Refurbished for exactly the purpose they are assigned and again our hearts and prayers go out to everybody as it relates to meeting this very difficult week had on and making sure that we have all of the appropriate personnel and the appropriate sites as well as equipment, particularly ventilators, to support those most in need. I want to make an argument for the state of californias efforts putting in person active the work being done, not just here that over the course of many months, by reminding everybody that we started on this journey in january with repatriation flights that came back into the United States through the state of california for people in mainland china, american citizens, we brought them onto air force bases here in the state of california and began the formal partnership with the federal government, the cdc and their respective agencies. Of course that generated a lot of attention and obviously raised the alarm bells for the state of california that we needed to prepare to address not only the needs of those repatriated but began to really start focusing on prepare for covid 19 and the prospect this virus was going to spread. That was brought further into focus with the grand princess cruise line which generated National Attention and generated a lot of energy and focus in Northern California and the bay area. Those relationships were only strengthened as an extension of those relationships being strengthened rather and it forced our hands to really start looking at assets and sites and it would be alternative care sites, not just hospital sites, but alternative care sites, not only to meet the needs of those coming off the grand princess but the expectation that the coronavirus would spread and that peak needs would exceed our capacity to deliver within our 416 hospitals. Over the course of months the state of california has been preparing in a very deliberate way and we phased our preparation in different times, phase 1 is the focus of todays press conference. We want that people to know that our phase 1 procurement includes some 50,000 beds above and beyond what is currently available in our Hospital System. I say currently with a caveat. We have 416 hospitals and some 75,000 licensed beds. We have asked the hospital itself to great capacity to surge by roughly 40 , so 30,000 beds within the Hospital System itself. An additional search, 50,000 phase 1 goal would come from the state working for partners at the local level. 20,000 beds for alternative care sites. Within the Hospital System and acute care and a focus on building capacity at assets, and around the hospital footprints and an end around the Emergency Rooms and operating rooms, with existing staff to the extent we need to have health core support that we have been talking of the past week or so. This is one of 20,000 sites that the state of california has procured. As you can see right behind me quite literally has been brought into a condition where we can start accepting patients as early as april 20. We are here in the sacramento region, where the Sacramento Kings once played, this is a site that will provide 400 beds specifically for patients that are being discharged from the Hospital System and from our emergency departments, are going here directly with mild to moderate symptoms. The acute care will continue to be provided in our Hospital System as part of the letter and larger surge but this is one of a dozen plus sites the state of california has already procured. We currently have locked in 4613 specific bed sites throughout the state of california. We have sites like this arena in every major region in the state of california. Those 4613 beds are currently locked down but they are not by any stretch the totality of what we are trying to sort. And the number again of 20,000 that we are ultimately going to seek. We have 5005 additional beds we currently have identified and they are in the process of negotiations, but we have locked in 4613 again with an anticipated peak into midmay. We are well on schedule and all part of the ongoing preparation plan phase want to get to those 50,000 beds. Let me flesh out more what does beds will look like because they do not all look like this arena. We worked first to secure hospital in Northern California that was no longer operating as it once was, 220 beds specifically available at seton. We did the same with st. Vincent hospital in los angeles, 266 beds made available, by the way that goes operational on monday by the way that goes operational on monday, april 13 because of a partnership with dignity and a partnership with kaiser and i would like to thank dignity and lloyd dean and kaiser and their stewardship and working with the county to secure that site and make st. Vincent operational. And the usns mercy also part of the hospital surge, 550 beds of phase i with their capacity. Those are on the hospital side and those are assets locked in. On the alternative care side of things, not only again this arena but we have identified fairview developmental center, 502 zero beds, 246 beds it order and we have identified other locations throughout the state of california including hotel rooms, and all of the medical stations came from the federal government with the support of the federal government, 2000 beds as part of the program and five sites are already up, not necessarily running and we have unloaded all of the cash, equipment and supplies and have prepped the sites. Three additional sites of those original eight, to hundred 50 beds per, 510 and three remaining, those three are up and around shasta and butte county we have one down in san diego i want to congratulate the work of the county for announcing that an fighting the appropriate site and Nathan Fletcher and supervisors and others, doing that over the weekend and then i site in fresno. We are in the process of unloading and setting up. Those sites plus the hospitals, plus alternative care sites like this, and that is 4613 beds we have locked down and are ready to go. With that said it is one thing to have the beds and another to have the personnel. To explain a little bit about how these are working, i talked about the partnership with kaiser and dignity down in Southern California, each and every site has different operations in different specks in terms of support, who is managing them and where we are procuring the appropriate protective gear and the light the fms sites, medical stations, or county and state partnerships and in some cases the county is taking all of the responsibility themselves but broadly county and state partnerships. As it relates to sites like this we are working with the county and we are working through the health core which now has a total number of applications, this is our website that we launched less than a week ago. Over 81,879 people, as of this morning 81,879 people, have filled out a formal application on that site and that will provide the Surge Capacity in terms of personnel we will need to appropriately staff, as an example, the 400 beds it will be on this specific site. And by the way i recognize for those focusing with real acuity and detailed attention on that health core site we have a lot of existing licensed medical professionals that are currently working and have also played on the site to potentially be redeployed for more acute needs in the system but it is still a jawdropping number. 80 thousand people. These are the phlebotomists, emts, nurses, nurse practitioners, doctors, radiologists, all who have filled out that application. On the physical sites of the Human Capital needed, were doing everything that we can to procure more ppe. We are not naove we are proud to be able to extend a hand of support with those 500 ventilators and send them east, but we are not naove that we need to continue to procure more ventilators and not just gowns and masks and shields and these n95 masks in particular. We continue to do everything in our power to continue to build out that inventory as well. It is a threelegged stool you need the place, the people and the protective gear to make these things work and to meet the surge responsibilities and surge expectations that are part of our modeling. Again the models mean nothing if we began to step back and change our behavior by getting cabin fever and no longer practicing physical distancing. Physical distancing is working. The more we commit to meeting this head on by continuing to practice social distancing but subsequently physical distancing, wearing appropriate face coverings when you are forced to get into a line or be around other people where you cannot practice physical distancing, like at a grocery store, if we continue to do that and we continue to hold the line, these models will continue to buy us time because you by definition are bending the curve which allows us the days and weeks to do exactly what you see being done right behind me here at the arena. Also i want to now ask that the owner of the Sacramento Kings who owns this site to come up and say a few words because we would not be here without him and without his support. Just an example of people all stepping in to meet this moment had on. I want to congratulate he had his partnerships that he has formed with food banks in the sacramento region, the 100,000 masks that his foundation has provided and his personal largesse has afforded in the hundreds of thousands of dollars that the foundation is providing with Cash Contributions to those in need. It is an example of philanthropy at scale people extending their hand. Thank you on behalf of a very grateful state and perhaps you can share some thoughts and words about why you let us open these doors and why you let everyone start working at this facility. When history is written people will remember that thanks to your actions that thousands if not tens of thousands of lives have been saved and as a californian i say that with all of my heart. I like to thank the congresswoman for her leadership in washington and are great mayor steinberg and councilwoman ashby for their partnership and support. This is a very difficult time for all of us and our hearts go out to all of those who have been impacted by this terrible virus. I also want to show great gratitude to the doctors and the nurses and those who deliver us food, all the people on the front lines facing this invisible enemy every single day. We all owe you and we thank you for your efforts. The city has always been there for us. We will be there for the city and any small way that we can. Where we are standing right now is actually one of the iconic venues in sports history. This is where lebron james played his first game and now it is going to be taking care of californians. So its history and its big moment continues. We be or were done with the arena when we moved out we thought but in fact the arena still leaves on. Governor i am an immigrant to this great country and i have great belief and faith in the ingenuity and resilience and determination of the american people. I fully believe as bad as this invisible enemy is, next to your leadership that we in california and we in america will triumph over this. Now let me extend a few other points of consideration. We talk about these 50,000 beds in our phase 1 strategy based on our modeling. Here is some good news. In the Hospital System itself they believe they have the capacity in the 416 hospitals to do even more than the 30,000 beds that they originally proposed. That was a representative of a 40 surge and they believe they can do thousands of additional beds. We believe that is the most appropriate use of resources because the staffing already exists and the footprints at those sites can be expanded much more efficiently and effectively and the staffing much more efficient and effective if that is indeed the case. So the overall numbers will begin to shift between those two buckets based upon the additional plans. Once again i just want to thank you Hospital System, their representatives for doing a wonderful job including on this point. We talked about the 500 ventilators one of the reasons we felt more confident in our ability to extend a hand on ventilators and send them back east is because the hospitals themselves that originally had an inventory of 7587 ventilators , today they currently have 11,036 ventilators so they went from 7500 to over 11,000 over the course of the last few weeks. That is on the basis of repurposed thing and refurbishing all ventilators and also procuring new ones and that has put less strain and pressure on the states effort to procure additional ventilators. But make no mistake, we are full force going around the world to procure more ventilators and we continue to work with companies on bridge ventilators like the ones we have been talking about, like virgin orbit and others are beginning to procure and do more to make sure that we are being innovative in terms of how we utilize existing ventilators and working in partnership with Stanford University and others. This is a quick update. 14,336 is the official count, that is up 6. 7 , total number of covid 19 positives. 1085 is again the number that i wake up first thing in the morning, no exaggeration, the first thing i look at is the number of people icus, 1085. Number of hospitalized 2509. That represents 4. 6 increase hospitalizations from yesterday and a 4. 3 increase the total number of icu patients from yesterday. We tragically have lost 234 lives, excuse me, 343 lives, 343 lives to this virus and our hearts go out to every Single Member and loved one, Family Member and community that have been impacted by these losses. We will continue to update you on the number of n95 masks that have come in and go out and continue to update you on the health core foulks that have signed up and began the process of being evaluated or triaged to be deployed or redeployed throughout the Healthcare Delivery system. I want to continue to thank everybody who wants to contribute their time and energy. I know a lot of us have energy because they are stuck at home and we want to contribute, and the serve. Ca. To start off can you explain why you have been talking about phase 1 is a distinct entity . What exactly does phase i mean your modeling and what is the difference between phase i and any subsequent phases . The first phase we break things down incrementally so we can focus on acuity and we look at our modeling. We looked at over the course of last month and this month, phase 1 is through the month of april. Phase 2 when you look at the models made public last week youll see numbers go north of 50,000 and that would represent phase 2 of our process. This is within the month of april our first phase, 50,000 beds between the acutecare system, the hospitals and alternative care sites, from mild to moderate symptomatic individuals, or those who have been discharged from the Hospital System. That is the breakdown specifically. If we enter into may and our modeling and projection numbers, they show they are continuing to grow and they will enter into that phase 2. Many reporters have questions about the ventilators in the 500 you have sent to the National Stockpile. What convinced you that we could afford to send those ventilators and why did you decide to send them to the National Stockpile and not directly to a place like new york . New york is one of the states in desperate need of the ventilators and we work with our federal partners, particularly bob fenton, the regional director of fema and bob felt it was more appropriate if we could work within the National Stockpile. This does not go to some warehouse and collect dust, they are immediately redeployed as needed based upon conditions on the ground. We could have prescribed what we thought was appropriate that all ive had to go to new york, and they may, that we feel they are better positioned from the perspective of logistics to redirect them to other parts of the country in realtime as needed. The reason we made the determination over the weekend of availability was two fold. One time i mentioned a moment ago, we now have new inventory in our Hospital Systems of 11,036 ventilators, substantially higher than the 7587 that were identified a few weeks ago. In addition to that we are getting back all the ventilators, over 1000 which have been refurbished, and another 1000 are currently being refurbished. We were down, must refurbishing is moving efficiently and effectively and i anticipate receiving an additional 500 ventilators as early as tomorrow but give me a day or two, when they say things arrive and when they actually arrive, some things do not align perfectly but we are confident in our procurement of thou
