The state reported 2500 new cases just yesterday making it the biggest oneday gain in confirmed cases here in the bay area. We have nearly 90 hundred coronavirus cases in the bay area and 328 people have died. We will bring you the governors News Conference once it gets underway. With increased our Testing Capacity is substantially over the past couple of weeks from 20 hundred a day, two over 25 thousand tests per day. In fact, over the last six or seven days those numbers have gone through 30 thousand tests per day. All told they have been tested north of 800 thousand people. We have a lot more work to do but the work of our Testing Task Force has been very, very successful, particularly in not only addressing the needs in the aggregate but focusing our testing strategies and a much more strategic way specifically focusing on rural areas in the state of california and in inner cities to make sure we test all californians and not just some californians. We mentioned a week or so ago new contracts being expanded and some that were new and optimum served which would provide 80 sites in rural parts of the state. The first mobile site we announced over one month ago in partnership with google. We announced their commitment to do 86 additional sites throughout the state. We are able today to launch a new site called covid19. A site that allows you to drill down and get more information about these testing sites. Go to covid19. Ca. Gov. If you go to covid19. Ca. Gov website you cannot find locations by simply pressing in your zip code and provide more information if you wish and if you start with the zip code you see these testing sites come up on a map. You will see it to optimum served and through barely and through the Community Sites we have partnered. The sites not included our testing site hospitals and these are the sites the state has contracted that are approximate. We hope within 3060 minutes depending on where you are and i recognize there are still testing deserts and we have work to do to put more flights on the screen that you just saw. Weve moved with the announcement earlier this week to discuss reopening our economy with modifications. Preopening sectors with modifications. And adapting and reopening parts of california, regional parts of california with modifications, with variances, based on criteria. The fundamental point is the protection of our workers. A few weeks ago we advanced help for folks in the front lines in the state of california through expanding paid sick leave. The federal government provided sick leave expansion for employers less than 5 hundred but not for some of these larger chains and their employers. In the state of california we augmented that with the announcement we made a few weeks back with paid sick leave through that food supply chain. There were others so that were left out of that support. Quite notably out of federal support and those folks are healthcare workers and the folks we rely on the most. Many of our First Responders, firefighters, paramedics were left out of the original sick leave announcements from the federal government. They were not part of our previous announcements until today. I just signed an executive order to extend workers comp benefits in those sectors and broaden beyond Just Healthcare and First Responders sector to all sectors of our economy. It will be called a rebuttable consumption. If you have tested positive or been diagnosed with covid19 by a physician, you are eligible for this workers comp benefit. It can only be rebutted by your employer, but under strict criteria. This is a way of providing support to our critical workers that are essential in our capacity not only to meet the needs of people today but as we begin to enter into this new phase in reopen our economy and our essential for our capacity to deliver on the services we want to expand and increase across the state of california. I can assure you without getting into the weeds in the sausage making here, people are passionate in this space in terms of what they want to see. This executive order will narrow the frame. It will provide some certainty of belief in this presumption for the next 60 days. It has retroactivity to march 19th and extends for a 60 day period. It should provide some calm and relief to our healthcare workers that were otherwise scratching their heads wondering why they were part of some of these original announcements both at the federal and state level and do justice to the incredible heroism. Particularly, on National Nurses stay here in the United States of america. Thank you to our nurses, firefighters, paramedics doing cpr, and the like. Thank you for a Job Well Done and this is the least we can do in terms of targeting that support on a rebuttable consumption for your workers comp. The whole idea is as we move into the second phase we want to keep workers healthy and keep them safe. The worst thing we can do is have a worker that has tested positive but does not want to tell anybody and can spread the disease because he or she cant afford not to work. And so that is why explaining to all sectors of our economy, this workers comp presumption is so important. We want people to feel confident and comfortable. Of course these are benefits after youve already exhausted and drawn down any federal benefits you may have accrued or other state benefits. There are provisions in the criteria we lay out but i think its a very healthy step in the right direction, a critical step in the right direction as we move into this phase two. Im pleased we have our director of department of industrial relations in victoria is here today to talk a little more about this program as part of the department of industrial relations but among many other responsibilities victoria is making sure our workers comp system is working and operational. She is working overtime with industry leaders, business as well as labor leaders, all up and down the state. In trying to forge, to the extent we can, a framework of understanding and capacity and appreciation to make this announcement today. I would be remiss if we did not ask her to come up and talk more about the program and talk more about how you can avail yourself to be more understanding and knowledge about what this means potentially for you. Thank you so much, Governor Newsom and for your great leadership in the space. When a Workplace Health and safety is Public Health and safety. This benefit applies to all workers. All of the frontline workers are risking their health and safety to ensure the health and production of all of us. Our nurses, First Responders, janitors, warehouse workers, farmworkers, Grocery Store workers and all of those putting themselves on the line. This ensures that if you test positive or diagnosed with covid19, that is later confirmed through subsequent testing and you report to work between march 19th and 60 days from today and that positive test or diagnosis is within 14 days of reporting to work, it is presumed that you contacted covid19 through the course of your employment and you are covered under Workers Compensation. Ensuring you of medical coverage and benefits. We have ensured that there are strict criteria to ensure that we are protecting Worker Health and safety. That employers have the ability to present evidence in the case it is discovered that a worker does not have covid19 or did not contracted at work and we are able to quickly ensure that workers are protected and able to get better and returned to work safely for the betterment of all. Thank you to your team for organizing this program in getting the executive order to my desk earlier today. A couple other executive orders are around the issue of Property Tax Relief. For residences and business, personal Business Property tax that people are required to pay north of 100 thousand. Both are familiar to many individuals that may be watching. There was some clarity a few months back as it relates to penalties associated in fees related to the assessment of property taxes. We made up the point we are working with the counties to see if we can coordinate and collaborate in a way that can address the hardship claims that are coming in and allow people to get on payment plans without experiencing a sizable 10 tax code penalty that is assessed on the property tax bills. Weve been working in this executive order will provide more clarity in this space and extend through next may. Extend through next may. The penalty waiver for fees and related fines associated with that 10 tax code requirement will allow people, again with hardships, to get on payment plans. They wont have to experience that penalty at least through the end of next may. We think this is significant clarification and this is significant relief, particularly the timeline that extends into the new year. As many of us have had that 10 fee is assessed, through no fault of our own. Maybe it neglect are nacve about the penalty for being so strong right now. Many people struggling to make ends meet and those property tax bills are so large and challenging. We wanted to provide this clarity in the executive order that we design today. We extend this, not just this relief to personal residences, we are extending the deadline for property, rather personal property for taxes associated with businesses. That currently is a may 7th deadline where you would then have that same 10 tax under the tax code. We are extending that through may 31st of this month. For residences we extend through next year. For businesses we are providing Small Businesses relief at least through the end of the month to give you more time. Weve been working with the board of equalization on this and they were assessing how many calls they were getting and how many concerns that were being raised and provide at least a little more time. Give us more time to provide more clarity to the end of this month. Thats the framework today these executive orders. Hopefully providing some clarity in areas where we get a lot of inquiry and hopefully providing relief for many people that are anxious because of the economic challenges of this moment. The economic challenges are quite extraordinary. We are now facing the need to continue to provide unprecedented support to people filing on insurance claims in the pua claims. The pandemic unemployment assistance grant. 477thousand of those under the pua program. 10. 6billion has been distributed. Remarkably since sunday, 2 billion has been distributed from the ui and pua accounts. North of 2 billion now just then less than a week. I bring that up proactively consistently, because i recognize so many of you cannot wait much longer. You cant wait on a line for human being to answer or your claim to be adjudicated. Wait for some questions to be cleared up. Wait to get the debit card or check in the mail. Just know they are continuing to work as hard as they possibly can at the edd department and we had another Conference Call this morning and the team is doing everything they can and in their power but 2 billion just since sunday through this week. Almost 11 billion now in total again without precedent in our states history. You see these numbers translating to unemployment rates. It will be rather jawdropping. It will be reflected in budgets but local budgets in the National Budget in communities all across the u. S. , our budget comes out and will revise on may 14th. Those numbers will be made more visible and real to people as we work overtime to make sure we submit a balanced budget. We talk about california being a nation state. The one thing we dont have is a Printing Press we are accountable to balancing our budget. I will continue to make this point. We cannot do this without the federal government. We really need leadership at the step federal level to provide the magnitude of supports, just not for the state in california, but for the cities counties all across california were revenues have fallen off a cliff in just two weeks and not even months. Again, these unemployment numbers portend that future. I want to highlight in bracket in light of that conversation. Let me go back to the opening conversation about moving people back into phase two. Back into the economy through this phase two process. We will be putting out guidelines as early as tomorrow as it relates to the industries that will begin to make modifications to our stay away orders. Industries will be allowed to move into this second phase. Primarily in the retail phase and manufacturing and logistics place. They will be the beneficiary of these changes and there will be Curbside Pickup. Still a lot of work for businesses to get their modifications in order. We are working with the counties all across the state of california that was to go further clarifying the expectations will. But the details are in terms of the guidelines and Testing Capacity, ppe and many other prerequisites to opening up even further. On the issue of ppe it is appropriate and i will their pause and reflect on this remarkable moment in our history where we all took off on a plane that we were building as we were flying it. The procurement ppe in the wild wild west a few months back. There has been wonderful reporting on this. I want to complement cal matters and credible work. Also the Washington Post highlighted some of these examples. We have seen some examples in maryland, and new york. Many other states. There will be hundreds and hundreds to be exposed. Some efforts gone awry. We, to the extent possible, in real time weve been updating you. Some of those molding masks that were turned back that we had pictured. We were able to get our money back on those. Others the custom and borders took away in contracts and materialize contracts didnt. There were larger contracts that did not cost the taxpayers a penny but were cautionary tales. A few months back we were able to or at least many weeks back be able to reposition our approach to our procurement in pe. That led to an announcement about a large procurement with company b yg and other nonprofits part of a broader consortium of efforts to relate secure our supply chain for the state of california. Again, why is that so important . For our First Responders and healthcare employees and are Skilled Nursing facilities but also the ppe is critical for reopening the economy. We have this large b yg contract where we talked about the product coming in in may and june and we were a few days into may but we were blessed a week or so ago to get early shipments, earlier than we had anticipated in the contract of the surgical or procedure masks what it allows us to do is to begin to move into phase two earlier than we otherwise would. Let me be specific. We have distributed over 15 million of those procedure masks. A few weeks ago it was about 4 million and now we have distributed over 14 million and we have in our possession 19. 9 Million Masks that we are in the process of distributing. We tried to get it in and out as quickly as possible. We were beneficiaries of these larger contracts and security in the supply chains. Thats good news on the front end. The unfortunate news is on the backend and we needed some certification from federal certifications from the n95 respirators. Thats been delayed on the backend. A little bit of delay on the front end. We are new product coming in and so all of these things worked themselves out. The good news is we learned a lot in that process from those previous contracts. And we are partners now that we did not have in the past. Including the department of justice, the fbi and many others that are helping
