Charleston City Councilman Harry Griffin refused a field sobriety and breathalyzer test when he was arrested for DUI in Berkeley County over the Memorial Day weekend. Mothers Against Drunk Driving, also known as MADD, said the state of South Carolina has a problem with refusals. The organization's leader said it's a growingtrend that can't be ignored.
