Legislation Would Expand Free and Low Cost Daycare To More New Yorkers The de Blasio Administration is pushing legislation in Albany that would expand free and low cost childcare to 15 thousand more children in New York City. One bill would raise the income threshold to 70 thousand dollars for a family of four to qualify for subsidized childcare. Executive Director of Citizens’ Committee for Children, Jennifer March says affordable early care is key to the city’s economic recovery. “We know that 24 percent of working age women in the New York metro area cite caring for children as the primary reason they are not working during the pandemic.”
