Reporter good morning dave, the meeting wrapped up at 3 00 this morning. This is what came out of it. The omnibus bill approved by the council includes the goal of defining the Berkeley Police department by 50 percent. Unarmed city workers and set up Police Officers focusing on traffic enforcement, and shifting officers away from nonemergency calls related to mental health, homelessness, and other shelter and place orders among other things. It will allocate 100 from the general fund to develop a specialized care unit. 160,000 for an auditor to audit police calls before responses. Councilmembers abstained, saying this is not what the people want. The omnibus bill is a revised version of an original proposal that was introduced. The proposal called for defining Police Departments in the 2021 budget was shot down by the council. We heard from residence after the vote who are disappointed in the councils decision. I want to start by saying i am not surprised, it is disappointing to see the council vote this way. Defining the Berkeley Police by 50 percent. Not a single reason why this could not be voted for was given. There is a lot of flush out with a newly passed bill. But the they will be addressed in future meetings. This comes as body camera video from two of the officers involved is also being released today. A judge says the video will not be released to the public , but members of the media and the public will be watching the video by appointment at the courthouse. San francisco supervisors approve a measure permanently banning the city from profiting off of jail inmates and their families. The legislature called people over profit would make a jail phone calls free. It would and price markups on commissary items. Supporters of the legislation say that the fees are most often paid by the families of inmates. One report by the Baker Centers said that many who pay the fees are women and low income women of color. And a couple of days, the state will decide whether or not Alameda County will get special permission to allow certain businesses to operate including out door dining. Alameda county supervisors unanimously approved the request, by the Health Department for more local authority. Businesses like the idea, but one person at yesterdays hearing said the easing of restrictions should be more focused. In east oakland, there are much higher rates of infection than the rest of Alameda County. So, to have onesizefitsall, and a variance that applies to the entire county, it is probably not a good approach. Alameda county is the only bay area county that did not apply for special permission back in may. Without that permission, Outdoor Dining would not be allowed in places like fairyland and oakland, and the oakland zoo cannot reopen. Contra costa county extends protection for renters that are affected by the pandemic. The supervisors unanimously voted to extend a ban on evictions through september. They freeze ran through january of next year. Tenants will have to show that they lost income because of coronavirus, like being laid off for a business being shut down, or medical expenses. Contra costa county is trying to crack down on anyone who violates safety orders like not wearing a face covering, or social distancing. There is a proposal to allow county workers to hand out tickets to businesses, houses of worship and other groups that do not comply. County supervisors also want to set up a hotline to report violators. Defying the states order to close, she keeps her business open and allows independent stylist to keep working. They will start august 17. Also today, the superintendent of schools will talk about schools reopening. Tony thurman will discuss with reporters what the state is doing to help districts make the difficult decision on whether or not they will hold classes on campus, or continue with distance learning. A month from now, school is expected to start for millions of children and parents. Bay area schools are already planning for online learning. Some districts are trying to come up with a plan for the new year, school officials, parents and tech executives have a lot to think about. We do not know what is around the corner. We do not know what will happen and fall. We need to be flexible and show our children that it is okay. Sometimes we do not have the answers. Is a way to help teachers, zoom announced an academy later this month. The first day of the academy will be featuring experts that talk about improving distance learning. The Trump Administration is now giving up on a plan to require International College students to leave the united states, unless, they are in at least one facetoface in person class in college. The rule would have allowed foreign students to take online classes, and go back to their home countries. Harvard and mit filed a lawsuit. Many other schools join the effort. Students say that they worry about spending weeks and thousands of dollars to get ready for when classes begin. It is inhumane and unfair, most of us have already paid full tuition. We signed leases, we already registered for classes. There is a concern about students traveling, and if home countries will allow them to return from the united states. A new report shows a search and coronavirus cases at the tesla factory in fremont.
