She can forward to say this is the information that i thought was accurate, it wasnt and i corrected it. You know, everybody is under a great deal of stress, including our mayors. They want to have the right answer for their healthcare workers and their citizens and they are struggling with this as well. But what is important about the correction isnt just that fema might be right. But it is important for our an operational perspective because you want the public, the healthcare workers, everyone involved in this, the citizens, to understand that everybody is doing everything within their power to try to make this thing, you know, as good as possible, trying to adjudicate, get ppe, find solutions, used the defense logistics. Whatever is necessary to try and help their neighbors. Everybody is all in. That there isnt this us versus them mentality and that everyone is working together. Talk a little bit more about the relationship between fema and city officials during a crisis such as this. What typically happens, when you are managing a disaster of this size and magnitude, remember, this is historic, never in our countrys history have we had 50 states operating under a president ial disaster declaration, which we have today, unheardof. So the federal government typically interacts with the State Governments, the State Government interacts with the counties, tier. For instance, when you go to a Disaster Field Office which is hed in whatever state that has taken place, it is called a joint field office for a reason. And that is that they want to have all levels of government, under the same roof, participating. Because the federal government recognizes the solutions to any resolution for a disaster, the whole community, everybody participating, including voluntary agencies. I want to get back to the other headlines today, that is the extension of the stayat home orders. Not really a big surprise here, we dont know a lot of details, we do know that some of the restrictions will be easy but we dont know which ones those are, we are expecting to learn more about that later this week. Not a real big surprise here. No, and i see what we see, i should say, is that a blip overnight, you see icu beds go up a little bit, hospitalizations but when you look at the number of people involved, the number is lower than the peak we had about a week ago and maybe 10 days ago for hospitalizations a week for icu. So what you are seeing is a trend downward in terms of flattening that curve and we are not overwhelming the hospitals with covid19 patients. That was the key to all of this was to flatten, so the governors, you know, he had six factors he was looking at, ppe, whether we had hospitalization, a second wave coming in we test and trace, etc. , are we going to take care of our vulnerable populations . This administration is on the path of accomplishing most of those and you are starting to see flattening so you heard him talk a little bit about it today, a couple of weeks we might get more tomorrow about certain areas darting to open up a little. Before i let you go, i want to talk more about this joint statement by the six bay area counties. All of them acknowledging that the stayathome orders are working, slowing the spread, and also preventing the hospital rooms, the hospitals, rather, from being ovwhdination that is happening amongst the cities. As they tried to figure out all of the driving factors to make these types of decisions. No question. And what is interesting about it is the San Francisco bay area, that is the seven, eight counties within the bay area, they have been very proactive under what is known as an urban Area SecurityInitiative Grant funding. So when we are hearing that the cdc is expanding the list of potential symptoms, does that mean that the coronavirus is changing somehow . As it spreads through the . Or are we just sort of playing catchup in terms of understanding how the virus resents in a patient . I dont think it is changing the way it presents but as we learn more, we are able to include other symptoms, into the package that we had before. Initially, cdc was saying cough, fever, shortness of breath. Now they are including six other symptoms which we have been hearing about a lot in the last few weeks, the people have been having but those had been anecdotal cases. Now we are seeing that the cdc is including those, in our symptoms for covid19 that we should be on the lookout for. And with that ultimately will mean, which is a good thing, is that more people will be able to get tested. I was going to say, right now the testing, of course, is limited in so many ways, you know, in particular to first responders, healthcare workers and those were actually presenting symptoms of coronavirus. Have to imagine that there is likely to be a surge in additional people who are showing up at some of these testing sites because now, they look at the symptoms they have or did have and they think that could have been coronavirus. I think, with the availability of social media, and the news and peoples access to this, i think people have known about the symptoms for way longer than, you know, just now. The fact that the cdc is actually including the now in their list of symptoms to look out for is just going to help us because you are right, more people are going to be able to go up to the testing site and say i had this particular symptoms, and they will qualify to be able to get tested which they probably would not have qualified before. So this will be good because now people are not going to have to try to find loopholes. They will now have justification to be able to go to the testing site and get tested without a problem. That is going to mean that we need a whole lot more testing kits to be available. Where do we stand . You know, in terms of, in terms of getting more testing sites and kits up and running . I know we are still working on that, we do need support from the national level, testing about 16 to 18,000 people a day, we are trying to get that up to about 25,000 people by the end of this month, and i know that we need those numbers to hit close to 80,000 to 100,000 if we want to start thinking about reopening the economy. We need to be able to test aggressively in order to open the economy back up and in order to be able to find little surges and then to contact tracing, also, so we need to have testing widely available. Are we there yet . I dont think so but we definitely are working on being come you know, just more available for our patients, for people who do need to get tested. Let me ask you before i let you go, about another piece of news that has come out here on the virus, apparently doctors around the country are starting to see more and more middle aged people, folks in their 30s and 40s were suffering serious strokes. You know, as a result ofby blood clots, that are being produced throughout the body by the virus. How troubled are you by this phenomenon . It is concerning because up until now we were thinking this is primarily a respiratory disease but what we are finding out is that like other viruses like hiv, the risk of clotting is much higher with people who have covid. There are so many different studies out right now but one particular study from the netherlands actually said that 30 of people who are critically ill actually had clotting disorders that were positive for coronavirus. And no one has actually seen this kind of magnitude of clotting disorders and critically ill patients. Icu doctors are used to increase in clotting disorders but not to this magnitude so it is concerning and what we are finding is that where large arteries are being affected, those are the ones causing the strokes, and there are heart attacks being caused, so all of this is very concerning and we are still learning about it every single day. It is a work in progress here in terms the research. And obviously, yeah, not just attacking the lungs as he pointed out, it is attacking other organs in the body. It is always good to have you on. Many applied for the loans, many of them have applied for paycheck protection financing, those resources have not yet arrived, and so, this is a grant, it is not a loan, and i think this is a tangible indication of the intangible bond that our Community Shares with our businesses and that we are going to stand together and support each other during this difficult time. T loans, as you and it is not just Small Businesses, talk a ableout who benefit from this money. Absolutely. One of the things that is amazing about our city is we are really a hub for arts and culture, we have a lot of world class arts organizations like the berkeley rep, and the theater in our downtown. These arts organizations have been closed since the shelter in place order took effect. And they are probably not going to open for quite some time, given the need to ensure physical distancing, so how are we going to get these treasured arts, nonprofits, through this difficult time . So they can continue to stay in business. And part of the funding is also going toward residential tenants who are facing Economic Hardship and on the verge of eviction by providing Housing Assistance of people can remain house. So the city provided 3 million to initiate capitalize the fund, and we are also raising money in the community to help bolster the fund. Talk a little bit about how quickly the businesses, the art organizations, will be receiving the money and on average, how much each of those businesses will in fact get. So 352 businesses are going to be getting grants, i will notes that over thousand businesses applied for, so unfortunately we were not able to help everyone which is why it is so essential that we continue to raise private dollars to be able to support as many businesses as possible. The grants will range between 5000 will range between 5020 500. The arts organizations grants will range anywhere between 5000 24,000 depending on, we were able to help these businesses and organizations and hundreds through the housing retention program. Yeah, we have done a fair amount of research to our data science group, in trying to come up with some solutions that could address this crisis. That specifically is hitting landlords now. There has been a lot of talk about tenants and that is great, there has not been a lot of realization that a lot of the landlords in the country are small owners, individual owners. Over 90 of owners and rental homes in california own four or fewer so it is a Small Business problem as much is anything else, so what we are proposing is getting some money, some aid directly to who cant pay, who are impacted by covid19. So why dont they qualify for any of these Small Business loans, or any of the money coming to the Paycheck Protection Program . They are Small Businesses but they dont necessarily qualify as businesses that could get those loans because alex, you may have a rental home that you are servicing and it could have a resident in their paying rent but if that resident doesnt pay rent for over a course of the month, there is no place you can really go to get funding to pay for your real estate taxes, your property minutes cost, your mortgage, if you have one. Repair and maintenance, it is to upkeep the property, so i think a lot of, a lot of Small Businesses have been crowded out of that program. But what im talking about here is really more individuals who do not have access to that capital. Right. So until, you know, to that kind of Financial Assistance becomes available, what are you recommending to Property Owners, people who own rental homes, who are looking down the road and seeing that they are not going to be able to pay that, pay that mortgage here coming up pretty soon . What avenues do they have . In the nearterm, what we are seeing both from small landlords all the way up to some of the largest institutional owners, people are treating the situation with compassion, im not seeing evictions happening, even in the places where evictions are allowed, no one wants to evict anyone in this pandemic. So i think landlords are just looking for a little bit of certainty. So i think typically, they have enough, enough resources to be okay for the very nearterm, month or two but once we start getting beyond that, at least having some certainty that there will be rent paid, be that through a government subsidy or some accommodation of that, money is going to people but that is not necessarily earmarked to pay for their housing so we would like to see a separate fund set up, that tenants could access to pay some or all of their rent during this crisis, or just earmark some of that money specifically almost a section 8 voucher that could go directly to affected landlords because rent is one of the oxygen that keeps the system going, it allows people to remain employed, pay repair people, and keep all of that going, otherwise the system locks up and it can be the first step to potentially a lot of foreclosures and some real softness in the housing market. Potentially a real widespread leave the conversation there. It is good to have you on. We want to get another check on your forecast, lets bring in rosemary. Stanford researchers began drivethrough testing at the Alameda County fairgrounds there in pleasanton. There was a long pine before the site opens at 9 00 this morning.
