Seeing there in that fire zone . Yeah, the winds are still blowing in that area. 25 to 35 Miles Per Hour or so, with gusts perhaps reaching even a little stronger than that, and that northeast wind is creating very dry conditions. Were talking about single digit relative humidity. Giving you a look at Storm Tracker two, where we have, over the course of the last 24 hours or so, watch that northeast wind ramp up, come through the bay area, and its still out there. The wind advisory allowed to expire earlier today, but if we get into years of the north bay, you know see relative humidity is down to 5 in many areas, including sassoon and the vacaville area. Taking a look at the big rock area, we have 7 relative humidity here, and into the Oakland Hills, relative humidity here between 5 and 10 as well. So while the winds have eased up, still very breezy in some areas, and we continue with the red flag warning because of those very dry conditions. I want to point you over towards santa cruz. We did lose the reading over areas of boulder creek, but take a look at what is going on here. We have 24 relative humidity. So a little closer to the coast. Meanwhile, for our north bay hills, east bay hills, that is going to be extend until tomorrow. That doesnt expire until 5 00 in the afternoon. Reporter this just in, alameda, san mateo, santa clara, sonoma, and just in, marin, have all been cleared prerestoration inspections so they can get their power back on. Here is that story. Last night the bay area dodged not a bullet, but a highspeed meteorological freight train. Cal fire said 27 new fires sprang up statewide. Fires the firefighters beat back. A truly amazing outcome. So our increased staffing, the local prepossessions, and even more importantly the publics help. Reporter more than 90,000 pg e customers in 8 counties were without power. The overwhelming number of them in the north and east bay counties. Pg es Public Safety power shutoffs seem to do a good job new n preventing blow torch fires. Another amazing outcome. But goldengate weather, in such weather conditions, nothing is patently obvious. Hard to prove a fire that didnt start, what the evidence of that was, unless a tree branch hit a power line. But even then, you dont know in that would have caused the fire. To pg es credit, they were turning off smaller circuit areas. Reporter red flag warnings for the higher altitudes of the north and east bay are set to last until tuesday at 5 00 p. M. Others sooner. Some areas will be getting the all clear, so to speak, before other areas, meaning its safe to start patrols, start inspecting the lines and any wind driven damage. Reporter that mean that pg e crews will not be able to inspect lines and equipment until they get the all clear, to do so, and then restore power. So even when these winds dissipate, were still going to be left with incredibly dry conditions, so until we get a good amount of rain, fire conditions are still going to remain elevated. Reporter without soaking rains what lies aheadwindwise is sobering. All the way through november into december, and even later on in the year, but once we start get, you know, of course had some rain, then they arent as much of an issue. Really, there is no in the end sight. If fact, its very likely that this fire season will really be a fire year, and it will roll right into 2021. A number of Sonoma County schools were also affected as well, with some of them canceling classes for the day. The city of berkeley and other east bay communities issued an unprecedented recommendation to residents to preevacuate before those dangerous winds picked up yesterday. Alex, the collective sigh of relief in the east bay hills may be as strong as those overnight wind gusts, but people say they have no regrets about having evacuated. Reporter debbie kendall, and her golden retriever sammy, and her husband, decided to leave their home on grizzly speak and spend their night in the relative safe of a hotel. Its such high anxiety up there when everything is so dry. Reporter with the conditions ripe for a wind driven wild, berkeley urged people to leave the area sunday rather than risk a Mass Evacuation in a disaster struck. We were afraid, so we came down here to stay. It was the smart thing to evacuate. Didnt get much sleep last night, because of the wind and also the concern over what could happen. Havent that concern and with the endorsements of the Fire Department and other emergency agencies, the city issued the peremptory advisory for the first time before a fire even started. It was not a mandatory evacuation. This is unprecedented, and we would not have advised residents to leave their homes before sunday afternoon if we did not think that there was significant risk to their safety. Thankfully, you know, we did not have a fire in berkeley. Reporter residents in the Oakland Hills and in parts of Contra Costa County also received recommendations to evacuating, publicly those who may have trouble leaving no, maam a hurry, but those notices were less it. To urge them all in unison to evacuate without a direct point to photo or multiple points to go to, could cause, frankly, even more concern or fear, and confusion. Ful but many in berkeley who did leave say they have no regrets. Some people might say was excessive to take a step like this, but, you know, better safe than sorry. Its a familiar sight to anyone driving to or from the city on interstate 80. The landlord of that building, to the, said that coke no longer wants to pay rent for the rooftop spot. Vote yes on prop 25 to end money bail. In just minutes, judge Amy Coney Barrett is expected to be confirmed to sit on the u. S. Supreme court. The full senate set to vote on her confirmation tonight. It comes 38 days after the late Justice Ruth Bader ginsburgs seat was left vacant. All democrats are expected to vote no, while only one republican, Susan Collins of maine, is expected to vote against barrett. Judge barrett will become justice barrett, and this is an historic victory. Barrett will be President Trumps third justice put on the Supreme Court. And joining us now for more on the confirmation of judge Amy Coney Barrett to the Supreme Court is our political reporter greg lee. Greg, it seems all but official that they will have enough votes to be confirmed. Like alex said, we are watching this closely right now on the senate floor. Mitch mcconnell is giving his final statements before they take that vote, and to that point, we are expecting a likely 52 to 48 vote in favor of her confirmation, in the republican controlled senate. Against Susan Collins likely the only one to defect from her party and vote no. Senator lisa murr cow ski from alaska said she would vote now on the procedure which she did, but she is likely to vote yes on the confirmation. Going back about a month to the death of justice ginsburg, democrats decrieds the process saying it should be up to whoever wins the president ial election to choose the next nominee to fill that seat, and that this goes against precedent. Republicans have argued that there is no press dent, because they say they control the that and they control the white house, so they can do what they want. The bottom line is, when and in this confirmation does go through shortly, it will make history, because previously the closest to an election a Supreme Court justice was confirmed was in july. Again, are just 8 days out from election day, cristina. Yeah, a week away. And then we have the control of white house and congress at stake here, is what does her confirmation mean for the court . Sure, and this is huge. This is a lifetime appointment. She is only 48 years old. This is President Trumps third Supreme Court appointee and confirmation. This is a big win for conservatives, because it will give them an outright 63 majority on the nations highest court. Democrats throughout this hearing have used the Affordable Care act at the center of their arguments, arguing that a conservative court could strip millions of their healthcare. They pressed her on the issues of aca, of gay marriage, abortion rights, because she is pro life. She was careful not to response respond or answer anyone of those questions or hypotheticals, but the bottom line is we could see a empack on issues for years to come. The Affordable Care act is set to go before the Supreme Court the week after the election. And speaking of the election, there are a number of cases related to mailin voting that are before the Supreme Court that she may be able to chime in on, and the idea of a contested election. Barrett has not said if she would recuse herself on an issue like that if it were to come to a contested election before the Supreme Court, cristina. All right. Well, we know youll be watching it closely. Well check in with you at 5 00. Greg plea reporting live for us. Thank you. The u. S. Is seeing a sharp increase in covid19 cases. More than 85,000 new cases just on friday, and hospitalizations across the country starting to tech up, as well. Jonathan has the latest from atlanta. Reporter the numbers are staggering. The u. S. Averaging about 70,000 new coronavirus cases every day with new end in sight to this new surge. We saw a small decline on sunday to just under 60,000, but there are still about two dozen states hitting record highs, with intensive care units now getting overwhelmed again. Despite the surge, some states are considering the process of reopening, including hard hit new york city where movie theaters are now open again for the first time month ins, but most new yorkers say theyre taking a wait and see attitude. Hopefully she will follow through. Reporter the main Sticking Point on the stimulus negotiations aid to state and local governments which President Trump wants removed from the final package. Well, unlike the rest of the country, San Francisco is seeing a very low infection rate for covid19, and the hest death rate of any big city in the country. Experts are crediting those army shut downs, a cautious reopening, and even the influence of the tech sector, as well. I had a chance today to talk to dr. Robert, the share of the ucsf department of medicine, who believes if the rest of the current had followed San Franciscos model, there would have been far fewer deaths nationwide. When you take the deaths per population of San Francisco, and you if you extrapolated that to the entire united states, we would be around 45,000 deaths in the united states, as opposed to about 225,000. So more than 150,000, maybe 160,000 lives would be people would be alive in the country had mirrored our experience in San Francisco. Of the 20 largest cities, we had by far the Lowest Per Capita death rate. So what did San Francisco do right in your eyes . I think we did a lot of things right. The political leadership, i think, has been spectacular. I think the mayor, the city Health Director, the other leaders of the city, have done a wonderful job in communicating clearly, giving us good news, giving us bad news, making it clear what we need to do in order to stay safe. I think the Corporate Leaders have also been terrific. If you think about it, it was the googles and the twitters and the facebooks that told people to stay home two or three weeks before the city did, in late february, early march. Rib when i heard google tell people to stay home, that was the moment i said wow, this must be serious stuff, theyre smarter than i am. There has been a longstanding very fruitful collaboration between the department of hub Election Health and ucsf. It has always been good. This it was remented during the early years of the aids epidemic, where they came together to figure out how to come up with guidelines, how to engage the community, how to do Public Health, and also do Research Statement attempt, so we could learn from our experience and get better and better. And that relationship from the early years of hiv in the mid 1980s, to today, i think has led to an unmatched collaboration between a university and a Public Health department, and so when the city said we need some help with laguna honda, ucsf came in and helped. When she the city said we need to extend testing beyond what we can do, our faculty and trainees did allnighters for a couple of weeks to develop testing capacity, which they then made available not only to the city, but to other hospitals and Health Systems throughout the bay area. So its been a wonderful collaboration, and i think this has been weve seen the benefits of that play out over the last six months. Finally here, doctor, and then ill let you go, but looking forward here, obviously San Francisco is well positioned right now, especially compared to the rest of the country, where, as you know, were seeing cases surging in so many states. How do you avoid getting complacent and back sliding . Thats the biggest risk. I mean, that the biggest risk is success, that people feel like weve done so well, were okay. We dont have to worry about it. Dont think thats going to happen here. We could have seen it in june. June we started to see a pretty big surge in california. The mayor came out, and said folks this is serious stuff. We could lose all of the gains weve had, and people turned it around. It was interesting, because in San Francisco, during that period, we had a few dozen deaths. In los angeles, they had several thousands. So not all of california turned around, but in San Francisco, they did. So i think were going to be unfortunately weve seen this movie before. Theres going to be a surge all over the place. California is beginning to bump up a little bit. Im worried about it. I will not be surprised if you see the mayor and Health Director come out in the next couple of days and say folks, if were not careful, we could be like all the rest of the current in the fact weve done well in the past is zero guarantee that well do well in the future. Yeah. And as it stands right now San Francisco is the only large urban area here in california to move into the least restrictive orange tier on the statements reopening system with the risk of infection in the city considered to be minimal.
