dry, strong wind forecasted in the risk of wire fires, he is keeping it in perspective. There is no fire yet. The pg e website is back up and running after crashed several times yesterday as people try to see if their area was affected. Many people were complaining about the site loading slowly or for many it did not let it all. The city of San Francisco is not experiencing impose Power Outages today but today i interviewed mayor london breed and the mayor was critical about utilitys call to turn out the power to so many. I dont support the decision but i do support putting Public Safety first and, in fact, San Francisco has responded to some of our surrounding partners by providing services and support. We stand ready and prepared to provide the support necessary. The mayor said the city is prepared to help members of its workforce who may live in the affected areas. Governor newsom and oakland mayor libby schaaf have been critical of pg e saying the utility needs to upgrade and fix its equipment. A lot of people are waiting to see the wind come through their neighborhood. And this afternoon we see a gradual increase in wind speed but its tonight, after 8 00 tonight, the wind speed will really ramp up across a good portion of the bay area. That is the main event later tonight and into thursday morning. A wind advisory is in place for the north bay hills and the east bay hills until 3 00 thursday. 3 pm thursday afternoon we could have wind over 50 Miles Per Hour.
