Dispatch. Two two officers showed up. They went to wake up the driver and both were standing on the drivers side. I depth hearing them say put the car in park. Put the car in park. I could the reverse lights go on and off, on and off. As they checked on his well being to see if he needed medical attention, the driver started to wake up, quickly put the car in reverse, knocking both officers down. Reporter but one of the officers was more than knocked down. All of a sudden the guy just reversed and kind of tracked the officers for a little bit. One of them was caught by the vehicle and was dragged about 10 to 15 feet. He was not run over, but he certainly was dragged. I was really scared for them. Reporter police say the driver sped off, and investigators are looking for him and his car, a light colored suv. The best thing to do is for the driver to turn himself in. We want to let that we are but hovering over this quest on sunday, a gunman opened fire on two Los Angeles County sheriffs deputies sitting in their car. They survivend the surprise attack. Now Oakland Police say they wonder if the driver was simply trying to escape the officers recklessly, or was he intentionally trying to hurt them. Especially in this particular time, we know with all of the things that are happening with law enforcement, and certainly could have been a more serious situation. Also in oakland this afternoon, firefighters are monitoring conditions at a building in that builds chinatown that was heavily damaged by fire. It started around 8 15 this morning and quickly went to 5 alarms. Fire Officials Say the fire appears to have started as a Dumpster Fire and spread to the twostory building. It has restaurants and stores on the ground level and the building runs along 2 3 of that block. Everyone made it out safely. Just the amount of personnel that we needed to get on top of the roof and into the building to get this fire under control. We had to rotate crews. Its not a normal fire. No injuries have been reported, and the cause of that initial Dumpster Fire is under investigation. This afternoon, San Jose Police continue to investigate a shooting that left two people dead and four others injured. This happened during a vigil at about 10 00 last night on south 8th street, two blocks away from the San Jose State University campus. Jesse gary joining us now live. The San Jose Police department preparing to reopen the 600 block of south 8th street, just waiting for the crime scene technicians to finish up their work at the scene. There is not a description of e used for the getaway. Those descriptions remain with the victims of this attack. I was just sitting in my room, and just working on my laptop, heard five shots go off. Then heard a bunch of screaming. Reporter neighbors say shortly before shots rang out around 10 00 tuesday night, a Candlelight Memorial Service was being held in the 600 block of south 8th street near reed street. At least one car was heard speeding from the scene. Six were hit by gunfire, leaving two dead and four injured. I was inside, but i heard the gunshots. I came to my porch and checked it out. When i walked out, i saw a car take off. Reporter detectives say it was a call for service to the same area 90 minutes before the shooting, but arriving officers at the time found nothing. Were looking into that, as well, to see if its related to the 10 00 call. There were no victims or any indication of something happening with that 8 30 call. Reporter the shooting took place a few blocks from the San Jose State University campus. Some neighbors say violence in an area populated by College Students, recent graduates, and families, is not uncommon. Sadly like kind of typical. There are things that happen around this neighborhood. Im not shocked by it, but its pretty crazy that something was shot. Reporter the police chief email add statement to fox 8 saying in part because the area is locationed in the campus, u monitoring the situation and performing extra patrol checks in the neighborhood. It sucks because it is in our neighborhood. This is not the type of community we want to live in. Weve learned the candlelight vigil that people were attendling last night was for a man killed in an accident on the 101 freeway. San jose police do not believe that accident is connected to the shooting, which raises the question what prompted the shooting. Names of the victims will be released once next of kin are notified. The Trump Administration today outlining a new plan on how it will make a covid19 vaccine available for free to all americans after one is approved. Officials with the cdc said within 24 hours of that vaccine receiving emergency authorization, it will be transported to Distribution Sites across the u. S. The vaccine will be distributed in four phases with healthcare workers, the elderly, and those with Underlying Health conditions getting vaccinated first. The cdc said it anticipating a vaccine will initially be granted an emergency use authorization before a full formal approval. Can you explain the difference between these two processes . Yes, thanks for having me on. Emergency use is given in the context as the name suggests of be a emergency it doesnt alway the same level of scrutiny of data before it is given. Remdesivir, the trial, there was an emergency use authorization before a cart blanche fda approval. Which requires a Regulatory Commission meeting. Seethe fasttrack that fda sort of approval, but not full clearance. I you to explain the main objectives here. We know in the begin, quantities of a vaccine are going to be limited. Yes, so the main objectives of the distribution are first of all to give a premium for rapid distribution from the time its approved, to the arm of somebody. And thats easier said than done. First of all, you have to figure out who to give it to. How are you going to transport that, because the top three vaccinings all require extensive cold chain, and not regular refrigeration, but requires in some cases up to negative 70 degrees celsius. So if youre thinking about going to walgreens to get it, theyre going to have very specific freezers that are equipped to handle the storage of these vaccines. And then even though its free, you have to worry about whether or not people are going to trust the data and get the vaccine, you know, given the Public Discourse thats going on currently. Yeah, we know that confidence is something that is questionable right now. We know that several companies, doctor, are working on a vaccine. Is there a potential here for more than one vaccine to be approved . Yes. I mean, there is the potential for more than one vaccine to be approved. It will be kind of a weird thing, because usually when we have had a flu shot, you dont have to decide which one are you going to get. The fact that several vaccines may come out at the same time, you know, if they are generally the same in terms of efficacy, they will help with just making sure a lot of people get vaccines, although its usual lay twoshot series, so if you have one of one vaccine, you have 20 to make the same one f shot. And if they have Different Levels of efficacy, i think it will be difficult to choose one or the other. In most instances, the government chooses just one vaccine. This may be a kind of unprecedented response in having several come off the block, but thats really just distribution, to make sure a lot of people can get access to a vaccine, regardless of what type it is. The state reported about reported 2950 new cases yesterday. The 7day average of about 3600 is lower than its been since midjune. Still 164 more californians have died from covid19. The skate has now administered more than 13 million tests and the Positivity Rate for testing is now down to 3. 6 . Hospitalizations and icu admissions are trending down, but the governor said that things can change quickly. We just went through a long threeday weekend. That data has not come in. These are lagging. Thats information coming in over the course of the next few weeks, and thats why we have tiered status and buffers between the tiers. We want stability between tiers. According to the states fourtiered system, five bay area counties are in the most restrictive tier 137 thats the purple tier. The other counts are in the red tier. Here is a live look outside at the oakland estuary, and over the past week, we could not see the San Francisco skyline from the rooftop camera at our ktvu studios in oakland, but as you can see here, a much different story today, the city perfectly visible and looking beautiful from the east bay. Mark, i guess the big question now is are we in the clear, so to speak, or any chance that we get the return of some of that smoke from the fires that are still going . Well, alex, were in the clear over the next at least probably couple of days as we head to thursday and friday, but this is a weekend where there is a chance to see more smoke and haze. It has been a refreshing change, and of course the t, th mentioned, this is a 30day stand a system to the north, that has been pushing the smoke out of the bay area. Youve been hearing a lot about hurricane sally. Here is the radar loop and the track. This is a Tropical Storm moving to the northeast at about 7 miles an hour. When this storm, only moving two Miles Per Hour earlier, when its moving at that pace, rainfall is the big issue. Take a look at this one site merely near pensacola. Election and the east bay Regional Park district. Crews are making more progress on that stubborn fire and butte counties and has charged more than 273,000 acres. 15 people have died. At last check, that fire was just 36 contained. Crews say they were able to hold the containment lines overnight with the help of cooler temperatures and also lighter winds. Now, the massive august complex fire continues to burn in parts of mendocino and humble counties. It broke out one month ago as a result of lightning strikes and has since burned more than 796,000 acres. That is now the largest fire in modern state history, containment here is just at 30 . The bob cat fire burning in Southern California is threatening the historic mount wilson observe tory near los angeles. This comes at more than 16,000 firefighters are on the front lines across california. Kristina coleman has more on those devastating wildfires. The main system were tracking is not here, its up to our north, along the north coast and pacific northwest, coastline, up toward portland and seattle. A northerly flow could bring us some more smoke, causing a bit of haze in the sky as we head into the weekend. This is friday morning. How are you able to meet the demand right now . So very early we scaled up with some new programming. We served our seniors who needed to shelter in place and delivering to 12,000 seniors every week. We stood up what we call popup pantries in various neighborhoods throughout San Francisco and marin. We needed this new programming not only for the demand, but much of our prepandemic programming had to shut down because it was either indoors, or it was run by the volunteers were seniors who could no longer do that work. So obviously youve had to adjust in more ways than one. Barbara, what right now is the biggest challenge for you . I think the biggest challenge right now is just this sustained need in the community. Right now, we are planning for that to last for the next 12 months, and we have scaled up. We hired more staff, and we scaled up as far as our equipment, but the biggest challenge right now is just that we know were going to have to sustain that for about the next 12month period. That is really sad to think that right now the data that youre gathering suggests that this could go on for another 12 months, meaning more people struggling, you know, months out. Yes. We believe that that is going to be the case, and many of our new participants are our neighbors who are seeking food, seeking Food Assistance for the first time. Yeah. And barbara, your message to folks at home who might be wanting to help the food bank . The best way to help us is with cash donations. Again, because we had scaled up at such a rapid rate, and you can also help by volunteering. We have volunteers who are delivers groceries to seniors.
