The movement to make takeout alcohol a regular feature available to the state’s restaurant customers is facing renewed opposition from New York’s liquor stores, who continue to wage war on bills in the state Legislature that supporters say have been significantly altered to reflect the retailers’ concerns. After March 16 of last year, when restaurants and bars were ordered to limit operations to only takeout and delivery, a 30-day executive order from Gov. Andrew M. Cuomo allowed them to sell, with food, any alcoholic beverages a business was licensed for, including cocktails and wine by the glass and bottles of wine and spirits. Prior to the change, bars and restaurants could sell only beer to go, though customers were allowed to take home the remainder of a bottle of wine unfinished with a meal. The order has since been renewed roughly every month.
