Today we see a picture here meeting with Small Business owners and workers as the state prepares to enter phase two reopening the economy. We see the governor wearing facemasks and keeping the 6 foot plus social distance he is keeping with people he is talking to. A lot of businesses are anxious to open backup and it will happen faster in some california counties than others. And governor Gavin Newsoms four stage roadmap to reopening the state california is heading into stage two. Millions of californians have appropriately distance themselves through the stay at home order. We have been able to flatten the curve in a meaningful and significant way over the course of many, many weeks. Just yesterday we put out a report card on our progress using those six indicators that guide our determination of whether or not we can move into these new faces. We talked about new tracing and new technology we want to put a beer to track, isolate and quarantine individuals tomorrow we will have the first cohort of tracers that will start taking our Virtual Online Academy courses, in partnership with you cfs and ucla we made a final commitment to advance that effort using a new Data Management platform in partnership with accenture, amazon and salesforce. That will provide ability and meet realtime to share information and collect data on across county basis basis. That is a fundamental part of our efforts to provide not only the workforce, 10 thousand in phase one, 20 thousand within two months of tracers, and is a lexicon more easily understood that will be deployed to the state of california. Bottom up countybased effort utilizing the existing workforce and the 30 hundred individuals currently doing tracing in the state of california and the augmented resource allows us to move into this phase with our capacity in realtime to determine the spread and isolate and quarantine individuals in a way that will allow us to methodically move through this phase into subsequent phases. Remember, deaths, hospitalizations and icus are lagging indicators. The more testing we do, our ability to track, trace and isolate and quarantine allows us more realtime information. It allows us to move into this new phase and stay in that phase in a judicious and thoughtful way. This whole effort has been led by our health team in partnership and collaboration with Public Health officials all across the state of california. We are putting out the guidelines this thursday and businesses like this can start to open as early as friday of this week. We were talking to rochon a moment ago and what that would look like for him. A supply chain issue and not just a interface issue. Its the things that come through the back door, product displayed here at this business. And it is the ability to sell those products in a thoughtful way with the deep framework of sanitization in the deep framework and protecting his employees, as well as protecting his customers. From the supply chain which we will begin to open up manufacturers, logistics to support businesses like this in this new phase. It is incumbent on all levels that we have strong protocols in place. None more important than appropriate protective gear. The ppe outside of this is foundational to our ability to open up to make sure people have the appropriate face coverings and they have the support they need to keep these facilities and retail establishments sanitized and make sure customers and employees are safe. We are pleased to have had substantial success in the last week in procurement of tens of millions of new mask now coming in almost on a weekly basis. Weve been able to distribute 14. 2 million procedure masks. The surgical masks and we currently have an inventory of 19. 3 Million Masks that have come in over the course of the last number of days. We will get those masks out as soon as we can. I can assure you and all of these months weve never had so many procedure masks and such surgical masks in our possession now being able to be distributed to the state of california. We prioritize our Healthcare Professionals and our First Responders and our assisted living room. We will ask these product lines begin to open up and we have more of this product getting out to the front lines for grocery workers. Getting out to the transit workers and our retail workers as well. Ppe, not just testing and tracing is so foundational in terms of moving into this next phase and being able to methodically, judiciously and thoughtfully begin to reopen our economy without adaptation with modifications. The spirit that brings us here today is the spirit that defined the opening of this business in 2014. Thats the spirit of entrepreneurialism. The spirit of a mindset that alive and well in the state of california. We are in a business that sells californiabased products and designers and makers and brings the ingenuity and talent to bear in making it available to support our economy but also to support other entrepreneurs in our economy and its a long way of saying this. We are not just talking about one Small Business. Its the businesses impact on the entire supply chain and the creativity and ingenuity in the innovative spirit that defines the best of california. Businesses are not just about dollars and cents. They are about community. They are about a sense of community and pride. Where people can make their ideas real and visible. Create opportunities and manifest dreams at the end of the day. At the end of the day i can say this. This all starts as a dream and starts as an idea. Pen to paper. To see your dream come to fruition and potentially be at risk because of this pandemic is devastating. It is a way of expressing not just empathy but a deep admiration and appreciation for these entrepreneurs that put everything on the line and truly everything is on the line as we move into this next phase and make sure we do it right. And make sure we dont jump ahead of ourselves. And have a second wave that forces us to toggle back and put back into place restrictions that are in a position to loosen up. Its a long way of repeating a mantra. We have to rain 19 the core construct of our stay at home orders and make sure we are appropriately doing social distancing in the physical distancing necessary at this moment. Particularly as we move into this new phase where that behavior becomes more essential. We put more and more people at risk as we open things back up. And thats why i cannot impress upon people more, we are not going back to normal. It is a new normal with adaptations and modifications until we get to immunity or a vaccine. We will get there. The question is what happens in between. In this state youve done a remarkable job keeping the positive hospitalizations. People vulnerable in the icus, in a stable place, compared to many other parts of this country. I want folks to know we are grateful for you and im looking forward to moving through this weekend and begin to see some new retail open up with these modifications to start seeing these manufacturers and Logistical Support begin to take shape as well and to rebuild this economy and get us back on our feet. With that in mind before i get to all of the daily updates, i wanted to acknowledge a local elected official. Someone i know very well here in northern california. Former pro tem state senate, now mayor of the seth city of sacramento. Mayor steinberg has been essential and critical in terms of helping to guide us to this point. In one thing is clear to me. At the end of the day we put out these guidelines at the state level. Its application and implementation is manifested at the local level. Thats white local elections are so important. Mayors are so important. The collaborative spirit between the city of sacramento and the state of california has been demonstrable for many, many years but notably many months in this pandemic, including the announcements. We get support that was critical. He was critical in advancing this effort. It wouldnt be appropriate to beginning reopening if we did not affect the mayor. With that sacramento mayor darrell steinberg. Thank you very much, governor newsom. I want to thank you for your steadfast leadership. For your wise judgment. And for leaving california back but in the right and safeway. This cannot be a choice between Public Health and reopening the economy. We know that we must do both. And so you have now sent to us we are now on the ground beginning to think about the implementation. It is not a question of if, it is not a question of when. It is a question of how. How we go about reopening will define as you said a moment ago whether or not we can move with effectiveness to the next stages and open up more. Or whether or not we will have to take a small step, a medium step, or, in the worst case a large step backwards to keep the economy closed for longer. We know there is only and way to go and that is forward. How we reopen at the local level and throughout the state is absolutely crucial. Whatever may seem like a small inconvenience is not an inconvenience when you consider the alternative. To be able to shop at a display California Store but to pick up at curbside is no big deal. To make sure dont come if you are not feeling well and make sure that with the work you have done, governor, to assure we have more masks. To wear masks when you are in public to provide the extra layer of protection. To make sure you are always watching your hands. And that we are always using the right sanitation supplies in our retail spaces. We do all of that in the governor will be in the position, we will all be in the position where we can confidently take the next steps and open more. And return, not to normal but to the new normal which will reconnect us as members of our community which will allow more of our Small Businesses to recover, and ultimately to grow. And will allow us to see that new day in california again, where we are open for business. Thank you very much, governor. Thank you, mr. Mayor. Thank you for your leadership. Again, the central Mutual Partnership with the local level as we begin the application, and implementation come up with these new guidelines coming up on thursday. And the applications and conditions we are setting forth through the weekend over the course of the next few weeks, it is essential that we get feedback. We need it in real time from city leaders and our Health Directors so we are maintaining a Public Health mindset is our top priority. I also want to extend a prioritization beyond just our capacity to begin these meaningful modifications but also to do what we can to help support the Small Businesses with loan assistance. The Small Business Association Administration rather has a number of Small Business loans. And of course federally, the cares act, the ppp program distinguished from ppe, the personal protective in equipment. The ppp support program has gotten a lot of attention and drawn a lot of anxiety from businesses to draw down loans and potentially forgivable loans in the future. The first round of dollars californians did not fare as well as we should have in terms of the percentage of the loans. In the number of dollars we were able to draw down. I want to update you on the good news. The first round of ppp, 33. 4 billion was distributed in the state of california in terms of those businesses supports, with just 60 of the second ppp program. Just 60 of the second ppp program we have drawn down 33. 2 billion. Roughly, the equivalent amount of the entire first program, even though just 60 of the funds have been distributed nationwide. Its a way of saying this, we are doing much better in the second round. Loans, almost three times as many loans have been drawn down and more money. We are encouraged by that. When you add up home programs and average them out we are currently doing about 11. 2 of all of the loans in america and 12. 9 , roughly 13 of all of the money coming to this state. Its getting closer. It is 60 in the second round and thats where we are punching above our weight and critical for Small Businesses to draw those dollars down and critical that people who dont need it dont take advantage of that program and critical for companies that are very large and have huge cash capacity not to compete with businesses like this. That must be the top priority of a program like that. I wanted to update you on the ppp program. Some good news as it relates to california punching above its weight on this second iteration of that plan. I want to give you an update briefly on some very positive developments in orange county. I announced yesterday at laguna beach we announced the work that we had done with their major in the work we are doing in san clemente to reopen the beaches down there and they could not be more complementary of their local elected officials. A prime example of how collaborative and cooperated his team was with my team to come up with appropriate restrictions and being able to open up the beaches for access. The good news is just a few hours ago we were able to make a similar commitment in terms of protocols with huntington beach, dana point and seal beach. Those are opening back up as well and extent they work so closely with our team. We are in a position to make that announcement. Its a spirit of collaboration and cooperation that is necessary as we move forward. Again, i want to express gratitude to folks in ventura, san diego, la and elsewhere that offer guidance and assistance in their best practices and protocols that aid helping support these broader efforts. Huntington beach reopening. Dana point reopening. Seal beach reopening. Working with the county supervisors in orange county, we hope new developments there shortly, as well as newport. Real progress in the spirit of collaboration in the spirit of partnership and i look forward to making subsequent announcements in this space as we move forward.
