California has now surpassed new york with the most covid19 cases in the nation, with over 413,000. It is important to note that california does have twice the population of new york state. Californias total includes a record single day total of almost 13,000 new cases, 115 people have died since yesterday in our state, bringing the number of deaths statewide to 7,870 since the start of the outbreak. Governor newsom held a briefing today at a warehouse where the state stores and distributes millions of masks and other ppe. The governor gave an update on the states increasing number of cases and deaths. He said over a 7day period, california has averaged 90 deaths a day from the coronavirus. And 7day period, we have averaged 90 lives lost. Thats compared to about 98 lives in the previous 7 days, but nonetheless 90 lives lost, and so its just another reminder, if i need to remind anybody of the magnitude of impact that this virus continues to have. Governor newsom also said the states 7day Positivity Rate has increased to 7. 6 . Thats well above the 5 benchmark recommended by the cdc. Well, now to the outbreak of covid19, and the rising death rate in san quentin print in marin county. More than 2,000 inmates have been infected, 200 staffers, and 14 deaths. I want to start with the challenges that san quentin faces, because being in a kind space like a prison, talk about how the virus can easily spread, similar to what were seeing in nursing homes. Good afternoon to both of you. What were seeing in a two month period of time, no covid cases at all in the prison, but in two months, were up to 2,000 inmates infected, 200 Staff Members, 14, 15 deaths, and its spreading in a congregate setting, and we know thats possible, because we saw just yesterday in walnut creek that 12 folks died in a Senior Living facility. So what happened in san quentin is when there was an outbreak in chino, they transferred patients from that prison to san quentin. At that point, there were no prisoners actually diagnosed with covid19. They tested the chino inmates before testing. They were all positive. When they arrived at san quentin, they put them in tiers in a building on the 4th and 5th tier. That building started to tier, but the floors that were infected, the virus either spread through dropletlets down, or through the ventilation system, and now youre seeing patients being Early Released, Field Hospital on the baseball field. Youre seeing the furniture shop in the prison converted to a covid19 treatment facility. How do you think that the response could have changed or should have changed here . We now have those 14 inmates that have died, and its possible that more inmates could die, as well. That is true. What we do know from state Senate Hearings regarding the outbreak in the prison is when they transferred the patients, the test had taken place four weeks prior, and we know that those tests were probably only valid for 24, 48 hours, and exposure, you can it have, be asymptomatic and that was number one. As they transferred the patients, there was a lot of focus with regard to the ability to handle in terms of capacity. Where is the room for patients to try to minimize the congregate spread in chino . So they transferred them over to san quentin. Unfortunately that was probably a prison decision about spacing, not so much about health. So what weve seen is the local elected official from marin county, mark levin, is talk about trying to put an epidemiologist in terms of the outbreak and command center, so there is more focus on the Health Impact instead of just prison spacing. Some people may hear about what is happening at san quentin and think why should i care . Or may think its contained within the walls of san quentin, but there are implications here, and it does affect the community, right . Yeah, well said, it certainly does. We know there are 36 prisoners under Early Release that are in a facility in the San Francisco bay area, trying to minimize the spread in the hospital. We know that onethird of the beds in marin county are occupied by san quentin prisoners. They dont want community spread, but we have Staff Members and guards comes and going from that prison. What were seeing although we think its contained within those walls, its very easy to spread to the community. We know that not only marin county hospitals, but there are 22 inmate patients in San Francisco county hospitals, san mateo has 24, Alameda County has 4. So you can see that theres potential for that to spread. Although theyre taking measures to minimize it, its not contained withe four this conversation far from over, but were going to have to leave it there. Mark, we always appreciate you coming on. How they are supposed to operate. The rules on which they are supposed to operate. One of those basic tenants is is you dont conduct espionage on the host country. So in this situation, what was going on, apparently, in that houston consulate, violated those norms. In terms of where things go, its entirely possible that the Chinese Government will retaliate in some way that could include additional sanctions, for example, on u. S. Officials. It could include the closure of additional u. S. Diplomatic facilities. You already noted in your package leading up the possibility that the u. S. Government will go ahead and preemptive he shut down the wuhan consulate which the u. S. Operates in china currently. So there are a number of things the Chinese Government could do to retaliate, but i think it signals a greater amount of tension between the u. S. And china, something thats weve seen over these last several week was growing amount of tension. Absolutely. U. S. China relations, as you said, have gotten rost over the past few months and over the past year or so. Black entrepreneurs have long struggled to get their tech startup off the ground and funded, and many say thats because they face discrimination and bias from wealthy Venture Capital ices in Silicon Valley. Reed joins us from the Washington Post. In this piece you wrote, you talked with many Business Owners in Silicon Valley about this particular problem. What is it about the Venture Capital world that tends to leave entrepreneurs of color below hind . What i focused on in this article is that there is sort of a legal loophole when it comes to Venture Capital and alleged discrimination sed on race org ethnicity. If you apply for a job and somebody says im not going to hire you because you are black, you have a pretty good case against them, you can bring that to court. But when it comes to Venture Capital. You really cant. The situation i highlighted in this article is that you have entrepreneurs who are trying to get funding from Venture Capitalizes, and that is really the main Way Technology start ups, you know, get started. We go to Venture Capitalists and say we want you to buy a portion of this country in exchange for funding us, getting us off the ground. And often times theyll hear, you know, racist comments, sometimes overtly and sometimes more subtle in a meeting, and then the Venture Capitalists wont fund them. Only 1 of all venture keep money goes to black entrepreneurs. So theres really no Legal Recourse there. There are some laws on the books that would allow them to sue, but theyve been weakened by the courts, and thats something we focused on in the article. You write about a Key Supreme Court decision that came down earlier this year in march that kind of watered down the laws in this area, you know, protecting against this kind of discrimination. What did the court say here, and what was the effect of the opinion . Right, exactly. And that case was byron allen versus come cast, which went to the Supreme Court. He owns a media company, and was trying to get comcast and other outlets to carry his channel, and they said no. He is africanamerican and he alleged that the reason was because of his race. And what the Supreme Court said, and its not so much the byron allen case that is so important, but what the u. S. Supreme court solidified into law is that if you want if byron allen were to win this case, he would have to prove that if it were not for his race, he would have received that contract, and thats a very clearcut final way of looking at it. In fact, when it comes to these business relationships, its rarely so clearcut. Oftentimes there is evidence of bias, but nobody is going to say, you know, im the only reason im not investing in your company is because you are africanamerican. That just doesnt happen. Site sets the par very high for these court cases. And its arguability whether anyone would sue in this world of Venture Capital, because if you raise a stink about these issues, youre often frozen out of the whole industry, but legal experts told me it does make a difference when laws are considered to be weak, and that stronger laws would actually have an impact. Yeah, thats why, as you write in your piece, you have some so few of these black entrepreneurs who are staking any sort of legal action on the issue. We have to leave the deliveries.
