Topping our news this morning, it was a heated debate last night for the republican president ial candidates in Southern California. Yes, seven republican candidates took part battling to get attention and battling to get airtime. Some of the attacks were directed at donald trump, the leading republican candidate who was not there. Ktvu political reporter greg lee has that story. Seven republican president ial hopefuls took the debate stage in Southern California at the Ronald Reagan president ial library at the second debate. The economy again front and center as candidates targeted President Bidens policies and his visit to striking autoworkers as joe biden doesnt belong on a picket line. He belongs on the unemployed line. Biden has failed. Wages are not keeping up with inflation. Biden showed up on that picket line. But why are those workers actually there . Its because of all of the spending that he has pushed through in the economy thats raised the inflation. The reason why people are striking in detroit is because joe bidens interference with Capital Markets and with free markets for the second time. Former president trump, whos leading the polls by more than 40 points, skipped the debate. Some of the candidates, including second in the polls, ron desantis wasted no time in slamming him. Donald trump is missing in action. He should be on this stage tonight. He owes it to you to defend his record. Youre not here tonight because youre afraid of being on this stage and defending your record. Trump again, put on some counterprogramming speaking to autoworkers in michigan yesterday, joe biden came to michigan to pose for photos at the picket line. But its his policies that send michigan autoworkers to the unemployment line after serving as chief instigator last debate. Vivek ramaswamy tried to change his tune, seeking party unity. I think this Artificial Division is unhelpful in our party. The real divide is not between the republicans on this stage and in the Reagan Library. I want to say these are good people on this stage. The good feelings did not last long as others clashed with him over his foreign policy, including ukraine and china excuse me, by degrading the russian military, we actually keep our homeland safer. We keep our troops at home. And we all understand article five of nato we have when in fact, with the American People on this. I thought you said something about waiting until your turn to talk tiktok is one of the most dangerous social media apps that we could have. And what youve got. He sat down with Foxs Sean Hannity and accused Florida Governor ron desantis of hypocrisy over oil drilling. Nikki haley laid him out tonight. He signed a 2019 executive order. Im a governor. I know what an executive order is. Why would you sign an executive order saying you will not do offshore oil rigs in your backyard and then blame biden for not doing more across the country . Com our time now 404 tonight at 630 at oakland city hall, oaklands Police Commission will hold a forum getting feedback from the public about what it wants in the next police chief. Now the city of oaklands been looking for a new Permanent Police chief since Leronne Armstrong was fired last february. The oakland naacp had been calling on the Police Commission to put armstrong at the top of its list of candidate seats, which they will submit to mayor shang tao, who will make the final decision. But complicating matters is the infighting within the Police Commission. Members are accusing each other of trying to intimidate one another and force their choice of candidates onto the other members of the commission. Well we now know that a freeway shooting yesterday morning in oakland caused the shutdown down of eastbound interstate 580. It happened just before 5 a. M. On eastbound interstate 580 near park boulevard. The chp says someone went to a hospital and said theyd been shot while driving on the freeway. Video here from the citizen app shows the road being closed down as the Police Search for evidence. Theres still no word about a suspect and the victim is being treated in the hospital and is expected to recover. Four people, including a teenager, are now in custody in connection to several robberies throughout oakland and berkeley. The suspects were arrested hours after several holdups near the cal campus. A Berkeley Police sergeant spotted the suspects in a stolen kia sorento and chased after them. The pursuit ended in east oakland near high street and carrington, where the four people were arrested, including a teenage boy. The adult suspects have been charged in the past with crimes that include car theft and stealing thousands of dollars in jewelry from the stoneridge mall in pleasanton. Im not that surprised that theres like robberies happening and stuff. Like i feel like we hear stories like all the time. It is frightening, especially like as like a woman and like that i do walk kind of like alone. Now, during the arrest, police recovered several guns. The Alameda CountyDistrict Attorney is reviewing the case before formal charges are filed. And our time now, 407 in Solano County, police shot a man in fairfield whos accused of having a gun near a middle school. Now, around 115 yesterday afternoon, the Police Responded to calls about a man walking near Grange Middle School and he appeared to be holding a gun. That man was shot and was taken to a hospital. He is expected to recover. There are few details about what led up to the shooting and if a gun was found at the scene. Police going down the street knocking on doors and making sure nobody was in their backyard or nothing. So it was pretty shaky up for me. I had to call my neighbor, let my let my neighbor know what was going on. Now, Grange Middle School was on lockdown for about an hour during that Police Investigation today, Governor Newsom is expected to sign a bill into law to raise salaries for fast food workers. The Governors Office says he will hold a signing ceremony later this morning. The bill will establish a 20 an hour minimum wage for cooks and cashiers. It will also create a Fast Food Council and establish new standards for the fast food industry. Our time now, 407, two longtime businesses at San Franciscos Fishermans Wharf are on the verge of being evicted. And the restaurants are the grotto. And tarantinos the port of San Francisco starting the process of evicting the two resident restaurants along the waterfront reported the restaurant, though as much as 1. 4 million in unpaid rent. Both restaurants have been in business for more than 75 years. Tarantinos it appears, has been closed the past few years. All right. 408 is the time. Back over to steve. Alturas susanville, truckee, south. Lake tahoe. Mammoth. All in there. Ill tell you that that drop happened fast. We have this system thats to the north. Well get a nice day to day and then changes on the way as that first system drops in. It does look like the low is going to drop in and have a little more trajectory to the west, which would put some rain in the forecast here and maybe some high elevation snow around 7500ft or so. But seeing around a quarter of an inch. Santa rosa, sacramento after that system looks like it weakens. But still, its going to be a cooler breezy to windy pattern with some rain on saturday. License plate readers to fight crime. But ktvu has found they may not be a deterrent to crime. This morning, ktvu brooks jarocz investigates to see if its a Cost Effective solution or just a false sense of security. You may not see them, but theyre capturing every car thats rolling in and out of piedmont. Theres 39in the city. Police chief Jeremy Bowers says automated license plate readers are scanning and photographing stolen cars every single day. Immediately sending alerts to the citys dispatch center. Theyll confirm that its still a wanted vehicle. Confirm that the image is accurate and then give that information to the officers. Again who will then respond in five, six high alert, south bound grand from rose silver spy on. Officers can move in in minutes in hopes of recovering the car and making an arrest. We know that sometimes were looking for that needle in the haystack. So thats exactly what the alpr technology is there to do to be a force multiplier, to help us identify those needle in a haystacks and deal with them. Since 2014, piedmont says the technology has led to 248 arrests, about 27 people, a year. But crime is going up. So are the vehicle thefts and scans, triggering an incident. But arrests attributed to license plate readers have remained steady. They are not a panacea. They are a tool. That tool is being emb cities. Plans to put more up, but do ey work, especially in places with high crime and departments that are understaffed or strapped for resources . Overall, the effectiveness is still in question. Public policy analyst Jonathan Hofer with the independent institute isnt convinced, pointing to a lack of leads from the cameras to solve cases. Theres not great Scientific Evidence that they are successful in increasing arrests, deterring vehicle theft. A 2010 study by George Mason University found license plate readers increased the likelihood of finding stolen cars, but not arrests. And charging suspects only happens in areas with a high concentration of cameras, each one costing thousands of dollars. You have to factor in installation costs, maintenance costs. This stuffs not cheap. And so we have to ask ourselves , do we want to divest our Police Resources into tools that may or may not help . Just months ago, Oakland Police shut off its license plate readers on dozens of cruisers and acknowledged last year they got no investigative leads from them, but recovered 34 cars. Research suggests that fixed cameras may be better for tracking vehicles. Oakland has now secured 1. 2 million in state funding so that we can get 300 cameras citywide. And this is the same camera system that piedmont is using. But piedmont is a city of 11,000 and hasnt seen a homicide since 1999. Ktvu surveyed several other cities to see if the license plate readers work or dont work. Vallejo says in two years, it has recovered 113 cars and made 116 arrests. San leandro is convinced plate readers work despite lacking data. They still need to be installed. Berkeley to spending hundreds of thousands to get cameras up and running. We have to be willing to try something different. We have to be willing to give technology a chance. Oakland city councilman Kevin Jenkins made a public pitch for the automated readers. With robberies spiking and carjacking skyrocketing, i have evidence that whats going on right now does not work. Oakland Police Data Shows close to 11,000 vehicles stolen just this year. Thats an average of 40 cars a day. A 15 year high. Jenkins says hell work on legislation to address privacy concerns while also pushing to get the department fully staffed. We have to be able to do walk and chew gum at the same time. We have to boost our technology and we also have to recruit, hoping more eyes coupled with more officers can curb crime and overcome some any odds. Brooks jarocz rose ktvu fox two news. The snow season is just about to start only two months after some of the ski resorts concluded the historic season. We had weather models are predicting the first snowfall to happen on saturday in the sierra kirkwood mountain. Mammoth mountain are among the other high elevation ski resorts that may anticipate some cold enough weather for the first snow of the season. Dave and pam eastbound 80, right at university, there is a solo crash, and they were just doing a break on the freeway. Just a few moments ago, so they managed to move everything to the off ramp right there of eastbound 80 at university. So once they finish the break, traffic cleared up. Although as you drive by, you might see the flashing lights. Fire department has sent rescue teams to that area and apparently someone was hurt in this crash eastbound 80. It happened right at the University Avenue off ramp at chp, managed to move the vehicles out of the way. And westbound 80 so far does not seem to be affected by
