Different drum. India defies its growing coronavirus toll to reopen shops and places of worship. Hello. Two weeks after 46yearold black man george floyd died under the knee of a Police Officer, sparking a global wave of protest, the accused killer has faced court. Derek chauvin has been charged with second and third degree murder and Second Degree manslaughter. He appeared by video link in a mm court. As the charges were read, thousands of people queued to pay respect to George Floyds body in his home city of houston. His funeral will be held there tuesday. As the protests grow, the cry to defund the police has become louder. Councilors in minneapolis committed to defunding the Police Department while new york and los angeles have also vowed changes to funding. John is live from houston. Moving scene there. Ell us whats been going on. Reporter we are entering hour six of six hours of viewing of the body of george floyd. Crowds have been lining up by the hundreds. You can see behind me, the hearse that brought him here to this ceremony. And we talked to some of the people in line. The people i talked to, all of them said they didnt know george floyd personally but felt it was an important moment in history to recognize. Some of them came from as far away as atlanta. Many are from here. They said everyone should be here. Everyone should pay their respects. Thats what one young lady told me. This of course is just the latest in a number of stops for the commemoration of george floyd. There was a Memorial Service on thursday in minneapolis, there was one in north carolina, where he was born, and then of course now in houston, a day after the viewing today, on tuesday, well have the funeral. That funeral will be presided over by the reverend al sharpton. Therell be a video by joe biden, the Vice President of the United States who met with the floyd family earlier today, took some picture, one with the daughter, gianna who is just 6 years old. We have also had a number of parents of young africanamericans who have been killed by police just a little bit away from where im standing right now who spoke to the crowd talking about the need to end the shootings of young, unarmed africanamericans. They were there with the reverend sharpton and also with he family of george floyd. Anchor the movement, as you describe it, is going to continue, isnt it . Reporter thats what we heard a lot of earlier. Reverend sharpton said the wants to turn this moment into a movement. What theyre hoping for is that people will continue the demonstrations peacefully that have been going on across the United States and that theyll push, you know, various parts of this movement. But the ultimate goal is making sure that young black men and women are not killed by police but they have some other agenda items. Right now were seeing a push for defunding the police. In some places like minneapolis, theres talk of completely disbanding the Police Department. In others theres talk of just sort of shifting money into things Like Mental Health and antihomelessness and poverity care. That is a broad, sweeping movement. This is the end of the journey really here for george floyd but the continuation of the movement that he launched. Anchor john, thank you very much indeed. Minneapolis has a court in minneapolis set a 1. 25 million bail for derek chauvin, charged in George Floyds death. Reporter it was a quick preliminary hearing as they usually are. Chauvin gave perfunctory answers when called on. The judge gave the prosecution everything they asked for. The judge set bail at 1. 25 million without any conditions. But if chauvin can come up with 1 million he could get out on bail as long as he abides by the following conditions. He does not leave the state of minnesota without permission. He surrenders his gun and permit. He does not have any contact with George Floyds family. And he does not attempt to work in Law Enforcement or any kind of security job. Chauvins charges were upgraded last week once the Minnesota Attorney general took over the case. The Second Degree murder charge in the state of minnesota means that the prosecution would have to prove that chauvin killed george floyd intentionally or that he killed floyd while committing another felony. It is predicted that the prosecution will take that latter strategy. The attorney general has already said that this will be a difficult case to get a conviction on. He is asking for the publics patience. But of course protesters have zero patience, especially when ives are at stake. Anchor despite widespread calls to take away funding or disband Police Forces across the u. S. , President Trump says it wont happen. Pres. Trump im proud of them they wont be defund, dismantling of our police. Theres not going to be any disbanding of our police. Our police have been letting us live in peace, we want to make sure we dont have any bad actors in there. Sometimes youll see some horrible things like we witnessed recently but 99, i say 99. 9, but lets go with 99 of them are great, great people and theyve done jobs that are record setting. Record setting. Anchor our correspondent has more. Reporter the view of this white house, they are essentially saying theyre appalled at the suggestion by some democrats that there be defunding of the police force. They say this is the left going too far. And in and in fact they say no one in the white house agrees with this. No one in america does either. Now obviously thats not true because there are many in the left in the United States who are calling for this. It can take a number of forms. It could mean there is some money that is slashed from budgets, put into social programs, economic programs to help communities that have been affected disproportionately by crime and other issues that require the police to be called. But in the midst of this we should be clear. While the Trump Administration says it does not support it, also that is true of some very prominent democrats, particularly House Speaker nancy pelosi and also the man who is trying win the white house come november against donald trump, thats the former Vice President joe biden. In fact his campaign putting out a statement saying that they are not calling for defunding of Police Forces in the United States, instead, he says theres an urgent need for reform. Anchor north korea says it will cut off all communication with south korea. They said south korea has been dodging heavy responsibility with treacherous and cunning ehavior. They will cut off hotlines at 3 00 local time, the first part of cutting off all contact. Our correspondent joins us. Rob, whats behind this move . Reporter we have been expecting something like. This relations have been deteriorating gradually for a number of week heres with the north koreans growing frustration that its Nuclear Communication with the United States is stalled, almost in a deep freeze at the moment. And this seems to be the norths way of lashing out, blaming the nearest person it can, which of course is south korea. It is a concern. These hotlines are very important, it keeps Communications Going between the north and south across the heavily fortified militarized zone, the d. M. Z. , to stop any possible miscommunications or misunderstandings. These lines were put in place as relations fell to an alltime low in 2017 with north Koreas Nuclear and long range missile testing. Before that of course you just had mega phones talking to each other across the barbed wire. It is significant. We knew there was something afoot yesterday, monday, when the south made one of its two daily phone calls to north korea, as it does every day and the call wasnt answered. So there was a suspicion that something was up. This seems to be north korea confirming that relations are at a new low. It remains to be seen how far it takes it. It is a step thats going to start treating the south more or less as an enemy. It remains to be seen if theyre follow up with tougher action, maybe against the United States which it has avoyed so far, or more worryingly would be a return to missile testing. Life is returning to normal in new zealand as the country lifts all coronavirus restrictions except border control. Its one of the First Nations in the world to declare itself virus free. Social distancing is no longer required and there are no limits on public gatherings. Prime minister ja sin daar dern proposed a Strict Lockdown for seven weeks with most businesses shut and everyone but essential workers told to stay home. Were joined by our report reporter from cambridge island. How are the changes being welcomed . Reporter a lot of enthusiasm, theres a sense of pride and celebration in new seelan at how well the government, the country has handled the celebration. Some people have been critical of how long its take northwestern government to make the decision to lift most of those remaining coronavirus restrictions but again for the most part, i think the way that the government has handled it, the way New Zealanders for the most part followed the rules put in place by the government is being welcomed here and celebrated. As you mentioned, what the latest announcement by the government really means is that most of those restrictions are being eased apart from the border closure. It will have a big effect on things like retail shop, bars, restaurants, cafes, that means theres no now no need for social distancing. It means that they can go about operating those businesses with a lot more ease. Theres no limit on the number of people that they can allow into those premises. Theres in limits on the number of people who can attend any sort of gathering including sports events. Were seeing professional rugby resuming in new zealand, very important to most New Zealanders. So yes, again, theres a sense of celebration and new zealand has come through this situation that is now free of any active coronavirus cases. For the most part it is open for business again. Anchor whats the longterm outlook for the economy there . Reporter i think it was an interesting comment from Prime Minister ar dern when she announced this ardern when she announced new zealand is one of the if not the most open economies in the world. So it was an attempt by her to tsao positivity into the economy and send a message to the rest of the world. You have to look at it in two phases really. In the short term, after a period of economic inactivity that locked that lock down period, were going to see a bit of a bounce back. Were seeing retail sales spiking. So generally there is an air of positivity at the moment after a lot of negativity brought on by that lockdown period. But the longterm outlook is still fairly grim. Like much of the rest of the world most economists in new seeland are predicting a deep recession for the country, its a country that relies because of its isolation on exports and tourism. We saw exports down around 4 on the same period a year ago. So not dast louse but i think there is concern that that fig qur could get a lot worse as recession bites in other countries around the world meaning those countries will be buying less of new zealands products. The main earner for new zealand is tourism, a lot of concern around that sector because its gone to nothing in terms of International Tourism because the borders are closed and will remain so indefinitely. With one caveat. The governments of new seeland and australia are continuing to discuss a transtasman bubble, athroig borders twean the two countries to reopen in the future. It is devastating to inbound visitors coming to britains tourism industry, its going to destroy millions of jobs at hotels, guest houses, Tourist Attractions all over the country during the peak months of july and august. Its not only irrational, but its entirely disproportionate to any effect its going to have on the spread of covid19. Reporter the point, government says, of confining incoming travelers with few exceptions to a fortnight of selfisolation is to limit the spread of coronavirus from abroad and help prevent a second wave of infection. If so, say critic, why apply quarantine measures across the board including to countries with lower infection rates than the u. K. . Particularly since the science the government says its relying upon seems to suggest instead focusing on countries with higher infection rates. And in any case why do it now when this is something that might more usefully have been ago ed two or three months at the ago at the height of britains epidemic. If im a carrier now how would they control it . How would you know if i would spread to it anyone else . Theres no track of that at all. And then its just filling out a form.
