Officials at the cdc are still considering whether to update their guidance on facemasks and advise people to wear them in public. Today the u. S. San francisco is reporting its first confirmed case in one of the citys homeless shelters. Christien kafton live now in the city and city leaders said they knew this would happen and thats why they had a plan in place. Reporter thats right, that individual has been tested and isolated and testing is underway for everybody that that person came in contact with. San francisco officials are confirming the first case of covid19 in a navigation center. The department of homelessness said the individual was tested positive after being tested at the navigation center. We knew this would happen at some point so we had a process and a plan implemented overnight. Part of the plan includes moving the person to the hospital or hotel if they do not need care. They are acknowledging that practicing social distancing inside shelters and Navigation Centers is impossible saying the city is suffering from a dual crisis of homelessness and a global pandemic. These are not environments where people should be living longterm in the first place. The pandemic is really revealed that to the rest of the community. Things that our colleagues and people who run these amazing shelters already know on a day today basis. The supervisor is leading the push to get more of the cities homeless into the hotels. A source from the Mayors Office says that would cost upwards of 50 60 million a month, money that the city cannot get back from fema. But its unconscionable to allow people to stay in close quarters are on the streets during this pandemic. From the common sense perspective and health perspective, we need to house in hotels and some of the 30,000 hotels that are sitting empty as we speak. People experiencing homelessness. The city is still working to open up was coney west to thin the spread of the coronavirus in the homeless population. We will be able to accomplish that in a much more effective way. The californias governor also acknowledging the homeless crisis is saying he will have more details on a statewide response on friday. This time tomorrow we will specifically be laying those things out. Homelessness advocates are saying that the current pandemic is a perfect display of really how they believe that homelessness is a healthcare issue area they are pushing for longterm fixes for homelessness Going Forward. Some of those hotels are available for people right now so they are able to isolate people in those hotels if they need to. Right now they are prepping to take the first wave of 30 or so people. Small businesses can apply for up to 50,000 in zero interest loans. The city will set flexible repayment options and terms will be determined on a caseby case basis. Today the u. S. Labor department reported another 6. 6 million workers filed for unappointed benefits last week bringing the total of new unemployment filings in just the past two weeks to a staggering 10 Million People. Numbers weve never seen, so big or so fast. Tom vacar joins us now from his home with more of those numbers. Reporter considering california has 878,000 individuals from oakland and sacramento combined. Today we once again spoke with a laidoff supply chain manager who we met last thursday outlining her futile attempts to get signed on online for online unappointed benefits. After her letters got to the Governments Office she was signed up right away. It was really difficult, date did make comments that they are working on a system. Her advice, apply online, use Google Chrome to do it as well as refrain from calling or going to an edd office. There is a lot of modern day Hightech Solutions that that government could be adding to the edd. The director of the east Bay Economic DevelopmentAlliance Says although the state has done many technical upgrades, he remains cautious. Nobody would be wise to make a prediction that everything will unfold seamlessly when people need certain kinds of services and we definitely, this will be a true test of the system and what it can do. The federal 350 billion Paycheck Protection Program provides loans to Small Businesses and employees that were in existence on or before february 15 of this year. Law firms, and a former edd director says under the program, if the employer keeps employees on the payroll, the loads will be forgiven with no payback required. Employers who are interested in keeping businesses open and employees on a month contact your bank right away. Business owners can apply online through the Small Business administration, federally insured banks and Credit Unions as well as farm credit system. It may be that money will be in the hands of employers in as early as 4 to 5 weeks. s while you wait for that, apply for Unemployment Benefits now, after all you pay for it. Obviously what we hope for is that folks will actually be called back to work quickly and they will not need to rely on an employment if its for very long. How quickly that money will actually get into the hands of those businesses varies from a few weeks to in one case, 16 weeks. Even if its five weeks, and federal government speed, that is lightspeed. Joining us now with more on this economic crisis is a financial analyst. So those numbers are staggering, another 6. 6 million workers filing for unemployment and if its last week in addition to the more than 3 Million People filed a week earlier. That is a big number number but its less than what weve anticipated and the stock market projected favorably to that. However, looking out into the future, until we get to recovery, we are looking at anywhere from 15 million to perhaps 20 million depending on how fast help gets here. Weve heard from a lot of people saying they are frustrated trying to file for an appointment if its. What is the quickest and easiest way to do that . First weve got to put this in perspective heard we had a recession happen in 45 days and weve been told to stay home. So theres been a ton of workers laid off quicker than at any other time. During normal recession its a gradual layout. To those filing for unemployment, its not able to scale for that many people. But i really caution everybody, it is a significant benefit, try not to get too frustrated, just keep working on it. The average unappointed benefit for california is 480, and the government is putting 600 on top of that, thats over thousand dollars a week, 4000 a month, this is significant money to make an attempt to try to bridge the gap for people until they get back to employment. So, help is on the way, it will just take time to get there and our systems are not able to scale right now. Would you recommend people file online rather than trying to call or go into the office in person . Calls will not get accepted because there are too many people calling, and the doors are closed due to the coronavirus. It is important that you get online. If you are older or not computer literate, reach out for help, get somebody to help you. This is never get money for unemployment, i call it unemployment on steroids. One more question, there are a lot of questions about how people will receive those coronavirus stimulus checks, are those based on your last tax filing . Exactly, exactly, or people have to apply. So if you dont normally file a return, will they have to file to get one . They will have to go online and apply for it and follow the process. There will be delays in this thing, but the most important thing is, this is a huge tumulus package, its projected it might even double in the future. There is a sincere effort to try to patch the economy together. The economy was doing really well until the middle of february when the coronavirus took over, so weve got to get that solved so people can get back to work. So many people are struggling right now. George, thanks for your time tonight. Weve got some weather to talk about, today turned out to be beautiful. Tomorrow will be pretty darn nice as well, then we get into the weekend and it will rain around here, showers back in the bay area forecast to the tune of an inch to an inch and a half in the santa cruz mountains. So we will definitely be into this a little bit in terms of rain and snow. Heres the system im tracking, you can see the motion of it. Its a nicelooking system, and behind it there is a secondary wave that will come through on sunday. So the way we set up now, it is a wet bay area we can Going Forward after a number of really nice days. You may have noticed some sniffling and sneezing today. That has a lot to do with the tree pollens out there right now. Weve got a lot that are trending high, so think about that. I know a lot of people these are often get very concerned, but just know that the tree pollens are flying right now. They will tomorrow, again. The current temperatures are warmer than they were yesterday. We got all the way up into the upper 60s, even low 70s in the warm spots. There is a live camera shot, Beautiful Day, a little breezy along the coast. Tomorrow is a nice day, too, but then things change around as we get into the weekend and it becomes wet. Still to come, if you are looking for things to do while stuck at home, the oakland zoo has a new idea for you. In a moment, i look at the new streaming option that the oakland zoo just launched. Im completing the census for my family. That could mean education for our little man and a closer bus stop for her. Shape your future. Start here. Complete the census at 2020census. Gov. During this time of social distancing, places like aquariums and zoos are close. But it does not mean all the animals inside disappear, its business as usual without the crowds. Places like the Monterey Bay Aquarium set it up you can see the animals and fish online on their youtube channel. They have live streams going with looks at the jellyfish, the shark tanks and penguins. The Monterey Bay Aquarium is not alone, the oakland zoo is launching a Subscription Service with a live stream.
