When investigating the wreckage, however, Chief Smoak said he detected a faint odour of cannabis coming from the driver’s side window, The Times and Democrat reports. Checking the car for the vehicle’s registration, he saw a cellophane bag on the vehicle floor that contained a green leafy substance that looked and smelled like cannabis.
