How it could affect next years elections. Live from jack, london square, this is mornington to the nine. Welcome back to one of the prettiest days weve had in a long time. Fog is in San Francisco. Clear skies beyond that in the east bay. I hope your day is getting off to a great start. A new study says that nearly three and four people who were born in this gorgeous state of california still lived here in 2021. This according to a study from the Federal Reserve of dallas. Now, turns out california ranks as the fourth stickiest state in the country. Sticky means that more native people stay in the state rather than leave california. Keeps you here, apparently. Texas ranked number one, followed by north carolina, then georgia on the far other end of the scale. The least sticky state was white, roaming only about 45 of those born there have stayed. And one word came to mind, and that is opportunity. Opportunity to get a job on opportunity to buy a house. Opportunity to raise a family. Whatever your dream is. Right. Does your state have that for you . So a lot of people look at californias housing prices and they think thats the one thing i know. If i can do that everything else, i mean, a lot of other things. Lots of opportunity. Yeah Job Opportunities are here as well. I ran into a friend of mine who lives in austin last week. We were hanging out. He loves austin, but its so hot. And i told him, i says, thats why i love this weather can be wild. Its rough. Its like its been like a hundred. You know, the summer its still 90 degrees and then the winters, it can be bitterly cold. It could be cold. Yeah. So here we dont have that problem, at least here. Well most of california doesnt really have that problem. And i think that in wyoming its nice and quiet and it might attract older people who want to, you know, maybe retire. Theyve done everything but young people. I think, are attracted to, you know, the bay area, los angeles , san diego, more la and sf. I think, because, as you said, theres so much opportunity, a lot of jobs, and hollywood and Silicon Valley, its got a nice scene, good looking people. Yeah sal, just like yourself. Thank you, andre. Your checks in the mail. All right. Lets move along to this story now. Today Vice President Kamala Harris will swear in the newest us senator for governor newsom. Pick Laphonza Butler, to fill the senate seat formerly held by dianne feinstein. Supporters point out she has been a labor organizer and political consultant for years. Butler will be just the third black woman to serve in the us senate. Kamala harris was the second. Butler will also be the first openly lgbtq senator from california could not come at a more important time for our community to have to have that representation, but also to have a real tried and true fighter. Hes picked someone. Hes politically comfortable with, who he believes matches a lot of the demographic characteristics he was looking for in this appointment. But shes not someone whos ever had to be accountable to voters. Butler issued a statement saying, quote, no one will ever measure up to the legacy of senator dianne feinstein, but i will do my best to honor her legacy and leadership. The swearing in ceremony will take place at the us capitol at noon, our time today. The appointment of Laphonza Butler to the us senate has changed the landscape for next years election. Governor newsom earlier said that the person he would appoint would not run for the full senate term next year. Hes now lifted that assertion. Butler has not yet said whether she intends to run or her staff told ktvu in a statement this week. Laphonza is focused on respecting and honoring senator feinsteins legacy and getting ready to serve the people of california in the senate. Politics can wait. Butlers team says that shes owned a home in california since 2011 and has since reregistered to vote in our state and there has been a change to the Funeral Service for the late senator dianne feinstein. The service has been moved now to the front steps of San Francisco city hall so the public can attend. Its set to happen this thursday at 1 00. There will be standing room available in civic center plaza. The service will also be streamed live online following the service, the senator will be buried at a private ceremony tomorrow. The senator will lie in state inside the rotunda of city hall where the public is invited to pay their respects from 9 to 7. Police in washington, d. C. Say a congressman from texas was not hurt after becoming the target of armed carjackers. Investigators say the three robbers approached democrat Henry Cuellar about a mile away from the us capitol last night. They stole his car and his luggage. Police are now interviewing witnesses as they continue to search for the carjackers. Its not clear yet if they knew they the member of congress. Yes, well, despite the uncertainty in the Oakland Police department, officers and mayor shengtao have announced a new strategy targeting gang members and guns. The new approach involves technology and surveillance to track guns. Its all part of the citys ceasefire program. And it comes after Oakland Police arrested ten people on weapons violations. Police say they tracked the ghost town gang for two weeks after a carjacking. An officer set up surveillance in west oakland and found 15 people with firearms joining us now for more insight on that program and other issues oakland is facing right now is oakland mayor shengtao. Good morning to you, mayor. Good morning. All right. So lets talk about the ceasefire program. You all arrested several people here, dozens of firearms off the streets here. The Ceasefire Task force, and then they could continue to operate in this capacity. Absolutely. You know, the first thing that i did while coming into this administration was getting outside funding to ensure that we have a full audit of ceasefire. We knew that ceasefire worked prepandemic, and so we wanted to audit and make sure that were moving forward with things that work and then strengthening the program. And so ceasefire is an Ongoing Program that we run every single day, and its the work of the dvp, the department of violence prevention, our officers, the district attorneys office, its a coalition. So part of ceasefire is a Violence Prevention Program too. Its an Intervention Program where you go out into the community. Is that part of the Program Going to be still a core part of the program when it started . I know thats how it was meant to be. Absolutely. I mean, that is the core part. Its really getting Community Leaders within the community to go to go out and talk to the small group of people who we know are at the highest risk, the highest risk of actually pulling that trigger. And so were working with our Faith Based Community as well to for instance, pastor billy dixon is one of the key members in this community who can go out and talk to the key members to ask them to put down the guns. But of course, we are unafraid to go after the people who continue to create the chaos in community to make sure that they are apprehended and that justice is brought. Yeah, thats going to be continuing their city reports. Well, lets start with this here. Foot patrols, you guys expand landed from 12 officers and you also expanded the Coverage Area as well. Any hard numbers on improvements yet made in the areas where the foot patrols have been increased right now . Oh, absolutely. Actually, later on today, i will be holding a press conference and will be announcing some of those results. What i can tell you is that i see the urgency. I mean, again, my family is feeling, you know, this hard burden of feeling like its not safe outside. And so my administration is taking this seriously. Were not waiting until we have a Permanent Police chief. Were not waiting until we have a permanent dvp chief. You know, we are moving forward, making the changes that are needed and we are seeing that results play out. Yes, the ten arrests of and not just that, but taking a dozen guns off the street. And these are semiautomatic and automatic weapons. More so than that. Operation north star, we apprehended 137 individuals and theyre still operations that are ongoing. And again, later on today, well be announcing some results from last week. So well learn about that. And is there any hint of improvements in this or any hints of expansion . Now, as were talking to folks here are watching this . Absolutely. There is going to be expansion. Were also working with the governor to get more support as well, too. But this is an ongoing effort and we are seeing positive results. And so, again, you know, were not going to take it anymore. Were not going to take the bit. Were not going to take, you know, the carjackings or whatever, have you. Were taking this very seriously. The buck stops with me as oaklands mayor. And so i am proud personally making some some changes in regards to within opd, dvp in my office and really hyper being hyper vigilant in regards to how we deploy our services. What kind of changes were you, were you mentioning just in terms of nopd . Well, you know, in regards to ceasefire or the auditing process, once we get recommendations, when we implement those recommendations immediately, lets talk about another issue thats been happening here. The city reports to residents each week on average are killed or seriously injured in traffic collisions. So the citys reducing speed limits on 11 of the most dangerous roads, and they plan to do so at 39 additional roads at some point in the future. Are you expecting police to be on patrol and issuing tickets and a traffic sense here in these areas . Because i can tell you, driving in this morning through downtown an someone ran a light, almost hit him. I was going through my green light and this happens all the time. And you see, i know you hear about these these crashes happening in downtown people just going through lines like they dont exist. So will police be issuing tickets for people that violate traffic ic code . Absolutely. You know, we brought back the motorcycle officers previously last year. They were not implemented this year under this. My new administration, we have brought back the motorcycle officers. And not just that, but chp. We have six chp officers in a sergeant and that is all that they are doing. Its the traffic violation. Look, i see it, too. People are out there, are running the red lights, as you stated. And so that is not okay. And so theres going to be some repercussions for that and consequences. And so we do have chp officers and not just that, but our whole motorcycle detail as well. How many people are in the motorcycle detail for opd . So the motorcycle detail is about six officers and so they youll see them sometime in downtown. And a lot of times they are focused in areas that are close to schools and where kids are at as well too. All right. Lets talk about the police chief update here. The search for a new police chief. Have you gotten an update yet with a list of names from the commission . Have you met with the commission at all in effort to get this position filled . So its my understanding that we are very getting very close to the phase of a list of names going to the Police Commission. I have yet to receive a list of names. It goes through the Police Commission. They do the interview process and then they recommend the top three to me. And so im hopeful that by the end of the year ill get the top three names so that we can actually start the interview process from the mayors office. Have you heard anything . Have they have you whispers, anything that you might be getting closer or what might be happening . Its very interesting. A lot of people hear more than i do about whats happening. And so i havent heard anything. No lists have been shown to me quite yet because thats not the process. And so im waiting patiently for the Police Commission to do their job. Going back to the issue of traffic on the roads. Now, the city is considering adding more. The automated license plate readers, and i think the state would provide 1. 2 million for oakland to buy and install. You do have some already on the streets of oakland, but this would put more on the streets. You know, we looked into a study that that said that theyre not always effective. Do you guys look into this . And i can tell you right now, they increase stolen vehicle recoveries but not arrest. One study found 2010, george mason university, same study noted no significant improvement in clearances for auto theft cases citywide unless there was a high concentration of those cameras. Have you factored in some of the deficiencies that youve seen in studies about these into how you deploy these automated license plate readers across oakland . Oh, absolutely. You know, we know that license plates, readers by itself that theres not a lot of resolution. However theres two things that we can get from it. First of all, well get about 300 cameras. It will be citywide. The city of san leandro and the city of piedmont, they utilize the same cameras. So what it will do is well be able to get that footage and really use it when we actually do apprehend and then send it to the prosecutor to prosecute. So for evidence, thats number one. And number two, i think its incredibly important that we have this technology to support opd when they see a vehicle that they know that is a suspect has went into this vehicle, say, lets have a unique feature of like one hubcap. You know, we can really look at the cameras to see where this vehicle is headed. We can then bring up the bird and argus and the argus can then track the perpetrator. And so and then apprehend. Well, we run out of time. But i did want to get you on the record 75,000 workers for Kaiser Permanente are threatening to go on strike this weekend. Kind of get your thoughts on that as well. Theyre based right here in oakland, one of the biggest employers here. Yeah, no, absolutely. You know, i totally respect the workers rights to make sure that they have a voice and to bargain in good faith. And i continue to encourage that both sides come together and have those conversations and then find a resolution. Well, this is were in the middle of a softball tournament here and lots going on here. A number of different teams that are participating, some from the marine corps, from the navy, as well as from some of the local police departments, sheriffs offices, fire departments, you name it. A number of activities all happening today. Joining me this morning, captain blake, justice with the us marine corps. I got to say, when i when i heard your name and they said the guy to talk to is captain justice, i thought with a name like that. Yeah, i got to talk to him. We appreciate you joining us here this morning. This is your first time in San Francisco coming with the marine corps for fleet week. How excited are you to be here in our city . Were excited. Were very thankful that the opportunity is there. So were looking to showcase kind of what we can do as a marine and navy team and get out here with the community, get a lot of events in, and were excited to hang out and meet a bunch of people. Whats fleet week mean to you . Its an opportunity to kind of show the communities in the cities that run it kind of what we can do and an opportunity to get marines out there, kind of get some time off, make sure they enjoy the enjoy the cities that were getting to visit. You know, we know it as the blue angels air show. The ship tours, all these number of different events here.
