Requirement to wear face coverings does not take the place of social distancing. They do not need to be medical grade. Health Officials Say bandannas or cloth masks will do. If this feels like another order, it is important to realize that this actually enables us to lift other more restrictive orders. Reporter that is the hope. Right now, no easing of restrictions has been announced. Notably, Santa Clara County is not mandating masks yet. Residents say they would support it. If we can reduce the amount of, you know, spray all over the place, that is probably a good thing. It should be a requirement, i definitely feel guilty not wearing one right now, i think we have a responsibility during this quarantine to limit the spread of the virus as much as possible. Reporter for the most part, it will take effect at 11 59 tonight but it wont be enforced until april 22. Authorities want to give people who dont have masks a chance to get them. I gov. Pressure is mounting in washington for lawmakers to extend the Paycheck Protection Program that was created to help Small Businesses impacted by the coronavirus pandemic. It ran out of funding yesterday after banks approved more than 1. 6 million in loans, pleading the nearly 350 billion fund. Democrats say they are optimistic the program will be expanded soon. Republicans want to keep it focused on Small Businesses. If we dont have the people who help out on the streets, the contact tracing, if we dont have the police and fire and emts were needed here, it is not going to work so you need to be more comprehensive than just giving money to one Small Business program. It just takes bipartisan cooperation, we can move this thing and be done, we can get the dollars back out on the street. To pass legislation without all lawmakers president , they will have unanimous consent for every member agrees. Many Small Businesses around the bay area apply for that Paycheck Protection Program, and many, they are still wondering if they will receive any money at all. Tom spoke to two Small Business owners today. Tom. Reporter two years ago, joanne and luke savoy so they could buy a yugo studio and a coffee and sweet shop and then came the federal shutdown which led to their shutdown and the layoff of the 16 employees. As things evolved it became clear that we had to put our personal safety and the safety of others, you know, ahead of anything else. Reporter so can their businesses survive without federal Paycheck Protection Programs assistance . Absolutely not. Know. I could not compromise my family, i could not think of going further. Reporter even though they applied quickly, they have heard nothing of substance from anyone. We have done our best to do our Due Diligence but there is not a lot of security around how this will roll out. Reporter another payroll Protection Program applicant primary care dr. David goodman and his closeknit staff before employees have served patients in and around novato including many regional First Responders for almost a quartercentury. I thought it was a program that had my name all over it and other Small Businesses. Reporter when the shutdown came, business sharply declined, so much so that the doctor applied for a loan through bank of america where he had done business going on 40 years. But he was shocked to be told that his practice did not qualify for the Paycheck Protection Program. Reporter i was blocked from applying because bank of america had instituted a policy that only allowed businesses to apply if they had both a depository as well as a lending relationship. That was not part of the rule, so bank of america opened the program to all borrowers once a flurry of complaints and a Class Action Lawsuit was initiated other potential borrowers. Reporter so he then reapplied, dr. Goodman has no idea where his application and the fate of his employees, who he says are like family, really stands. My application and so many others like mine are in limbo. Reporter that makes joanne wonder even more about her limbo. I think wells fargo is probably doing the best that they can but also, it is hard to know who is being prioritized. Reporter bank of america replied just before 4 pm, saying it has 6000 employees processing the applications. It anticipates that more money will be forthcoming. The u. S. Small Business Administration released a statement urging that congress should protect millions more americans and their families by appropriating additional funding to this program. Reporting live, tom descartes, ktvu fox 2 news. We know many of the Small Businesses are hanging on by a thread, they need that money. Thank you so much. Coming up, a reminder to stay home, how San Francisco police plan to keep celebrations away from hippie hill on 420. A random sample of more than 3000 people in Santa Clara County finds coronavirus is much more widespread than previously thought. A doctor joins us next to talk about what it means. The best way to predict the future is to create it and change the world. Here at abbvie, were inventing medicines of the future to create tomorrows that will be healthier. And happier, while making medicines that help people right now. Because thats the present we wanted to live in. And thats the future we all want to see. Abbvie. Here. Now. There are 1870 people who have tested positive for the coronavirus. Stanford just released saver results that attempted to find out how many people actually have covid19 in Santa Clara County. They tested more than 3300 people and found that could be as many as 50 to 85 times as many people actually infected meaning the actual infection numbers could be between 48,080 1000 people in Santa Clara County. Joining us to talk more about the survey and dr. John schwartzberg. Thank you for being with us today. I want to get your response to these results. We were expecting that the numbers that we have been seeing for so long now were considerably lower than what is going on in the population. So in that sense, no, it did not surprise me at all. What is a little surprising perhaps is that the number of people they found infected was a little greater than a lot of people expected. Can you explain how the test works and how people were chosen . There are lot of people that believe they couldve already been infected in the past. Right. What this does, it tests for antibodies, and antibodies come typically with this virus, we think, maybe a week or so after you get infected and they are going to remain elevated for a long time. So if you have a positive Antibody Test, it tells you that, it is not u had an infection in the last few days, tells you that you had it sometime in the past. Know this virus came to our country probably somewhere towards the middle or third week of january, it tells you, since january to now, you probably got infected. If the test is positive. If you are looking at the test results, for people looking at it and saying well, okay, we understand more people could be infected than actually are tested or may have had it in the past, but the death rate is what it is, does that leave some to believe that maybe the virus is less lethal than we originally have thought . I think we had a pretty good idea of its lethality. We know in the elderly population, it is quite lethal, we know in the very young population it is hardly lethal at all. I think with this kind of testing, it, when we can do it much more widely and more robustly, what it will show is likely to be they fatality rate will drop and it may drop considerably. What can you tell us about the caveats of the study . Because i know that there are always some issues we should keep in mind, they should not be used for medical purposes or in terms of advice for people. We are a long way off from using this test for good, strong medical advice. I have had so many calls just today from friends saying when can i get the Antibody Test . I know i mustve had the infection sometime in february. This is, we are not ready for that yet. And there are a lot of labs that are advertising that they can do this test and they will tell you. We are not ready for that at all. We dont even know if the antibodies that are being detected are, can prevent you from, giving you immunity, that is, we dont know that if you have a positive test, that you have to get or you have a get out of jail free card. You may still be susceptible, so there is so much more science that has to be done. Nevertheless, this is a first attempt at this, a small study, there are issues that people will argue about. But it is a very important first step and we have to do a lot more of this kind of testing. Thank you so much for your time. In the south bay, a show of support for healthcare workers as First Responders turned out in force to celebrate in their efforts and throughout this covid19 pandemic. Muchdeserved here.
