yesterday in Crime, News Photo: Clarksville Now CLARKSVILLE, TN (CLARKSVILLE NOW) – A man who police say provided drugs that caused a woman to die from an overdose has been indicted on charges of second-degree murder. John Normand Vandal was arrested Wednesday on the charge. He was released the same day on bond. In December 2019, Clarksville Police responded to an overdose death of a 28-year-old woman, according to police Sgt. Nicholas Newman. The medical examiner determined the woman died from a fentanyl overdose. After a lengthy investigation, detectives determined that Vandal provided drugs to the woman hours before she was found dead, Newman said.
