Eleazar ordered senior officers to ensure effective supervision of their respective commanders on the ground, saying leadership by good example discourages even the lowest ranking policemen to commit wrongdoings or be involved in illegal activities. Eleazar holds his first command conference on Saturday, May 8, at the National Headquarters at Camp Crame in Quezon City with Police Regional Office directors and commanders of National Support Units where he issued directives to effectively implement the Intensified Cleanliness Policy (ICP), particularly in the cleanliness in all police precincts, stations and offices as well as effective supervision of team leaders and commanders on the ground in the campaign against street crimes, illegal drugs, communist insurgency and terrorism.
